HomeMy WebLinkAbout1957-07-31r qqq • Third Meeting TOWN OF DRYDEN PLANNING BOARD July 31, 1957 The third meeting of the Town of Dryden Planning Board took place July 31 at 8:00 p.m. at the Clerks Office with six members present. The Miinu%es were read, corrected and approved. In regard to an item in the minutes, it was decided that we could find out whether G.E.Is lab in Lansing was tax exempt or not by asking Carlton Kintz, Chairman of the Lansing Board of Assessors. Mrs. Payne was requested to write to Mr. John Burton, Cornell Business Manager, to inquire whether Cornell University had any intended projects under weigh in the Town of Dryden which would affect the planning thereof. The letter received in answer to the question of the relocation • of Route 13 was read. None of the members present knew of a road named in the letter, "Balser Road ". Mr. Guest said he would make an effort to find the road on some other maps to which he has access, as the interpretation of this letter depends on knowing where the read is.located. The Secretary was instructed to answer a letter from Mrs. Chandler Morse concerning the naming of Creek Road in Ellis Hollow, as directed by Mr. Guest. The letter from Mr. George Haynesof the Bureau of Planning was read and the Secretary instructed to answer it in the affirmative. Mr. McGory reported that he had contacted Mr. Gridley about getting some funds for our use. Mr. Gridley stated that all bills would have to be paid by vote of the Town Board and that no cash would be made available. r �1 -2- Third Meeting TOWN OF DRYDEN PLANNING BOARD July 31, 1957 • The subject of the base maps on which we are working was next discussed. Non- taxable property was assigned the color purple, in answer to Mr. Sadd's question. Brown was assigned to mark private roads not pre- viously on the maps, at the suggestion of Mr. Guest. It was decided that we could not put the map together until some of the members had more time to complete their portions, and Mr. Harrington heard from. General discussion followed: Mr. Hanshaw brought up the problem of defining junk yards, one question being non- comercial property which looks like a junk. yard. Mr. McGory r' stated that there.is aid ordinance in effect that is non- `,inforceable because of the way in which it is written. It pertains to commercial junk yards and requires a board fence. Mr. Sadd brought up the question of "What is a farm ?" and the problem of areas which are partially agricultural but with a good number of residdneessintermingled. After discussion, Mr. Guest's suggestion of strip zoning brought general approval. The next problem discussed was on questions by Mr. Sadd and Mrs. Payne on how or whether this Board decides on which corners are designated as commercial in a four corners where one or two corners are already residential. After talking on this question, Mr. Sadd suggested that this might be one of the things covered by our meeting with the Bureau of Planning representative. Mr. Hanshaw asked also whether we could place in an ordinance instructions as to whether a contractor can build a large apartment house in a housing development. Mr. Guest brought out the fact that the Ithaca yard ordinance provided /requirments for a multi -unit dwelling which insure that the surrounding area vary according with the size of the single residences. The materials which had arrived from the State Department of Commerce were devided up between the members and put into folders which Mr. Guest had r Third Meeting obtained. -3- TOWN OF DRYDEN PLANNING BOARD July 31, 1957 The Secretary was requested to write to the Elmira Office of The State Department of Comerce for seven copies of "Zoni7ng in New York State ".
