Wleeting commenced at 8:00 p.m.
First on the agenda was the map situation on the proposed new. RB recommendation.
There was a question brotight up about Route 13 frontage staying same as present.
Alton Reed suggested leaving RD section as is until such time as route 13 future
1plans are complete and also the railroad situation. George Hanford offered
motion on above and %;. Peck seconded same.
Great deal of discussion on ilealth Dept. regulations. Questions such as people
being affected by this, what actually is the procedure, what does it mean, and
how is it going to affect the future of the Town.
ibert Kee,ch, Etna, N.Y. talked about.health Dept. regulations in regard to his.
bdivision. 'There seems to be a. problem with the footage reg1iired fur test-1
holes on his land.. It was stated it is ggr'te a struggle for the average in

also talked about Her•.Ith Dept. regulations and the problems caused by the new,
reg,.ilations. fir. R. Reylea talked at length about the new, Health Dept. re.—
gulations. Also d.isclissed housing and the cost of same. Nir. Reylea stated that
V,obi.le Homes will be scarce in the coming months. Also Mr. Reylea discussed
sec'ti'onal homes and how they are considered Mobile homes merely on the way they
are transported., Chairman Caldwell asked if anyone has taken plans to the
Health Dept. on a. pre:iiminary basis. R. Reylea stated there was no way possible
tinder these conditions because everything has to be first cleared ttirough the'
Planning Board. Board. Member Alton Reed spoke about his subdivision and the
regnla.tions. Also recommend to have county representatives present at the

review papers which w11.l be discussed at the January li, 1974 meeting.
Board :!ember C. Kelemen talked abort planning and land l.ise in area. Discussion
on what area in Town should be developed and planning water and sewer.
Suggested discussing this with developers wlio are interested in buildi:.g in the
Town of Dryden.
Town 3oa.rd member C. Cotteril.l mentioned the possibility of hiring a planner
to help the Planning hoard. Chairman Caldwell spoke of three options in hiring

a planner.
1. A person can .)e hired on a part —time basis.
2. hire someone jointly with the Town of Ithaca.
30 Hire specific studies done through the county contract basis.

unlicensed motor vehicle or cycle in and upon any vacant land, or lot or
vacant place within the municipal boundaries of the Town of Horseheads.
May.I suggest that you immediately contact this office in regard
to this matter? Failure to do .so will result in the issuance of a summons.
