VanBenschoten, Councilman Joseph H. Graham, Councilman Jack Fitzgerald, Attorney Arrived Late: Donald E. Cummings, Councilman Also present: Leland Cornelius, Phil. Shurtleff Moved by Mr. VanBenschoten, seconded by Mr. Sovocool, that the minutes of December 11 and. 27 be approved as submitted. Ayes - Sovocool, VanBenschoten, Graham, Robinson. Absent - Cummings • Claim No. s 1 to 11 of the Highway Fund in the amount of $2,310-11 and Claim trios. 1. to 12 of the General Fund. in the amount of $15,113.66 were presented for audit. Mr. Sovocool. moved that the bills be paid and Clerk instructed to draw wazerant for them. Seconded by Mr. Graham. Ayes - Sovocool, VanBenschoten, Graham, Robinson. Absent - Cummings. Monthly reports from Town Clerk and Totim Justice Heffron were reviewed. Annual reports from Town Clerk, Zoning Officer and Groton Fire Department were also reviewed. Letter of resignation from Deputy Town Clerk, Laura Haughn, to be effective December 31, 1984, was received. Phil Shurtleff, County Representative, reported that the State is going to put up guide rails on Route 222 near Lafayette corner. Also, County has $15,000 for Towns -to borrow to create water districts -then refun to County after district gets going. More information will be forthcoming front Frank Laguori of the County Planning Dept, Mr. Shurtleff said he had no information on McLean Bridge. He suggested that he, Mr. Mobbs and Mr. Cornelius visit site so that everyone could see what the problem is. McLean residents that are complaining about property being washed away could not be present tonight. Board members, Attorney and Leland. Cornelius reviewed 1856 map indicating old roads in the Town that should. be legally abandoned.. Meeting recessed at 8:00 P.M. for Public Hearing on Vet's Exemption - Proposed Local Law #1 for the Year 1985. Meeting reconvened at 9:10 P.M. RESOLUTION N0: 1 - ADOPT LOCAL LAIC' N0. 1 FOR THE YEAR 1985 OPTION NOT TO GRANT VETERAN'S EX 2TTION FROM REAL PROPERTY TAXES Moved by Mr. Sovocool, seconded by Mr. VanBenschoten Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson RESOLVED, that Local Law No. 1 for the Yeas 1985, Option Not to Grant Veteran's Exemption From Real Property Taxation, be adopted. (See Local Law Book). RESOLUTION NO. 2 - 1985 ORGANIZATION ITEMS • Moved by Mr. Sovocool, seconded by Pte•. Graham Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson RESOLVED, that the First National Bank of Groton be designated as the depository for all monies coming in the hands of the Supervisor and Town Clerk of the Town of Groton. RESOLVED, that the Groton Journal and Courier be designated as the official newspaper of the Town of Groton. RESOLVED, that the La.w Firm of Fitzgerald, Taylor and Pomeroy be retained as Attorneys for the Town of Groton. RESOLVED, that Gary Wood be appointed. as Zoning Officer and Building and Fire Code Inspector for the Town of Groton. i 229 RESOLVED, that Richard French be appointed as Constable for the Town 'of Groton . RESOLVED, that Gordon VanBenschoten be appointed Depute Supervisor for the Town of Groton. RESOLVED, that Josephine Hill be appointed Deputy Town Clerk of the Town of Groton. RESOLVED, that Harold Cargill be appointed as Deputy Highway Superintendent of the 'town of Groton. RFSOLVED, that Henry Sincerbeaux be appointed as Town Historian for the Town of Groton. RESOLVE?, that Leonard Proper and Gurdon Lockwood be appointed as Election Custodians for the Totim of Groton RESOLVED, that small tool expenditures of up to $500.00 by the Highway Superintendent be authorized.. RESOLVED, that Blue Cross -Blue Shield Health Insurance for Supervisor Teresa Robinson, be paid by the Town of Groton. RESOLVED, that the Town Board does hereby fix the annual salaries of the following Town Officers and employees at the amounts respectfully stated and that such salaries shall be paid at the time respectfully specified: a Teresa M. VanBenschoten, to set Town Board Meeting night for the second Tuesday of the month at 7:30 P.M. to be held at the Town Hall. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. Moved by Mr.. Sovocool, seconded by Mr. Cummings, to set the hourly rate of the Custodian at $3.50 per hour and the Deputy Town Clerk at $4.75 per hour. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. No action was taken to appoint Planning Board Member, Fare and Ambulance Contracts for 1985 were reviewed by the board and Attorney. Moved by Mr. VanBenschoten, seconded by Air. Cummings, that the Supervisor be authorized to sign Fire and Ambulance Contracts on behalf of the Town. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. Gary Wood, Zoning Officer, went over his annual report of activities in the Town of Groton during 1984. In 1985 he hopes to cover more territory particularly requirements of the Building and Fire Code. There tieing no further business, 14r. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. Claim Dios. 16 to 57 of the Highway Fund in Claim Iios. 21 to 55 of the General Fund in Claim No. 1 of the Federal Revenue Sharing were presented for audit. Mr. Grahm moved Clerk instructed to draw warrant for them. ryes - Sovocool, VanBenschoten, Cummings, the amount of $30,867.21, and the amount of $81,361,71, and Fund in the assnount of $149.80 that the bills be paid and the Seconded by Mr. Sovocool. Graham, Robinson. McLean residents, Mr. and Mrs. Phil Munson and Mr. and Firs. Charles Frost, were present to ask boards help in resolving problem of erosion to their property caused by flow of water in Fall Creek at McLean Bridge. Residents were promised by Engineer that N YS. Dept. of Eh vironmental Conservation would put in rip rap to prevent eroding of their property. Residents have retained Attorney but are asking Town Board for assistance in generating some action.
