HomeMy WebLinkAbout1986-11-10PUBLIC HEARING PRELIMINARY BUDGET FOR 1987 November 10, 1986 A public hearing was held November 10, 1986 at the Danby Town Hall, 1830 Danby Road, Town of Danby, County of Tompkins, New York. The purpose of the hearing is to hear all interested persons for or against the preliminary budget . The meeting was called to order at 7:33 PM by Supervisor Burdick. Board members present: Councilperson Julia Tagliavento Councilperson Dorothy Roberts Councilman Edward Shay Councilman Ric Dietrich Supervisor Burdick Others present: Ralph Bowles, Ronda Engman, Roy & Mary Casterline, Kenneth Coddington, Wayne Holden, Susan Beeners, Goe1 Gagnon, Edward Roberts, Judd • Leonard, Carol Sczepanski, Edward Roberts (Danby Road) Don Graham, Rick Dobson, Robert & Elizabeth Roe. Supervisor Burdick opened the public hearing with a brief explanation of the budget process and asked the public for comments. Ronda Engman asked the board to explain! :the "special recreation" item in the budget. Clm. Dietrich said the item is for fbnding of the summer recreation program held each summer in Danby and employs -teens'in the area, in addition to a director, nurse, transportation and supplies. Mrs. Engman felt the revenues for dog control were low ($200 1year) and suggested the board should encourage the dog warden to patrol the area and pick up and fine for dogs - ;running at large..rather than her calling the dog owner and making them aware their dog is in violation. Ronda questioned some of the items in the highway budget,ie. why is money budgeted every year in bridge repair and the money not used for that particular year and when there is excess moeey left at the end of the year what does the board do with it. Mr. Coddington explained they leave the money in the bridge iltem to allow for emergencies; Supervisor Burdick explained the excess money left over each year minuus the amount appropriated for this equa.ls,,the amount the town will raise by taxes. Mrs. Engman asked the Supervisor to explain the item in General Fund for Human Rights,,-.),;.The supervisor explained the $200 allocated in this item is for the annual membership�)dues paid to the Tompkins County Human Services Coalition. He explained this organization is beneficial to area residents in providing transportation, guidance, assistance in needs services. Mrs. Engman asked the Supervisor to explain why the amount to be raised by tax in the general fund is twice as much as last year and does this mean the taxes will increase 100 %. Supervisor explained that the town will no longer be receiving Federal Revenue Sharing, therefore, monies had to be appropriated in the general fund to cover costs previously paid out of federal revenue sharing, he also said liability insurance costs increased,fifty percent,salaries up 6 %. Supervisor Burdick said the total budget will only increase between 4 &)- 5 %. The breakdown is as follows: General Fund: $2.0411,000; Highway Fund: 414511,000; Fire District: $2.9011,000 and for the West Danby residents, additional, for • water tax; $2.0911,000. Ronda asked if the town could possibly raise town revenue by fund raising events. Supervisor Burdick said this is not legal. • Ralph Bowles pointed out!.the fund raising event held each ear y (Danby Fair) proceeds go to the Fire District and a percentage goes to the merchants. Monies raised by the District goes towards new equipment. Edward Roberts (Danby Road) asked the board how much would it cost the town to maintain the Jennings Pond. Clm. Dietrich said there is $6,000 allocated. Susan Beeners felt the Pond is an attractive site to the community and felt the State should take over maintenance at it is state owned.. Mrs. Engman suggested the town request additional police patrol of the area to help curb vandalism, she said there has been increased problems on South Danby Road.. r Page 2 Public Hearing, Nov. 10, 1986 Joel Gagnon commented on the increased salary for building inspector; Supervisor Burdick explained the inspector will now takenon additional in- spections; rental dwellings, all mobile home inspections. With no further comments from the public, the Supervisor closed the meeting. The pledge of allegiance was led by Supervisor Burdick. Board members present: Councilperson Julia Tagliavento Councilperson Dorothy Roberts Councilman Edward Shay Councilman Ric Dietrich Supervisor Donald Burdick Others present: Roy & Mary Casterline, Kenneth Coddington, Joel Gagnon, Edward Roberts, (Danby Road, Judd Leonard, Dan Graham, Ric Dobson. Josephi -ne Griffin, Robert & Elizabeth Roe, Edward Roberts (bald hill rd.) Frank Proto, Mr. & Mrs. Robert Maycumber, Ronnie Maycumber, Robert & Debbie Maycumber, Councilperson Roberts moved to approve the October 13 minutes as presented, seconded by Councilperson Tagliavento, carried unanimously. Communications: 1. Letter from Moses Peter returning $37.50 as 50% reimbursement for denial of his building permit application. Mr. Peter return the money and donated this to be allocated to the town's zoning enforcement fund. 2. Letter from Tompkins County Department of Health regarding the 1986 inspection of the West Danby Water District, all was in order. 3. Letter from Division of Equalization & Assessment. Effective January 1987 ,i t "ax'collectors are required to insert with all tax bills notification regard third party billing. Elderly and disabled residents have the option of having their tax bill duplicated and sent to a third party person to make sure their tax bill is paid. Privilege of the floor: Frank Proto reported for the County Board of Representatives: 1. Board of Reps will vote November 17 on the County Budget. Tentatively the Danby tax rate (county) will be 1.72611,000. 