HomeMy WebLinkAbout07-28-20041 1 1 JULY 28, 2004 PUBLIC HEARING NO. 1 COMMUNITY DEVELOPMENT BLOCK GRANT ESSEX STRUCTURAL STEEL COMPANY INC. 607 NYS ROUTE 13 TAX MAP #105.00-01-46.000 (Portion of) 5:00 P.M. A Public Hearing was held by the Town Board of the Town of Cortlandville at the Town Hall, 3577 Terrace Road, Cortland, New York, concerning the Community Development Block Grant for Essex Structural Steel Co. Inc., in which the Town would be submitting an application to New York State for funding under the Small Cities Community Development Block Grant (CDBG) - Economic Development Program on or about July 28, 2004, with a maximum funding request of $313,000 to be used for activities that are eligible under Section 570.482 of Subpart C of the Housing and Community Development Act of 1974. Members present: Supervisor, Raymond Thorpe Councilman, Theodore Testa Councilman, Edwin O'Donnell Councilman, John Pilato Councilman, Ronal Rocco Town Clerk, Karen Q. Snyder Others present were: Highway Sup't. Carl Bush; Water & Sewer Sup't. Peter Alteri, Jr.; Town Planning Board member, Dr. James Bugh; County Legislator, Danny Ross; Tony Barbetta, President of Essex Structural Steel Company Inc.; and Bernie Thoma of Thoma Development. Supervisor Thorpe called the Public Hearing to order. Town Clerk, Karen Q. Snyder, read aloud the published, posted and filed legal notice. Supervisor Thorpe offered privilege of the floor to those in attendance. Bernie Thoma of Thoma Development apprised those in attendance that this was the second public hearing held regarding the Community Development Block Grant application for Essex Structural Steel Company Inc. The intent of the first public hearing, which was held July 21, 2004, was to notify the public that the Town may be applying for the grant, and to give information about the program itself. The purpose of the second public hearing is to provide more specific information about the project itself. If the Board approves the submission of the application, the Town would be applying for a grant totaling $313,000. From the grant, $300,000 would be loaned to Essex Structural Steel Company Inc. to help finance the rest of the company's approximately $1.6 million project. The money provided to Essex Steel would be in the form of a $150,000 direct loan repaid to the Town, and $150,000 deferred payment loan. The deferred payment loan would be forgiven based upon the company's completion of job goals that have been established for them. Essex Steel must not only retain the twenty-six employees they currently have, but must create an additional eleven jobs over the next three years. Over 5 1 % of the existing jobs and the new jobs will be available to low and moderate -income persons. Mr. Thoma introduced Tony Barbetta, President of Essex Steel Company Inc., and invited the Board and those in attendance to ask questions. Councilman Rocco questioned whether the driveway to the proposed building would be paved. Mr. Barbetta assured the Board that the driveway would be paved, and mentioned that the company has a DOT curb cut permit. Mr. Thoma asked Mr. Barbetta whether he received all the required permits to construct the building, and reminded the Board that Essex Steel would have to meet all of the permit requirements of the Town. i17- JULY 28, 2004 PUBLIC HEARING NO. 1 PAGE 2 Mr. Barbetta stated he received several of the necessary permits on July 27, 2004, which is when the project was presented. Councilman Testa questioned when the construction would be complete and the company would be moved in. Mr. Barbetta stated that construction would begin in August and the company would be moved in during December. No further comments or discussions were heard. Councilman O'Donnell made a motion, seconded by Councilman Rocco, to close the Public Hearing. All voting aye, the motion was carried. The Public Hearing was closed at 5:06 p.m. F--J 113 JULY 28, 2004 SPECIAL TOWN BOARD MEETING 5:06 P.M. The Special Meeting of the Town Board of the Town of Cortlandville was held at the Town Hall, 3577 Terrace Road, Cortland, New York, with Supervisor Thorpe presiding. Members present: Supervisor, Raymond Thorpe Councilman, Theodore Testa Councilman, Edwin O'Donnell Councilman, John Pilato Councilman, Ronal Rocco Town Clerk, Karen Q. Snyder Others present were: Highway Sup't. Carl Bush; Water & Sewer Sup't. Peter Alteri, Jr.; Town Planning Board member, James Bugh; County Legislator, Danny Ross; Tony Barbetta, President of Essex Structural Steel Company Inc.; and Bernie Thoma of Thoma Development. Supervisor Thorpe called the Special Meeting to order, and read the proposed resolution. Councilman Pilato questioned what the $300,000 grant to Essex Structural Steel would be paying for. Mr. Thoma apprised the Board that the entire amount was budgeted for equipment. Councilman O'Donnell questioned what the extra $13,000 was for. Mr. Thoma reminded the Board that the additional $13,000 would be available to the Town for administrative expenses. RESOLUTION #131 AUTHORIZE SUPERVISOR TO FILE AN APPLICATION TO THE NEW YORK STATE GOVERNOR'S OFFICE FOR FUNDING FOR SMALL CITIES UNDER THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S COMMUNITY DEVELOPMENT BLOCK GRANT FOR ECONOMIC DEVELOPMENT Motion by Councilman O'Donnell Seconded by Coucnilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the Town of Cortlandville hereby authorizes and directs the Supervisor to file an application for funds from the NYS Governor's Office for Small Cities under the U.S. Department of Housing and Urban Development's Community Development Block Grant Small Cities Program for Economic Development Assistance, in an amount not to exceed $313,000, on behalf of the Town, and upon approval of said request to enter into and execute a project agreement with New York State for such financial assistance to this Town. No further comments or discussion were heard. Councilman Pilato made a motion, seconded by Councilman Rocco, to adjourn the Regular Meeting. All voting aye, the motion was carried.
