The Regular Meeting of the Town Board of the Town of Cortlandville was held at the
Church of Blodgett Mills, 2262 Blodgett Mills Road, New York, with Supervisor Tupper
presiding.
Members present: Supervisor, Richard C. Tupper
Councilman, Theodore V. Testa
Councilman, Ronal L. Rocco
Councilman, John C. Proud
Councilman, Gregory K. Leach
Town Clerk, Karen Q. Snyder, RMC
Others present were: Highway Sup't. Carl Bush; News Reporters: Jeremy Houghtaling
from the Cortland Standard, and Sharon Stevans for Channel 2, Access TV; Pastor Jacob Adams
and Sara Leach.
Supervisor Tupper called the meeting to order.
Councilman Leach thanked Pastor Jacob Adams for inviting the Town of Cortlandville to
have its Town Board meeting at the Blodgett Mills Church.
Councilman Proud made a motion, seconded by Councilman Testa, to approve the Draft
Town Board Minutes of May 18, 2011. All voting aye, the motion was carried.
RESOLUTION #115 AUTHORIZE PAYMENT OF VOUCHERS - TUNE

Supervisor Tupper offered privilege of the floor to Councilman Ron Rocco.
Councilman Rocco initiated discussion regarding the ongoing research being conducted
in the study of wind turbines. He stated that Clough Harbour & Associates have been very
helpful to the committee, appointed by the Town Supervisor, in their decisions for developing
regulations and an ordinance. Councilman Rocco spoke of an association called Loman
Educational Services. This association has specialty programs for professionals such as
surveyors, engineers, lawyers and CPA's etc. They are certified by various agencies and are
required to have a certain amount of training hours per year. Councilman Rocco advised the
Board that he thought it would be beneficial for the Town Board to listen to a litigator versed in
the problems and benefits brought forth in the process of wind turbines. This litigator is a paid
participant who works for Loman Educational Services. He is a senior partner in a law firm and
attended the University of Illinois. He has litigated both sides of the wind turbine issue, which
Councilman Rocco feels to be important, as he does not want any bias entering into the decision
process. Councilman Rocco suggested that rather than attending a training session in Wisconsin,
the Board could utilize a live audio presentation. This would be a less expensive option. The
cost would be $219.00 for the audio presentation. He explained this would be a ninety -minute
live audio presentation done by a litigating attorney. This would also present an opportunity to
ask questions. A CD disc could be purchased as extra for $69.00 if any Board member is unable
to attend.

Councilman Rocco reported that it will be held on June 16, 2011 at 1:00 p.m. and
suggested it be held in the Town Hall. He commented that it would be a good opportunity for
the entire Board to be involved.
Councilman Proud agreed that the audio presentation is a good idea and although he
could not attend on June 16, 2011, he would use the CD as he would like to participate.
Councilman Leach added that he too would utilize the CD. Town Clerk Snyder asked if the
Planning Board should be invited to attend. Councilman Rocco answered yes and the invitation
would: apply to anyone. Councilman Rocco has visited twelve of the fifteen wind farms in New
York State and has done much research on this subject.
Councilman Leach mentioned that he called the Cortland County Sheriff's Department
and thanked them for the road patrol they have had on Main Street in Blodgett Mills on Saturday
nights due to Skyline raceway, which is now open for the summer.
The monthly reports for Code Enforcement Officer, Tax Collector and Town Clerk's
Office for the month of May 2011 were on the table for review and are filed in the Town Clerk's
office.
Councilman Proud made a motion, seconded by Councilman Testa to receive and file the
Renewal Application Notice Form, from TLC Central LLC, dated May 9, 2011, regarding the
renewal of the liquor license for Applebee's Grill & Bar located at 856 State Route 13, Cortland,
New York 13045. All voting aye, the motion was carried.
Supervisor Tupper mentioned that Attorney Folmer was not present for this meeting, but
stated that he has taken legal courses from Loman Educational Services and verified that Loman
Educational Services is a very large legitimate professional organization.
Councilman Rocco brought to Highway Sup't. Carl Bush's attention that the Blodgett
Mills street sign is tilted. Highway Sup't. Bush will see that it is repaired.

BE IT RESOLVED, a Public Hearing shall be scheduled for June 15, 2011 at 5:00 p.m.
regarding the Aquifer Protection Permit for Redding Hunter, Inc. for property located at 1089
Starr Road, Tax Map #'s 96.09-01-63.000, 96.09-01-62.000, 96.09-01-59.200 and 96.09-01-
58.200.

SUBMITTED BY MIDSTATE VETERINARY SERVICES TO
THE TOWN AND COUNTY PLANNING BOARDS FOR
REVIEW AND RECOMMENDATIONS
Motion by Councilman Leach
Seconded by Councilman Testa
VOTES: ALL AYE ADOPTED
BE IT RESOLVED, the Aquifer Protection Permit application submitted by Midstate Veterinary
Services, for property owned by Charles and Patricia Dillon, located on 806 NYS Route 13, Tax
Map # 105.08-01-06.000, shall be forwarded to the Town and County Planning Boards for
review and recommendations.
Supervisor Tupper apprised the Town Board that while golfing, he was approached by
three people who praised the Cortlandville Highway Department. They remarked that the roads
were always plowed and the maintenance in general was wonderful.
Supervisor Tupper also reported that the Polkville Waterline Extension Project was
moving rapidly and progressing well. In response to several phone calls, Supervisor Tupper
explained there will be an enhancement tax added to those residents' property tax bills, but they
are not required, hook up to public water. Supervisor Tupper commented that some individuals
were worried about the expense of connecting and he wanted them to be adequately informed.
No further comments or discussion were heard.
Councilman Testa made a motion, seconded by Councilman Leach, to adjourn the
Regular Meeting. All voting aye, the motion was carried.
The meeting was adjourned at 7:30 p.m.
