services as contained herein. Said meetings shall "take place as a part of the regularly
scheduled meetings of the TOWN BOARD in February, May, August, and November of
1999. At said meetings, the FIRE COMPANY shall provide to the TOWN BOARD -a-
written

1. Information as to the number and types of calls/responses- made by the
FIRE DEPARTMENT, since the last report.
2. A synopsis of staffing and training levels of the FIRE CPJMPANY,
including a complete listing of all active members of,,the FARE
COMPANY.
3 A,statement of income and expenses as they relate to the; activities' -of,
the FIRE COMPANY under this contract. On an annual basis; at the close -
of the Fire Company's fiscal year, the Fire Company -will broyid to
the Town Board a statement of outstanding debts. Iti s paragr, 69.00

the acquisition of any equipment.
b. The TOWN may request and shall pay the expense of an
independent audit, by a creditable public accounting agency, of the financial re -c rds

maintained by the FIRE COMPANY pertaining solely to the town, funds received
pursuant to this contract and to the use of said funds in the discharge of the obligations
contained in this agreement or any other agreement between the parties -since 1 January
1992.
C. The FIRE COMPANY and the -TOWN agree to act in good fafth;
and to take steps to accomplish the provisions of the preceding paragraph, should the
TOWN elect to exercise its audit rights. The FIRE COMPANY agrees to provide
reasonable access to necessary audit information, as determined by the independent
auditor, when given reasonable notice of the same. The Town specifically acknowledges
the extensive amount of time required for the completion of an audit. Accordingly, any
audit instituted under the terms and conditions of this agreement shall be -so conducted--so-
as
onducted soas to be completed as expeditiously as prudently possible. The TOWN further agrees to
compensate the FIRE COMPANY an amount not to exceed $1,000.00 to offset any
unusual expenses incurred by the FIRE COMPANY in the completion of the
aforementioned audit.

The first quarter of the year has been very busy, this has limited our ability to complete
some of our capital projects. The physical fitness and decontamination rooms are in
operation, however the washbay is not. We still need to purchase the water/oil evaporator
to make this room operational. The increase in calls has driven the cost of firefighting and
associated administration costs higher than we expected at this point in the year: Most
capital projects and or repairs have been put on hold until later this year when we should
have a better handle on the budget.
We are presently working on updating our auxiliary power for the Fire Station. 'At this
point we can only run a few lights, heat and overhead doors. We would like to be able to
run the entire station power in the event we need to use the building for an emergency
shelter. This would enable us to provide heat;_ water, bathroom facilities and food
preparation. We have had a generator donated large enough to do this, but we presently
do not have the funds to install it.
We are also keeping a close eye on the front driveway, the blacktop installed 11'.years ago
is showing signs of its age and will need some attention in the near future.
Morton Buildings has completed the warranty work on the roof and will be removing the
old roofing materials from behind the Community Building soon.

Town of Enfield under the New York State Emergency Services Revolving
Loan Program is being held pending release of a new appropriation for
State Fiscal Year 1997-98. This decision, which was made by the,

The EVFC has responded to 204 incidents as of October 31, 1999. The company
is still on a pace to respond to more incidents this year than in 1998.
We continue to see more applicants for membership than in the past few years,
continuing on a trend that does not reflect the national and local trend of a shortage of
volunteer fire fighting personnel. Unfortunately, the total cost to properly equip all of our
new members with a set of structural firefighting gear, a pager, and an OSHA physical
would exceed that of our entire Fire Equipment or Health and Safety budget lines for a
given fiscal year.
The NYS Department of Labor is planning a re -inspection of the facility and
related safety documents and materials sometime prior to the end of 1999. Complete
compliance with all abatement orders is expected by the end of January 2000, when all
relevant documents have been distributed to members and they have received compliant
training according to DOL standards.
Approximately 30 members completed 9 hours of mostly hands-on School Bus
Extrication Training in late September and early October. The course was led by
Assistant Chief Ray Hubbard, and was based on training that he received from nationally
recognized extrication specialist Ron Moore in Canada this past June, as well as his
experience as a professional school bus mechanic. Two surplus buses were acquired from
the Ithaca City School District, and teams of firefighters worked on dozens of evolutions
and procedures related to school bus extrication. Churchville Fire Equipment of
Churchviile, N.Y. and it's local representative Kevin Romer of Trumansburg provided
support in the form of equipment, knowledge and experience. This training was a
opportunity that is notoften available to firefighters due to the limited availability of buses
and the difficulty in disposing of the remains of buses when they are available.
