The town of Dryden Planning Board opened its June meeting at 8:09 p.m. at the
Town Hall, with the following members present: Chairman Curtiss, :vr. Hanford, Mrs.
Hardesty, Pessrs. Paterson and Reed.
Also in attendance were Mrs. Kenneth Post in connection with the preliminary
presentation of her minor subdivision, and lira Donald I•'eKee, Licensed Land Surveyor
(F. Donald McKee Associates) in connection with the public hearing on the Ring-
wood KnoUs Subdivision.

hearing read aloud. This hearing concerned the plat
on behalf of the Corneliuses at the May 16 Planning
lots of at least 30,000 square feet each, situated
of Ringwood Road, approximately across Ringwood Road
Court. (Please refer to page 2 of may 16 minutes for
%x. McKee reported that development of this project has become snagged on the
matter of clear title to sufficient property at the entr...nce of the Cornelius' new
road. Since the Nay Planning Board meeting, Mr. YcKee and the Corneliuses had met
vrith rir. Richard Case to examine the roadbed. 11x. Case indicated that he would
be satisfied with the road grade as laid out, but that the Town would need a 45-
foot width at: at the road entrance in order to allow the snow plows room to swing
from the adjoining bridge abutment onto the nei-T road. At the present time, the
Corneliuses can prove ownership to only 37 feet at that point. Apparently at the
time that ham.. x the deeds were written up some fifteen years ago, the
description of the division lines (between the Cornelius and VanPelt properties)
was very vague, and in Mr. IMcKee's opinion the situation now calls for gentlemanly
negotiation. The abutting owners, Air. and Mxs. Dana VanPelt, are now in Florida
so are not available for c cnf erenc e. Mr. PA,%Kee added that ;`•irs. Amdur had turned
the case over to Mx. William Barrett of Ithaca in order to eliminate any possible
conflict of interest; and it was Mr. Barred.'s intention to get this matter straightened
out with the abutting neighbors upon his return to Ithaca in the near future.

Mr. McKee stated that his present concern was that the present layout ranges in
lot size from 30,000 to some above 30,000 square feet, but will not fit into the
40,000 square -foot classic "icati :,n specified by the D_ roposed zoning ordinance. fir.
NcKee had been unaware of this specification at the time he drew the layout. The
soil is, he said, beautiful. Tine approach is steep, but nevertheless he considered
this very nice property for subdivision. The attorney was at that time. ready to
draw up conveyance papers, but could not write the description because of the title -
•cloud problem. Mr. McKee saw no point in putting further time into the project
until the title situation could be straightened out.

Imnortant to Consider Drainage in Subdivision Applications
Yx. McKee stressed the importance of attention to storm -water drainage
(Sections 6.71 and 7.14, Subdivision Control Regulations) in any subdivision
in view of the fact that any drainage problem becomes much more severe when
houses are built than it was when the land was open field.
(He also noted that in the Cornelius subdivision, there is a Class C
stream for runoff, so that there will be no problem as long as there is no
pollution.)
Conservation Department Policy on Disturbance of R)d sting Streams
. Mr. McKee indicated that it is Conservation Dep2rtr;ent policy to require
that any conternpla.ted work that affects a stream bed which has been classified,
and which work involves more than 4 cubic yards of material, should be under-
taken only with approval from the Conservation Department. It Is necessary
in any case, he added, to determine from the Conservation Department whether
or not the stream has been classified by them.
Revision of Subdivision Control Fades & Regulations as to Procedure
Mr. V`cKee pointed out the desirability of holding the public hearing ..
earlier in the process, so that if there is serious reason: to stop development,
it is known before money and work have been wasted.

