Those present: Teresa M. Robinson, Supervisor

Purpose of meeting was 1985 highway negotiations. is
Highway employees asked for 10% cost of living increase and health
insurance available for four of the eight employees.
Supervisor Robinson explained audit and control's concern over sick
atays not being spelled, out as 8 or 10 hour days. Consensus of Town
Board. and Highway Employees was that each employee shall be entitled to
one eight -hour day sick leave for every two months of employment (48
hours), accumulative up to sixty days (480 hours). Highway Superintendent
will keep track of sick 'leave earned and used by the hour starting
January 1, 19850

After some discussion with board, highway employees agreed to accept
board's offer of 300 per hour increase for 1985.

RESOLUTION NO. 27 - 1985 HIGHWAY NEGOTIATIONS
Moved by Mr. VanBenschoten, seconded by Mr. Sovocool
Ayes - Sovocool, Cummings, VanBenschoten, Robinson. Absent - Graham
RESOLVED, that the Town of Groton Highway Employees be granted a
300 per hour increase across the board with the exception of new
part -time or temporary laborer which remains the sane.
RURTHERT,RESOLVED, that Agreement spell out sick leave as one (1) •
eight -hour day for every two months of employment (48 hours per
year), accumulative up to sixty days (tft hours).
Moved 'by fir. Cummings, seconded. by Mr. VanBenschoten, that the minutes
of August 14 be approved as mailed. Ayes - Sovocool, Cummings,
VanBenschoten, Robinson.
Claim Nos. 241 - 262 of the Highway Fund in the amount of $31,056.64 and
Claim Nos. 255 - 275 of the General Fund in the amount of $1,5105.33 were
presented for audit. Mr. Sovocool moved that the bills be paid and the
Clerk instructed to draw warrant for them. Seconded by Mr. Cummings.
Ayes - Sovocool, Cummings, VanBenschoten, Robinson.
Gary Wood, Zoning Officer, asked boards thoughts on forms he presented at
previous meeting. Board approved use of forms if it is a workable
procedure.
Leland Cornelius reported on progress of Clark Street Extension project.
Concrete footings for box culvert are poured and steel is ready to be put
in place.
Supervisor Robinson thanked board members for their excellent help at the
Groton Festival Days Chicken Bar- B -q,ie.
Correspondence reviewed: 1) Letter from SPCA regarding new plans for 1985
dog contract; 2) Justice fees including dog fund monies of $170.00; 3)
Gad -A Bout 'request for funds for 1985; 4) Request from Don Lowe, Chamber of
Commerce Representative from Federal Government for Towns membership at an
annual fee of $125.00. Boards feeling was negative at this time.
Moved by Mr. Sovocool to hold Federal Revenue Sharing Proposed Use Hearing
• on Tuesday, October 9 , 1984, at 8:00 P.m. Seconded by fir. Cummings.

Moved by Mr. Sovocool, seconded by Mr. Cummings, to authorize the Tosm Clerk
to appoint a second part -time deputy to fill in only when first deputy
is not available at the rate o:f:• $3.75 per hoar. Ayes - Sovocool, Cummings,
VanBenschoten, Robinson
Attorney Fitzgerald reported that Anderson case hearing was held on the
30th. Attorney Fitzgerald and Gary Wood, Zoning Officer, inspected site
and found 20 -25 barrels, 7 or 8 lawn mo'r)rs and a truck load of rubbish on
premises. Anderson has erected an 8' fence and you can't readily see.
This evening Attorney Fitzgerald drove by and drums and mowers were gone.
Judge apparently feels Mr. Anderson is making an effort to comply.
Attorney Fitzgerald reported that G. Tillotson appeared in Totem Court without
and Attorney and annoyed court. Judge adjourned until tomorrow. D. Wood
was not located and consequently not served.
There being no further business, Ior. Sovocool moved to adjourn meeting,
seconded. by Mr. Cummings, at 8:45 P.M. Unanimous,
