The Enfield Volunteer Fire Company Inc. would like to submit the following names for
your consideration as fire commissioners for the Enfield Fire District.
Larry Stilwell
Lawrence Lanning
Geoffrey Hollister
Combined these individuals have years of experience in both firefighting as well as the
financial operations of the Fire Company. Their appointment as Commissioners would be
a huge asset to the transition from a Fire Protection District to a Fire District.
Furthermore we ask that you consider Debbie Teeter as appointment to Fire District
Treasurer. Debbie was recently elected as treasurer for the Enfield Volunteer Fire
Company Inc. We feel that the transition period would go much smoother with one
person handling the different accounts, at least for the first year. If Debbie were
appointed the Enfield Volunteer Fire Company Inc. would allow the Fire District the use
of their current computer and financial programs for one year. This would give the Fire
District commissioners ample time to establish its own means of financial record
keeping.
We have attached resumes for the three Commissioners.

I know we had hoped to have some solid budget figures to present to the
Town Board by now. However we are still waiting on a crucial -part of this
budget. The Fire Company attorney is still working on getting us the best
refinancing deal possible. The 2009 budget is 99% complete and lacks only
this very important line item. Once we get this in place we can proceed with
the process to form a fire district if indeed that is still the Town's intent. I -
know that the Fire Company has already taken the position to continue with
that process and the budget has been prepared to cover the costs to do just
that.
We appreciate your patience and as soon as we get this together I will make
sure it gets to you.

Resolution of Negative Declaration
Under SEQRA in Connection With
Consideration of the Creation of the Enfield Fire District
WHEREAS, The Town Board of the Town of Enfield having duly considered the short
form EAF presented to it in connection with the creation of a proposed Fire District in the whole
of the Town of Enfield, now therefore it is
RESOLVED, that the said short EAF with both Parts 1 and 2 filled out be attached to this
resolution for inclusion in the Town's Records, and it is further
RESOLVED, that the proposed creation of a fire district could not create any adverse effects as
described in Part 2 section C of the EAF because the proposal entails no new construction or
activity and is simply a change in the method of paying for the fire protection which is already
being provided and it is further
RESOLVED, that the Town issue a negative declaration in connection, with the SEQRA:review
of this project, and it is further
RESOLVED, that the Town Supervisor is authorized and directed to endorse the said negative
declaration on Part 3 of the short-EAF attached hereto.

whole of the Town of Enfield hereby finds, determines and adopts the following
resolutions:

Inter -Municipal Agreement
For Provision of
Fire Protection and Emergency Services
This Agreement, made the 17 clay of December 1008 between the 'own of Enfield
("Town") a raunicipat corporation with its principal offices located at 168 Enfield [Wain
Road. Enfield, New York 14850 and the Enfield Fire District ("Fire District") a
municipal corporation ,crith its principal offices o-.ated at 172 Enfield Main Road,
Enfield, New York 14850;
WHEREAS, the Town and Fire Nstrir* (collecti-vely "the, Ni -t cipaliiies") desire to
enter into an agreement pursuant to Article 5G of the General Municipal Law for the
provision of fire protection and emergency ser-O"s by t :, Fire Duct Aithin the Town,

Company, Inc., and
WHEREAS, the Fire District will commence operations for the delivery of fire
protection and emergency services subsequent to !:he execution of this Agreement, on or

WHEREAS, the ToNmn has collected or will collect .ax funds for the delivery of such fire
protection and cmergoncy services in the calendar year 2009;
WHEREAS, the Town through an agreement prxrsuant to Town,. Law 184 ,% ith the
Enfield Volunteer Fire Company, ince. has and will deliver fire protection and emergency
services in the Town from raMary I through the organizational meeting of the Enfield
Fire District on or about January 15, 2009, and the: Nlunicipa3 ties desire the Fire District
to commence such firs: protection and emergency services beginning upon the
organizational meating of the Enfield Fire
District, on or about January 15, 2009; and

through December 31, 2009, and desire to memorialize their mutual agreement as to

NOW, THEREFORE the parties named above hereby enter into this biter -Municipal
Agreement, the due consideration for which is hereby acknowledged, as fellows:
1. The Town shall pay to the File District, for fire protection and emergency services for
the period from the organizational meeting of the Enfield Fire District, on or about
January 15, 2009 through December 31, 2009 the sur, of $279.900.00 on or before
February 1, 2009.

4. Such payments shall be made without setoE of any sort or land and shall be a charge
and levy upon the taxable propel within:the Enfield Fire District. Such sumsdullbe
paid respectively, by the Town Treasurer and ' o�xvn Supervisor to the Treasurer of the .
Dire District.
. The parties each hereby agree to hold the other party harmless of any and all claims of
whatever =tune or amount, including the cost of defense thereof, and to indemnify the
other party to the fullest degree permitted andlor required by law.
