A special preliminary organizational meeting of 701 ProF.ram representatives and local officials of the Town of Dryden, Village of Dryden, and Village of Freeville was held in the Dryden Town Hall on Wednesday, December 15, 1965. 2. The meeting was opened at 8:10 by Peter Curtiss, chairman of the Town of Dryden Planning Board. He introduced Francis M. Bennett (Asso- ciate Urban Planner, Bureau of Planning, Department of Commerce, State of New York) who will be the State Supervisor for the Dryden 701 Program, and Thomas Niederkornq City and Regional Planner for the Greater Ithaca Reg.ional Planning Board who will be the Planning Consultant for the Program. In attendance were William Haas, Lu Tripp, Dryden Village Planning Board; Clayton Dans Jr., Philip Hurst, Freeville Planning Board; George Frank, Ed Rirchgraber, Freeville Village Board; George Hanford, Fred. Lengemann, Ben.Sheffy, Town of Dryden Planning Board; Tom Benson, Dryden Town Board; Tom Todd, Emmons Ogden, incoming Super- visor and Councilman, respectively, Dryden_ Town Board. 3. Mr. Bennett, who will attend all sgeduled.local 701 meetings, gave a brief run -down on where the Dryden 701 Program stands and what must be done to get work started. The preliminary contract will arrive within a few weeks. All concerned parties should carefully review the scope of services before the final contract, is signed. Work can start at any time but no one can be paid until the final contract is signed; this involves essentially,;' the immediate services of Tom I%iederkorn getting the Program underway. 'Apparently no problem. New York State will pay all costs of the Program until Its completion some two years from now. 4. Mr. Niederkorn was questioned concerning his recent decision to resign from the Greater Ithaca %tgional Planning Board and form a private consulting firm with another Ithaca man. He said that the GIRPB admits they would not now be able to adequately handle our Program and they would like to see it comibined'd with the private firm. Mrs. Helen Amdur is the attorney for all governing bodies involved, and, working with IMr. Nieaerkorn, she will prepare letters requesting the transfer of our Program from the GIRPB to Mr. Niederkorn's firm. 5. Mr, Bennett outlined the organizational structure of the 701 Pro- gram. Each Planning Board will select two members, and each Town or Village Board one member, to attend the monthly meetings. The Town Attorney would also attend. Total of 10 people. Other members of the planning boards or town or village boards are welcome to attend these meetings; it was agreed, however, that public attendance at such meetings, although not prohibited, would not be encouraged. It is expected that there would be a certain number of special public meetings. A clo c)� 6. A secretary will be needed. for these meetings. It was suggested that the Dryden Planning Board secretary, 'sirs. Marion Steger, might be interested. Firs. Steger was the secretary for the Moravia 701 Program. No one in attendance knew of anyone else they could recommend. Mr. Curtiss said he would contact Mrs.. Steger and see if she could do it. 7. It was agreed each month at 8 p.m. that the meetings would be on-the second 'Wednesday of in the Town Hall. t OLA I I f !Yh (2) 8e 14xI. Niederkorn said that one of the first things that will be done is to send out a questionnaire to all Town residents. This ques- tionnaire is a very complete one and' will, from the start, bring all. residents in on the 701 Program. In Danby there was a 40 return on this questionnaire - -an excellent response. When enough data is gathered mr. Niederkorn will present his conclusions and get reactions from the board representatives. Specific proposals will cone out of this, 9. Mr. Bennett pointed out that the 701 Program in an excellent example of "home rule " - -that is, there is no State intervention in this and the local boards can decide exactly Vahat they want studied and what final recommendations they want to adopt. One obvious advantage of such a program is being able to do what we want to do now before the State is ultimately forded into some course of action, imposed arbitrarily and perhaps not in complete accordance with our local wishes. 10. The meeting, was adjourned at 9:45 with a reminder that 701 Program members should be at the first regular meeting on January 12, at 8 p.m. in_ the Dryden Town Hall. Respectfully submitted, Peter A. Curtiss Acting, Secretary all selected 14'edne sd ay , i I I A OWN OF DRNYDEN RYDEN, NEW YORK • _.•� Ad00 odax IN THE HEART OF FINGER LAKES REGION December 28, 1965 ME140 T0: Residents of Hanshaw Road (or Hanshaw Extension), Zeman Road, and Lower Creek Road FROM: Town of Dryden Planning Board At the public meeting on December 2, held for the purpose of determining acceptance of proposed road name changes in the northwest section of town, there was considerable interest shown in the Planning Board's recommendation to change the north -south oethe °"Eighth Square shaw Road (or Hdnsha.w Extension) and Zeman Road t School Road ", continuing the existing Hanshaw Road straight short distance to new Route 13 In spite of v:hat we felt tthereawas historically interesting name (the "Eight Square" School), definite objection to the name because it was "too long" and the Eight could cause some confusion in•numbering* We had. considered the latter problem but did not think it that serious. In addition, Mrs. Reinap took the time and effort to carry a petition to some of you and additional sentiment was expressed that some people "didn't like the change, " others preferred a "shorter name "i and still others wanted the road name "left as it is (although there is currently con- fusion as to just what the proper name is). There was also an objection tinuing Hanshaw Road