.Mr. Curtiss inquired what approval had been granted by the Tompkins County
Health Department. Mx. McKee answered that they had tentative, verbal approval
for all 12 lots. Longest percolation test was eight minuted; i,*aste disposal is
designed for ten minutes.
Mr. Curtiss asked how the recognized drainage problem had been handled. Mr.
o McKee replied that a sli:ice pipe had already been installed, and that they should
be able to write. a drainage easement to take care of the Lot 2 - Lot 3 drainage
problem. (NOTE: Dimensions of such easement is required by Section 5.23•)
Mr. McKee stated that Mr. Case had been very (appropriately) strict about the
road work he wanted done, and that 1 "Irs. Amdur was also very particular that the
title should be correct. Mr. Barrett was to attend to the latter upon his return
July 1, but it was YcKee's estimate that this would consume at least a month. Re
concern about the conflict in lot -size requirement, Mr. McKee asked when zoning
would be corning into effect. Probably not until Fall, Mr. Curtiss replied, explaining
some of the factors effecting the delay. Mrs. Hardesty inquired if it would be

possible in this situation to grant approval to the plat conditional upon comple-
tion of all other factors to the satisfaction of the Planning Board. Mr. Curtiss
indicated that he thought this could be done; but that it would also be possible

for McKee to submit the completed material to Curtiss before the August meeting. °
In view of the fact that it had already been reviewed by the Planning Board and
subjected to Public Hearing, Mr. Curtiss could then stamp approval personally.
No written communications had been received on the subdivision; no one was
present to speak at the hearing. Hearing closed at 8:42 p.m.
Minor Subdivision -_Mrss Kenneth Post. Ellis Hollos•; Road: Preliminary Presenta
This subdivision comprises the portion of her home property on South (uphill)
side of Ellis Hollow Road directly across from the Post residence, and running
from May property at Genung Road., Westward to the Llenroc lat1d on Quarry Road.
Mrs. Post presented copies of a dravring taken from a survey ?b - Carl Crandall
several years ago; the drawing is approximately accurate.
Mrs. Post stated that she had talked with the Health Department about a sub-
division, and quoted from a Health Department letter of instruction. tors. Post
had been conducting incidental sales of lots from her property for some years prior
to Subdivision Control, outlined as follows: First sold to Oliver Jones, Jr. 160'
frontage X 225' depth (from center of road); Jones built residence on this. Next
a Mr. Brellock purchased 200' X 225', not as yet built upon. Dr. Kenney built on
a 225' X 225' lot, also purchased an additional lot of identical size directly
behind. Mr. Elwood Glover purchased-(and was then building upon) 200' X 225' lot,
but because of poor drainage.(over 45 minutes) the Health Department required
75,000 square feet (250' X 3001 + 10 %, total area 75.000 sq. ft.). Mr. Glover
therefore purchased another 225' depth, and j`r. Jones purchased an additional
triangular plot shown,* Mr. Brellock also purchased an additional small portion
to the Fast of his lot in order to satisfy the Health Department.
The remaining frontage property showed numbers 1 (225'): 2 (2251)t 3 (2001)+
4 (2001) and 5 (2001), plus a 60 -foot access strip to backland. Mrs. Post had
asked Health Department whether they would accept a 200' frontage if the total
acreage was maintained; they replied that they would consider each lot on its own
merits.
The Planning Board discussed the situation and recommended that Mrs., Post
apply froj approval for her Lots 1 and 5, and that she request approval from the
Health Department for those lots and forward same to Planning Board, at which time
Planning Poard approval could be stamped on four copies. (Planning Board also
indicated willingness to °swap" lots and /or entertain a request for a different
designation of lots up to two, for a minor subdivision. It was pointed out that

• t-x. Curtiss announced a very important joint Town Board - Planning Board work
meeting in executive session Tuesday, June 25 at 7:30 p.m. to review and criticize
the zoning ordinance draft. All Planning Board members indicated willingness to
attend June 25 meeting if at all possible, and all indicated full willingness to
work together constructively with the Town Board to resolve present difficulties
inherent in the draft, in order to reach a mutually desired goal on intent and
workability.
(NOTE: PlanningBoard also met to work on zoning- ordinance revisions on June
27 -- no minutes.)

Please Take Notice that the Planning Board of the Town of Dryden
will hold a public hearing, pursuant to Section 276 of the Town
Law on the application of I1.r. and Mrs. Leland Cornelius for approval
of a major subdivision plat entitled "Ringwood Knolls" located on
the north side of Ringwood Road near the Ellis Hollow Creek Road.
Said Hearing will be held on the 20th day of June 1963 at the
Town offices at 8 p.m. at which time all interested. persons will
be given an opportunity to be heard.
