Lengemann, Paterson, Reed, and Sheffy. Also present were Town Councilman Mr, Ogden, and Mr. Arthur Clark from the Ithaca Journal Members of. the planning board read copy of a letter from Mr, Robert Relyea to Mr, Gary Lee, Supervisor, expressing Mr. Relyea's interpretation of the February 15 Planning Board meeting (see minutes for that date) with Dryden trailer park operators, regarding the drafted mobile home park ordinance, Official Town Maps Mrs Curtiss announced that the Town Council has ruled May 1 as the cutoff date for addition to the official town map of those subdivision roads which have been subsequently approved by the Town, Mro Ogden offered to present the map to the Town Council for its consideration at its next meeting, if Mr. Curtiss would supply the map to him, Mr. Ogden suggested that an explanatory letter accompany the map. Mr. Curtiss agreed to supply Mr. Ogden with original of map and accompanyifig letter, `� �AQ00ed ®gress on Fire Map Mr, Curtiss informed the board that he ha with Supervisor Lee, various other town supervisors, and fire chiefs, etc„ in connection with many problems, Mr. Curtiss had (house - )numbered every intersection in the Town; fire chiefs were very enthused. In addition, all road names will be re� lettered in large lettering so as provide for future reduction in size of map, (According to the road directory, there are 110 different roads in the Town of Dryden exclusive of Villages4) It will not be possible to letter village roads because of inadequate space, Tom Niederkorn will do the drafting on this job for the Town. Duplicates of the large -size map will be available for sale for $1. It will also be possible to make copies of the fire map available, ion Service re Assistance in Mr. Curtiss read the March 21 letter from Raymond N. Brown, Jr., Work Unit Conservationist for the USDA SCS re resource planning and development (1) deciding on goals and objectives, (2) getting facts and (3) making the plan; and offering thier groups° s assistance on point #2, Mr, Brown also made note of the technical and financial assistance available, Mr. Curtiss replied on March 23 ( cooies to Supervisor Lee and Dryden Parks Committee Chairman Frank Thorpe, Jr,) expressing interest in melting with Mr. Brown in the Fall after the pressure of the zoning ordinance is out of the way, Mr. Hanford noted that he and Messrs. Lee and Todd are members of the Tompkins •)unty Soil Conservation District committee. Until recently the above- menticned services were not free to town planning bosrds, but is now available on fourteen different aspects rehlating to planning, 5 Town of Dryden Planning Board -2- April 18, 1968 Zoning Ordinance Draft • Mr. Curtiss distributed copies of Mr. Tom Niederkorn °s "Technical Basis for a Proposed Zoning Ordinance ". (Does not include Mobile Home Park vrdinance.) i�x. gden noted tnat one more 701 Committee meeting was scheduled for iIay, to wrap up the study, urait included copy o.i proposed zoning map repructuved by Xerox rather than offset as intended for final copies. The planning board reviewed the specific zones to renew their understanding of permitted uses for each area. The planning board discussed and revised the nomenclatures for each areas so as to make them more descriptive. The planning board discussed the avisability of requesting an additional legal consultant a person with wide experience in zoning problems -- to assist Mrs. Amdur in reviewing the ordinance. It was agreed to leave the decision to Mrs. Amdur as to whether she wished to call in additional legal consultant to help her. Mr. Ogden stated that he understood that the court threw out the zoning ordinance in Chautauqua or Cattaraugus County because it was not properly enacted. He opined that this is of far greater importance than the above discussion; and said that he had therefore passed a report of this action to Mrs. Amdur for her review. It soon became apparent that an intelligent evaluation could not be made on such brief encounter, and it was agreed that all planning board members would take home the report, read it and become very familiar with it, and would reconvene for a work session in one week (April 25). Mr. Ogden suggested that Mr. Niederkorn be requested to attend; Mr. Curtiss agreed to contact him to arrange this. Chairman Curtiss expressed the hope that the Planning Board °s public hearing on the zoning ordinance could be scheduled for tray, thus making it possible that the Town Board's hearing could be arranged for June. If necessary, the Planning Board determ -Ined to meet every week until the ordinance could be ready for a May public hearing. Publishing of Ordinance The question was raised as to whether or not it would be necessary to publish the entire ordinance before the hearings. It was understood that after the ordinance is adopted by the Town Bcwd, then it must be published in ints entirety before becoming law. Other than that, publishing of the entire ordinance is not a legal requirement. tl.® ,� y The Planning Board agreed that it would be most desirable to have copies of the ordinance available to the public before the hearings. Said Hearing will be held on the 20th day of June 1968 at the Town offices at 8 p.m. at which time all interested persons will be given an opportunity to be heard.. Luss, Clerk t l`. `r Ss June 13, 1968 , MEMO TO:.Planning Board FROM: Pete Curtiss Meeting next Thursday, June 20, at 8 p.m. Public hearing on the Cornelius "Ringwood Knolls" subdivision. Also, Mrs. Post from Ellis Hollow will be there with preliminary plans for a minor subdivision she has. The Town Board has met re the Zoning ordinance. They have some reservations; we know what most of them will be. However, I hope that we can get to meet with them. Will know what the story is by next Thursday. . Enclosed are minutes from the last two meetings. We should now be up to date. Would you please consider being a member of the Dryden Water Resource Committee - -our PB rep to the group. It sounds like a good group, and they are getting into areas that we should definitely know about. They do not meet that often, Tom Todd is a member and can fill you in on details if you're even sligtly interested and would consider it. Thank you, and please let me know if you might be willing to assume this extra task. See you Thursday' >. I just talked with Gary Lee. The Town Board had hoped to meet this Friday night to resolve their position, then meet with us next Thursday. Unfortunately, they can not meet Friday, so will not be alale to meet with us. We will therefore aim for a joint meeting on Tuesday, June 25th%, {1st choice) or Thursday (June 27th)." I'll let you know which as soon as I can. It will be a most important meeting and hopefully will resolve On a fairly final form the content of our PB public hearing. With this extra meeting n the offing, we Will definitely make next Thursday's a short one.. 7:30 p.m. at request of GAL; or as soon thereafter as possibile.