2. Tomtran Bus Service: goal to start a service in Danby. 31 Interest of concern, is pleading the with Tompkins County Sheriff's Depart - ment to increase their patrol to help cover outlying areas. . 4. Danby /Caroline / Tompkins County Highway havemet to discuss the bridge work on Banks Road. The county is debating whether to put a new 2 lane bridge in, or a 1 lane bridge in or to put $50,000 into the present bridge. Josephi -ne Griffin asked the town board if they have made a decision on whether the Danby Pre -K program will be allo�edto use the town hall. Supervisor Burdick explained this will be discussed under old business. Edward RRo its (Danby R d) expressed dissatisfaction over the town board not discussingnwhMearc?omreen�ew the contract with the state for use of Jennings pond. He is chairman of the Pond Committee and they were not asked their opinion on the matter. He feels the pond is very beneficial;:to the residents, they have capable lifeguards. He asks the board not to make any decision until he is able to put a notice in the Danby Area News on the committee's feelings on the Pond. Clm. Dietrich pointed out one of the factors on the board being uncertain on whether to renew the contract was the liability insurance costs. Robert Maycumber informed the town board he was unhappy with the town's investi- gation of area junk car properties; whether the ones in question had valid licenses for sale of used cards. Mr. Maycumber suggested the town board think in a more positive attitude rather always in a negative sense. Page 2 Committee-.Reports: Meeting, November 10, 1986 Highway: Mr. Coddington reported they need to install an exhaust fan in the garage for welding purposes. He has found a portable fan for about $2,000. The men have been busy cleaning ditches, cutting shoulders of roads, and preparing the equipment for snow use. Senior Citizens: Clm:? Roberts said the group celebrated their 18th year this year. Zoning: Mr. Leonard explain that this summer he had the state inspect the area junk /used car-businesses to make sure they were all in compliance. Dobson and Maycumber were both state licensed. Mr. Bunce was issued an order to remedy; in which he complied. Mr. French was found to be in violation and has made an appeal to the BZA board for a collector's license. Mr. Leonard feels the board cut his contractual monies for 1987, where.he-.'. will need additional monies for code enforcement manuals. Old Business: Clmn. Shay,:rspeaking�on behalf of the highway housing committee said Auto - salvage , on Hornbrook would like to donate property to the town for a new highway building site. Supervisor Burdick said a resolution will be done on this matter under new business. Discussion followed on the renewal of the Jennings Pond contractl;on whether to table a decision until the Pond Committee has had a change to comment to the public. Clmn. Dietrich said he does- -not want to table the matter but to vote this evening to.renew the contract. Clmn. Roberts said she received comments from area residents as follows: 1. a resident who has lived in the area for seven years is in favor town using the pond; perhaps to aid is costs, by charging a fee for usage. 2, another resident voiced in favor of the pond usage 3. Received comment from Mary Oltz, who was in favor of residents using pond:' Ric Dobson felt the pond is state owned, however if the:atown renews the contract then the pond is the town's resonsibility. Ed Roberts (Bald Hill Rd.) said a resident approached him and felt the pond is great for kids to swim in but who controls the after hours kids in the pond area. .7 In the matter of the Danby Pre -K program, Supervisor Burdick reported any program that operates three hours or under i:s?-able to operate in a building such as the town hall. He has checked with the aerobics group, who are presently using the building, and they were not in favor of changing the time schedule to accommodate the pre -k to be in the building,.for 1986, but could change their schedule for 1987. Judd Leonard reported the building must be inspected before a program could begin in this building; he feels the building does not meet state regulations for such a program. The town attorney questioned the liability insurance for this program. The board agreed to table any decision until the December meeting, until the insurance coverage is reviewed and the building is inspected. Frank Proto said at the October meeting, Supervisor Burdick asked him if he could come up with figures showing over a period of years how much the county tax rate has increased for Danby. Mr. Proto presented the following figures: 1982 -0 -; 1983 -.130; 1984 -.255; 1985 -.292; 1986.9001•' 1987 - 1.726. New Business: RESOLUTION #30 THE HIGHWAY BUILDING COMMITTEE ACCEPT THE AUTO SALVAGE LAND OFFER OVER THE OTHER POSSIBLE SITES INVESTIGATED AND RECOMMEND TO THE TOWN BOARD TO PROCEED WITH ACQUISITION OF A SITE TO BE DETERMINED BY THE HIGHWAY SUPERINTENDENT AND AUTO SALVAGE AS WELL AS A SURVEY. Tagliavento, hiring a surveyor to authorize the and testing of the soil, cost of surveying not to exceed $2500. Carried unanimously. Councilperson Roberts moved to approve payment of the Highway Fund Warrant #11 in the amount of $22,179.15, seconded by Councilman Shay, carried unanimously. Councilperson Tagliavento moved to approve payment of the Highway (CHIPS)Fund Warrant #11 in the amount of $8438.05, seconded by Roberts, carried unanimously. Page #4 Warrants, continued. Meeting.
