HomeMy WebLinkAbout1967-05-15TOWN PLANNING BOARD, TOWN OF DRYDE7J9 NEW YORK MAY 159 1967 • The Planning Board for: the Town of Dryden met May 15, 1967 at 7:45 o'clock in the Town Hall with members Reed, Paterson, Hanford, Councilman Ogden, and Chairman Curtiss. Also in attendance were Mrs. Mulholland (visitor and Duane Hurlbutt, Bob Keech and Ernie Cole. The following Official Notice, as appeared in the Rural News and the Ithaca Journal prior to May 10, 1967, was read by the Secretary: Please Take Notice that the Planning Board of the Town of Dryden will hold a public hearing, pursuant to Section 276 of the Town Law, on the application of Robert Keech and Duane Hurlbutt for approval of a major subdivision consisting of an apartment complex known as "Fountain GloiIvApartments, Inc." and a group of homes to be built on a new road called Sunset hest. This subdivision is located on the west side of Pinckney Road. i Said Hearingwill be held on the 15th day of May 1967 (Monday) at the Town Offices at 7:30 p.m., at which time all interested persons will be given an opportunity to be heard. By order of the Planning Board. I Peter A. Curtiss, Chairman Duane Hurlbutt presented maps of Fountain GZoUvApartments, Inc., •the surveying having been done by Mr. McDowell. This was considered a preliminary layout. Lot sizes were 75,000 sq. ft. plus. He explained i that due to inclement weather it had been impossible to take the water test. Most of the trees are cleared. An 88 "x40' culvert has been put in the creek, and an attempt has been made to shape the road. Gas and ! Electric, as well as contour lines, were shown on previous map. On i the ,final map, they agreed that every lot will be spelled out, they will cooperate with Dick Case on the road, and that health department 1 approval will be obtained. Chairman Curtiss explained that since the last meeting he has been in touch with the Keech - Hurlbutt lawyer, the Town of Dryden lawyer, and the Town Board and ,found that a Performance Bond is not necessary. It was agreed that a Certified Check in the amount of 05,000-will be sufficient for the Planning Board to give approval of a subdivision if a road is incomplete.)(— Hurlbutt asked if he and his partner could be assured that future builders would be governed by the same regulations as they. Curtiss stated that subdivision regulations are apt to change somewhat and that no such assurance could be given. Question arose as to whether or not I it was necessary to have another Public Hearing on this subdivision. Curtiss stated that a Public Hearing is a necessary law and is a meeting at which time suggestions can be made to the builder and interested people can be heard. -ee Al L: I i I i i i i I I i i I i I' i I i i i i I I -2- No communication o.f any type regarding this Public Hearing has been received. Public Hearing was closed at 8:23 p.m. The final plat will be presented June 15th. Board members reviewed prelininary plans for the final phase of Fountain G1ovlSubdivision, known as Phase -#2, called Fountain G1o%VWe3t. This consists of 13 lots lus extra large lot for laudramat, car wash and office, and covers'215 o•f the original 41 acres. This showed proposed road, and proposed location of sewage on each lot (water and sewage being over 100' apart. Owners plan to have Dick Case help plan the road and lay out the lots so that it will be ready for approval either in July or August. McDowell will draw map to specifications. Planning Board members are concerned about a public relations program for the purpose of reaching everyone in our town concerning the big issue of Zoning - -what approach should we make - -what kinds of media might be used. Chairman Curtiss introduced Ernie Cole, from the Tompkins County Farm Extension Service, who has had considerable experience within the community and county in explaining programs to various groups. Mr. Cole explained that during the past year and a half a procedure has been worked out whereby he and Ken Gardner work with groups in relation to Planning, Zoning, Land Use in General. A workbook has been developed called Comrunity- Resources - Management containing statistics back to 1960, information on income, growth of various communities in the county, per- centage of population in different income levels, occupation groups, economic base in community, unemployed and low- income group, etc. He stated that the purpose of these meetings is to call attention to the people's needs. Mr. Cole .felt, with Dryden, Lansing and Groton being in the agricultural region, that such a program could be planned within the next year. Board of Supervisors are showing keen interest in Planning. Board members ,felt that we are not ouite ready to start such a program. Both the Town Board and the Planning Board are patiently wait- ing for zoning ordinances to be written by the 701 Board. Curtiss stated that a great deal-'.has been done on the 701 Program -- Zoning being one of the big items on which they are working. However, it was decided that a group, such as the Kiwanis Club, be approached and asked to sponsor a series o•f three meetings, in the ,form, of a workshop, with about twenty interested persons. Mr. Cole will meet with the group. The Town Hall is available, if no conflicting meetings. Mr. Cole is anxious to obtain updated ,figures from Tom Niederkorn, if possible. Rocco Lucente submitted plans for Meadow Lark Road subdivision, with 22 lots. Everything seemed to be in order, including health depart- ment approval. Public Hearing is scheduled ,for.
