TOWN BOARD MEETING
The Regular Meeting of the Town Board of the Town of Cortlandville was held at the
Raymond G. Thorpe Municipal Building, 3577 Terrace Road, Cortland, New York, with
Supervisor Tupper presiding.
Members present: Supervisor, Richard C. Tupper
Councilman, Theodore V. Testa
Councilman, Ronal L. Rocco
Councilman, John C. Proud
Councilman, Gregory K. Leach
Town Clerk, Karen Q. Snyder, RMC
Others present were: Town Attorney, John Folmer; Highway Sup't. Carl Bush; Steve
Flatt; News Reporters: Steven Howe from the Cortland Standard, and Sharon Stevans from
Channel 2, Access TV.
Supervisor Tupper called the meeting to order.
RESOLUTION 419 AUTHORIZE SUPERVISOR TO SIGN
PURCHASE ORDER #1209
Motion by Councilman Proud
Seconded by Councilman Testa
VOTES: AYE - Tupper, Testa, Rocco, Proud, Leach NAY - 0
ADOPTED
BE IT RESOLVED, the Town Board does hereby authorize and direct the Supervisor to sign
Purchase Order #1209 submitted by Highway Sup't. Bush to be paid to National Auto Fleet Group
for the purchase of 4 new 2014 Chevy Silverado 250OHD 4x4 crew cab pickups (2 for the Highway
Department and 2 for the W&S Department) for the cost of $33,887.36 each, under the National
Joint Powers Alliance Contract #102811.

Supervisor Tupper offered privilege of the floor to those in attendance. No requests were
made.

The monthly report of the Town Justice for the month of December 2013 was on the table
for review and is filed in the Town Clerk's office.
Under old business Supervisor Tupper suggested the Board schedule an informational
meeting for the draft Land Use Plan. Walt Kalena from Clough Harbour & Associates would
give a power point presentation at the meeting and would take questions from those in
attendance. There was discussion about the date that the meeting should be held. The Board
decided that the informational meeting would be held on Wednesday, February 5, 2014 from
6:00 p.m. — 8:00 p.m. Town Clerk Snyder would post a public notice as well as two paid
advertisements in the Cortland Standard.
Neither Town Clerk Snyder nor Attorney Folmer had any new business to report.
RESOLUTION #21 AUTHORIZE USE OF THE RAYMOND G. THORPE
MUNICIPAL BUILDING FOR THE DEFENSIVE DRIVING
COURSE FOR THE YEAR 2014
Motion by Councilman Leach
Seconded by Councilman Proud
VOTES: AYE - Tupper, Testa, Rocco, Proud, Leach NAY - 0
ADOPTED
BE IT RESOLVED, that the National Safety Council is hereby authorized to use the Raymond G.
Thorpe Municipal Building to conduct their Defensive Driving Course for the year 2014 per the
submitted schedule, and subject to the availability of the municipal building.
No further comments or discussion were heard.
Councilman Testa made a motion, seconded by Councilman Rocco, to adjourn the
Regular Meeting. All voting aye, the motion was carried.
The meeting was adjourned at 5:15 p.m.