straight down part of by one person about con Lower Creek _Road to new Route 13, chiefly for the reason that there might be an increase in traffic. We do not think that there will be any significant change in traffic patterns solely be of a change in road names or road signs. The Planning Board has taken all of these comments and suggestions .and carefully weighed them. We have conferred again with our road renumbering consultant who is familiar with roads in most of the sur- rounding towns. We also conferred. with the Greater Ithaca Regional Planning Board. After such consultation it is still our unanimous opinion that the north -south section of Hanshaw Road (and the Zeman Road) should have a new name, and that the present Hanshaw Road. be extended down Lower Creek Road to new Route 13. However, since there seems to be strong opposition to the name "Eight Square School Road" originally proposed, we have decided on the Brick School Road - -a shorter name than the one proposed and yet unique by recognizing one of Dryden's oldest (1820) and historically most significant buildings. Did you know that the DeWitt Historical Society now owns the Eight Square School and plans to maintain it as a permanent landmark? doo' a i; We realize that some of you may still not like the change. We can only ask your cooperation and confidence in our decision. Curtiss, Planning Board I. t tr 6:i�ce�etr.W AdOO a� _ _ _ _ c __..._._ AdOO �oa3X. 0213X1 Enclosed, for your information, are copies of (1) minutes of the organizational Dryden 701 Program meeting held on December 15, and (2) a personal letter written to residents on the new Brick School Road, The 701 meeting in December replaced, this one time, the regular Planning Board meeting. The first real 701 meeting will be held on Wednesday, January 12 at 8 p.m. in the Town Hall. At this meeting we will go over in detail the scope of work to be performed - -that is, exactly what we want studied -- which' will be in- cluded in our final contract. Although the foripal make -up of the 701 committee (board ?) has been limited to avoid too unwieldy a group, anyone from the Planning Board-or the Town Board is alwayo.welcome; this first meeting is a most appropriate one for any or all of us to attend, as the Town has a great deal at stake on the Program's studies over the next two years. George.Hanford and Ben Sheffy will be the Planning.Board representatives on 701 (Ben until his sabbatic leave in June). Mrs. Steger, our PB secretary has agreed to be the 701 secretary, at least on a trial basis. I plan to attend as many meetings as possible and I know other PB members will be there frequently too. I want to stress the fact{that regular PB activities must continue independently of the 701 work. In appreciation of their sincere interest and dedication I would like to point out that at least three PB members will now be spending a minimum of two meetings a month; besides George Hanford and Ben Sheffy having additional duties on the 701, Ginna Hardesty attends all meetings of the Greater Ithaca Regional Planning Board. I am pleased to let you know that Alton I. Reed of 88 Mount Pleasant Road has agreed to be.our second agricultural member, filling a long vacancy on the Planning Board. For those of you who don't know him, Alton, who owns a good sized farm on Mount Pleasant and whom most of us met for the first time when he appeared before the Board with a subdivision in November, is a'most knowledgeable person sincerely interested in the Town's growth and proper development. His representation and participation on the Planning Board will be x most helpful and we're glad to have him with us. I have little doubt that his formal appointment will be accomplished by the Town Board at their next meeting. The letter I have enclosed is the result of the Planning Boards decision to recommend a new road name for the Hanshaw Extension -Zeman Road area, as well as continuing Hanshaw to a sensible terminus at new Route 13. I delivered this letter to people on December 29. Some people are still not very pleased about it. Kitty Brown (Mrs. Stuart M. Jr.) called me last night and we talked for over an hour about it. I was able to get some of our reasoning across to her, but she still doesn't feel the switch is necessary and said that she is quite certain there will be a sizeable contingent at the next Town Board meeting. I am sorry about this, because I know you have a million other things of great import to resolve that night. However, you must make the final decision and we can only recommend a course of action to you - -in this case a new name. The acceptable alternative to most of the p o le involved is to leave Lower Creek Road alone and let Hanshaw Road make the hand turn and go all the way tp West Dryden Road. If this is done it is imperative the a large sign be installed at that turn (by Monkejr Run) so there is no doubt about which road is which}'. Rather than expanding more here, please call I r i I : 9 "WO (2) me afxtxxa, or any member of the Planning Board, to get more background if you need any. We hope that the Town Board will accept our recommendations as pre- viously published and amended herein for the northwest section of town. An excep- tion will be the Peruville Road which must still be negotiated with Groton. Tom Benson had agreed to resolbe this with Groton officials and hopefully he will be able to have a reply by the next meeting. If not, please adopt all those changes you can so that Mr. Denman can continue with at least part of the numbering notifi- cation. I will supply a formal list of the proposed road name changes prior to.. the next metting just in case no one has .a copy. That should bring everyone up to date on Planning that the year ahead will be a good one for all of you, Board activities.
