Robinson, Supervisor Sovocool, Councilman Graham, Councilman Cummings, Councilman gerald, Attorney VanBenschoten, Councilman Also present: Leland Cornelius, Phil Shurtliff, Glenn Munson, Gary Wood, George Totman Mr. Graham moved. that the minutes of May 8 & 14 be� approved as mailed.t Seconded by Mr. Sovocool. Ayes - Sovocool, Cummings, Graham, Robinson (Absent - VanBenschoten). Claim Pros. 148 to 177 of the Highway Fund in the amount of $38,861.67, Claim Nos, 158 to 180 of the General Fund in the amount of $15,122.21, and Claim Nos. 5 and 6 of the Federal Revenue Sharing Fund in the amount of $791.65 were presented for audit. Mr. Cummings moved that the bills be paid and the Clerk instructed. to draw warrant for them. Seconded. by Mr. Graham. Ayes - Sovocool, Cummings, Graham, Robinson (Absent - vanBenschoten). Monthly reports from the 'Town Clerk and 'Town Justice Arland Heffron were reviewed. Correspondence was also reviewed, Phil Shurtliff, County Representative, reported that he spoke to the County .regarding John Anderson picking County dump and hauling it to Brown Road in the Town of Groton. Mr. Shurtliff said garbage is not picked up from County Landfill. Anderson..has not worked there since January 1. Information regarding Anderson's picking County dump,was told in good faith to Mr. Shurtliff. Attorney Fitzgerald said Anderson's are maintaining that they have not moved* anything on property since Order. Judge watched John Anderson ritove garbage onto property. Supervisor and 1',a.ghway Superintendent will. attend. hearing on Monday, June 25 regarding.case. Attorney would. like Highway Department to have all junk cleaned up prior to hearing. IsIr. Shurtliff reported County voted to be legal agency on behalf of State for the Armory. Village of Lansing wants to be lead agency. Meeting was recessed, at 8:00 Pa Ma for hearing to amend .Town.. of Groton Land Use and Development Code. Meeting reconvened at 8:45 P.M. Clerk read-legal notice to bidders for an Aluminum Structural Plate Box Culvert. Attorney Fitzgerald inspected bid documents and found only bid from Capital Highway Materials, Inc. as a legal bid.. Board members and Highway Superin- tendent discussed bid from Capital Highway, RESOLUTION NO 17 - ACCEPT BOX CULVER BID FROM CAPITAL HIGHWAY . MATERIALS, INC.: 1. Moved by Mr. VanBenschoten, seconded by Mr. Sovocool Ayes' - 'Sovocool, VanBerischoten, Cummings, 'Graham, Robinson RESOLVED that the Town of Groton accept bid from Capital highway Materials, Inc. for a 13'10" x 5'5" x 86" Aluminum Structural Plate Box Culvert per specifications in the amount of $23,360.00. Moved by Mr. Sovocool, seconded by Mr. Cummings to hold hearing to grant a Cable TV Franchise to American Television & Communications Corporation on July 10, 1984 at 8:00 P.M. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. Town Constable, Richard French, should apply for a certificate of exemption from mandatory training school for constables. Robinson RESOLVED that the Town will, as the Village has done, on behalf of the Youth 0arnmission, contract with the Family and Children's Service of Ithaca for a Burn not to exceed $950.00 in equal shares, Glenn Munson, Reala'to'r, was present to answer any questions on option from Mr. Tichenor. Supervisor Robin48an read letter she received from Planning Board on Nuns requesting 'town Boars consideration of suggested changes in the Land Use and Development Code under Section 402.2 and 319. The board concurred with suggeqstedv changes , Moved by Mr, Sovocool, seconded by rlr. VanBenschoten to table acting Qvi hearing held this evening for amendments to Li)nd Use and Development Code so that additional amendments can be included at the next boalxd meeting. Mr, Cornelius :6stimated old gravel bid, would last about thxee years and new bed about 20 years. Mr. Cumming$ suggested letting Someone else buy bank and Town buy gravel. lt4- VanBenschoten stated he looks at what's good for the Town and the taxpa rers. He suggested, that EP the Highway Superintendent cut down on use of sand, and cinders where roads are riot in need of it, Even though we sell sand to the County, we EAill can't run trucks down the xnad for nothing, Mr. Cornelius said County wants road~ taken Dare of which he does. Attorney Fitzgerald updated board an Anderson case. A hearing is scheduled for Monday, Jude 23, at which Supervisor and Highway Superintendent must be present. He suggested Town have C1ea1rked, up completely before the 25th. Mr. Cornelius said he thought he could have work done in two days, weather' perirnitting.
