Home My WebLink About1986-09-08• TOWN OF DANBY TOWN BOARD MEETING MINUTES September 8, 1986 The regular meeting of the Danby Town Board was called to order at 8:00 PM at the Danby Town Hall,1830 Danby Road, Town of Danby, County of Tompkins New York, September 8, 1986. The pledge of allegiance was led by Supervisor Burdick. Board members present: Councilperson Dorothy Roberts Councilperson Julia Tagliavento Councilman Ric Dietrich Councilman Edward Shay Supervisor Donald Burdick 213 Others present: Judd Leonard, Edward M. Roberts, Joseph & Linda Schwartz, Robert & Elizabeth Roe, Mr. & Mrs. William Shippos, Don Graham, Pamela Clermont, Pete Coddington, Roy & Mary Casterline, Rick Dobson, Mildred Miller, Fred Pampuch, Frank Proto, Charlene Testut. Councilperson Roberts moved to approve the August 11 minutes, seconded by Councilperson Tagliavento, carried unanimously. Privilege of the Floor: Rick Dobson voiced opinion of the signs placed in Danby regarding Zoning Enforce- ment. He feels the signs should be taken down if the Town is not going to enforce zoning. Mr. Dobson is pertaining to an article written by Joel Gagnon in the Danby Area News stating zoning not being enforced. Mr. Dobson feels the planning board should look to the future of Danby; if the Town is not going to enforce zoning then they should do away with it. Supervisor Burdick reported to Mr. Fred Pampuch of Comfort Road Extension and the public regarding the school bus turn around. He has drafted a letter to the school transportation department inquiring why the school is not using the turn around as the road has been maintained to comply with the school's require- ments. Mr. William Shippos voiced concern over kids partying in the West Danby Ball Park late at night and disturbing him and other surrounding residents. He has called the Sheriff's Department and complained but by the time they arrive the kids are gone. Mr. Shippos asked if the town could do anything about setting a curfew time at the park. Mr. Shippos expressed dissatisfaction over the poor condition of the Old Grange building in West Danby; it's a fire hazard and an eyesore to the area residents. He also complained about the poor condition of the Station Road. He would also like to see the highway department widen the Brown Road extension. Mr. Coddington pointed out to Mr. Shippos that Brown Road extension is only a seasonal road, Frank Proto reported for the Board of Representatives: • 1. Solid Waste Committee. Reps. voted to approve the contract for the engineers to scope out a possible site for the landfill site for Tompkins County. 2. Frank, highway superintendent, Bill Mobbs, County Highway Superintendent, and County engineernt�or discuss working out an agreement between the County and Danby regarding maintenance of Michigan Hollow Road, 3. Sales tax revenue for the County for the second quarter was 4.3 million; the town's share amounted to 1.2 million - this amount goes to reduce the town's share of County tax to be raised on their tax bill. 4. County has met to discuss the snow and ice contract with towns and this 1986 -87 season the County will reimburse the towns on a per -mile maintenance fee. This fee is significantly lower than what town's were getting in the past. Mr. Coddington said the town highway superintendents have met and are not happy with this plan. Frank explained if the towns do not vote to go along with this plan, then the county will go back to maintaining the roads where the towns now do the snow removal /cindering. In the past, the county contracted with the towns in the winter to have the towns service certain roacb where the county could not maintain as quickly as individual towns. 2J4 Town Board meeting, September 8, 1986 page 2 pU Mr. Coddington pointedpthe town now has a five year contract with the County and the contract is not up yet. COMMITTEE REPORTS: Highway: Pete requeste4 oard approval to attend highway supertendent school September 23 - 26, at Swan Lake. Pete also reported they have been busy oiling and stone area roads. He also asked the supervisor when he will meet with the men to discuss next years' CSEA contract. The supervisor questioned Pete if he had heard about there being a leak at the bottom of. the dam at Jennings Pond. Pete will check this out. West Danby Water District: Roy questioned if the/�e semoentwwyas still in effect for the water line to go on Walding Lane. Pete said as far as he knew it was still in effect as the water line had not gone in yet. BZA: Ed Roberts reported they had one road frontage hearing in August and the variance was granted. Fire District: Ric reported they are presently working on the budget. The Fire District has had one chimney fire for oite August. Youth: The County Youth board are presently evaluating the summer jobs program. OLD BUSINESS: Councilman Shay reported his committee is still looking into possible land for highway housing. NEW BUSINESS: Councilperson Roberts moved to authorize Justice Todd to attend Magistrate's School in Ellenville October 19 - 22, seconded Councilman Shay, carried unanimously. Councilman Dietrich moved to authorize highway superintendent to attend highway school September 23 -26, seconded by Councilman Shay, carried unanimously. Supervisor Burdick reported the State Parks Commission would like to know if the town is going to renew the contract with them for summer use of Jennings Pond. If so, they would like tle contract signed now as they intend to build a comfort station at that site. However, Supervisor Burdick questioned if the repair from the flooding has been completed, also he was under the impression the state was going to build a comfort station in addition to the repair work. Councilman Dietrich pointed the funding for the comfort station is going into the park's budget for 1987 and this is why they need to know if the town intends to use the park, otherwise they will not include this cost in their budget. After lengthy discussion the board agreed to table a decision until their October meeting. RESOLUTION 29 TOWN OF DANBY IS IN AGREEMENT WITH TOMPKINS COUNTY HIGHWAY DEPARTMENT AND THE TOWN OF CAROLINE TO IMPROVE AND MAINTAIN BANKS ROAD. THE TOWN SUPPORTS THE PRELI- MINARY STUDIES BY THE COUNTY TO REBUILD THE BRIDGE ON BANKS ROAD. Warrants: Councilman Dietrich moved to approve payment of the General Fund Warrant #9 in the amount of $$1679.80, seconded by Councilperson Roberts, carried unanimously. Councilman Shay moved to approve payment of the Highway Fund Warrant #9 in the amount of $9549.51, seconded by Councilperson rTagliavento, carried unanimously. Councilman Dietrich moved to approve payment of the highway (CHIPS) Warrant #9 in the amount of $4135.92, seconded by Councilperson Tagliavento, carried unanimously. Councilman Dietrich moved to approve payment of the West Danby Water District Warrant #9 in the amount of $101.50, seconded by Councilman Shay, carried unanimously. Councilman Dietrich moved to approve payment of the Federal Revenue Sharing Warrant #9 in the amount of $791.00, seconded by Councilman Shay, carried unanimously. Councilperson Roberts moved to ac %ep. the Supervisor's monthly reports as presented, seconded by Councilman Dietrich, carried unanimously.
