Roberts, TB ,Member Co Cotteri ll Public Informational Meeting at Houtz Hall, Etna, New York 8900 P.M. RE: Change in zoning - Special permit section of the present RC zone allows commerical development on a special permit basis. A petition.was submitted to the 1'own Board'in March of 1973 requesting a new zone for the areao It was then tlArned over to the 'Town Planning Board. The area the residents want rezoned starts at Pine Woods road on Route 13 east to Kirk Rd., north along Kirk Rd. to Route 366, west along Route 366 to the intersection of T?pper Creek Rd., north following property lines to Wood Rd., east from brood Rd, along Etna Rd. to Pinckney Rd. to the Lehigh.Valley Railroad tracks, then southwest along Route 13 to the starting point. Residents are not askin;; for an RB zone because the area now includes, four isti.ng Mobile Home Parks and a. store which are incompatible.with the RB Zone. The residents feel they should not have to keep fightingto, prevent commerical development. The area is now primarily a residential area.. there was a. discussion on the case of the cement plant which was proposed for Route 366. A special permit was denied when residents turned out to oppose its' issuance. Planning Board members asked how existing commerical development should be handled in a new zone. Non - conforming uses cannot be expanded under most zoning regulations. Residents said they were sympathetic to the commerical property owners who might be hurt, b!it they decided they still want a new zone* Residents cited increased traffic on Route 366, congestion in the schools and increased population density in the area as reasons for wanting more restrictiv zoning. 1'he Etna residents said the present RC zoning regulations without th commerical uses allowed by special permit are satisfactory. • `10bert Relyea, president of ''aggin Wagon Mobile Home Parr, Inc.. The development will also include a mobile home sales and service area, which will face the interior of the deve'lopmento 'lhe sewage treatment plant will have the capability of expansion to service outside his development which co,ild be reached with a gravity flow collection system. The plans call for a park and public recreation area along Fall Creek, an 18= acre lake in the center of the development and a nine -hole golf c.o.urse.' Three entrances and exits will be located on Route 366. Mr. Relyea is working with the variorns state agencies involved in malting the plan compatible with the area. One resident stated, That is exactly what we don't want* problems of traffic and density we are trying to prevent.
