HomeMy WebLinkAbout1986-10-13• MOR TOWN OF DANBY TOWN BOARD MEETING MINUTES October 13, 1986 The regular meeting of the Danby Town Board � called to order at 8:04 PM at the Danby Town Hall, 1830 Danby Road, Town of Danby, County of Tompkins New York, October 13, 1986. The pledge of allegiance was led by Supervisor Burdick. Board Members present: Councilperson Julia Tagliavento Councilperson Dorothy Roberts Councilman Ric Dietrich Councilman Edward Shay Supervisor Don Burdick Others present: Roy & Mary Caste.rlibe, Donna Collins, Kathy Reisor, Josephine Griffin, Herb Engman, Bob & Elizabeth Roe, Joan Bordenet, Joel Gagnon, Edward Roberts, Frank Proto, Charlene Testut, Don Graham, Councilperson Roberts moved to approve the September 8 minutes as presented, seconded by Councilman Edward Shay, carried unanimously, Privilege of the Floor: Frank Proto reported for the Board of Representatives: 1. County Budget: anticipating a 20% tax increase for 1987. 2. The County offices now located at the old hospital are Social Services, Planning Board, Probation; and plans are under way to put a BOCES alternate school at the hospital. 3. The new jail should be completed by early 1987. 4. The new requirement for hotel -motel room tax should generate approximately $96,000 to the County. 5. The Salvation Army will no longer provide food preparation for the elderly in 1987; therefore the County has approved a new program "Foodnet" as the organization to provide this service. 6:; The TomTran service is expanding its service thru funding by the Federal Government, 7. The State has mandated the Fire Companies to bring their gear /equipment up to standards. There is a bill for the governor to sign that will allow Fire Companies to be reimbursed for the expense up to 75% thru OSHA. Joan Bordenet requested use of the Town Hall on October 30, for the Community Council's annual Halloween Party. Councilman Dietrich moved to authorize use of Town Hall for the party, seconded by Councilperson Tagliavento, carried unanimously. Supervisor Burdick commented on the Landstom Landfill site which is to be closed in 1988;however, he feels it could possible be reopened. Frank Proto mentioned the committee has look over the entire Tompkins County area for possible new site and will be submitted a report in December on its findings. Donna Collins spoke ;regarding the Danby Pre -K program possibly being moved to the Town Hall. She explained the present site, the fire station, is too small as their group is growing. They presently have 18 children enrolled and a waiting list of six. They have looked into renting space at the former Danby School, but find it too costly; funding is presently thru donations. Donna feels the town hall is a good location and provides ample room; as far as heat, the thermo- stat can be set at the usual setting in the winter. Ed Roberts suggested the board should take in consideration the well at the town hall will receive more use, as well as the restrooms, and paper supplies. Clmn. Roberts questioned the legalities of using the town hall for this purpose, in addition to the insurance aspect. C_1_mn:p Dietrich said the insurance coverage would be no problem. The board tabled any decision until November to look into the legal aspects and if the building complies with state mandates for school use. 13® Town Board Meeting, October 13, 7986 Committee Reports: page 2 EMC: Herb Engman reported for the Environmental Management Council. The committe is presently working with Cornell University to work in the Ithaca area for a water testing service for a nominal fee. It is the committes's intent to educate the public on landfill and its alternatives. HIGHWAY: Clmn. Shay read a report from Mr. Coddington as he was absent from the meeting. The highway crew has put oil and stone on 9110's of Michigan Hollow Road. They also cleaned up Buttermilk Creek and put the gravel on VanDeBogart Road and stockpiled the rest; and shouldered n finished up o East Miller Road. Mr. Coddington reported the cat dozer^ e reepaired as soon as possible (two estimates were submitted) and additionally he recommends enoughi. money be put in the machinery budget for next year to allow for major repairs. SENIOR CITIZENS: Clmn. Roberts reported the group went to see the Ice Capades in October and will be going to Ocean City, New Jersey this month. ZONING: written report submitted. Three new home permits were issued and 1 permit for a garage and 2 permits for additions to dwellings. WATER moved DISTRICT: Roy reported the water line has been placed on Ashley and would like seconded the Board to notify the town attorney. FIRE DISTRICT: Clmn. Dietrich reported the fire district attended Farm Safety Days in Trumansburg and found it very educational COUNTY YOUTH: Clmn. Dietrich received a letter from the Youth Bureau regarding the towns support for County Youth funding. The Bureau would like something in writing sent to the Board of Representatives acknowledging their support. Councilman Dietrich moved to unanimously support the Summer Jobs Program funding for 1987, seconded by Councilperson Roberts, carried unanimously. Clmn. Dietrich reported he has met with Tom Gell from the State Parks Commission regarding Jennings Pond and the contract_ will need revising to contract for youths working at the Pond. Maintenance of the pond(year round) needs revision in the contract. The board has tabled any action on signing the agreement with the State. he presently has given the contract to the town's insurance carrier to review. Supervisor Burdick requests Clmn. Shay meet, with the highway housing committee and begin working on possible sites for anew highway building. Clmn. Shay will get back with board members on suggested sites. Clmn. Dietrich said he has met with the town attorney and attorney Jon Orkin and all have been reviewing the proposed junk .law.,and will get back with the board after revisions have been made. NEW BUSINESS: The town clerk presented to the board correspondence from Tompkins County Office for the Aging regarding and amendment to permit local taxing bodies to raise Senior Citizens income tax level for partial property tax exemption. After brief discussion Councilperson Roberts moved to table any decision on the exemption as no immediate action is necessary, seconded by Supervisor Burdick, carried unanimously. Councilperson Roberts moved to authorize Mr. Coddington to go ahead with repair on the cat dozer not to exceed $10,000, seconded by Councilperson Tagliavento. WARRANTS: Councilman Dietrich moved to approve payment of the General Fund Warrant #10 in the amount of $3284.45, seconded by Councilperson Tagliavento, carried unanimously. Councilman Dietrich moved to approve payment of the Highway Fund Warrant #10 in the amount of $10,834.16, seconded by Councilperson Roberts, carried unani- mously. • • • 1 40 1 Town Board Meeting, Minutes, Oct. 13, 1986 WARRANTS, CONTD. 'ir)tl,page 3 Councilperson Roberts moved to approve payment of the Highway (CHIPS) Fund Warrant #10 in the amount of $20,915.99, seconded by Councilman Shay, carried unanimously. Councilman Shay moved to ,71approve payment of the Federal Revenue Sharing Fund Warrant #10 in the amount of $5204.28, seconded by Councilperson Roberts, carried unanimously. Councilperson Tagliavento moved toapprove payment of the West Danby Water District Fund Warrant #10 in the amount of $400.26, seconded by Councilman Dietrich, carried unanimously. Councilman.Dietrich moved to accept the Supervisor's reports as presented, seconded by Councilman Shay, carried unanimously.
