Financial Overview for 2007
The following is an overview of the financial status of the Enfield Volunteer Fire Co. Inc.
(EVFC) for 2007. The EVFC started -the 2007 year with no contract and $18;684.00 in reserve
funds. The Town Board agreed to pay the EVFC $25,000.00 in January while negotiations
continued and again in February $18,750.00. The contract was settled in March for a total of
$230,000.00. This along with the $18,684.00 reserve funds brought the -total available funds for"
2007 to $248,684.00.
The following budget lines were on target or below; loan payments, utilities, insurance, rescue,"
training, health and safety and clothing.
These budget lines were all over; office supplies, building and grounds; fire equipment, travel and
meetings, vehicle maintenance and contractual services.
Office supplies: New accounting software requested by the Town Board for better reporting, .
replacement of 1 bad computer and related network problems. Over budget $2,800.00.
Building & grounds: Blacktop sealing (required preventive maintenance) and replacement of a
15 year old pressure washer used to wash apparatus that failed. Over budget $5,399.00.
Fire equipment: replacement of all pagers to comply with Tompkins County's new radio system.
The Town Board was aware of this upcoming expense. Over budget $21,616.00.
Travel & meetings: This can be contributed to 3 trips to Nesquehoning, Pennsylvania for
construction inspections of the new Tanker. Over budget $1,257.00.
Vehicle Maintenance: This line has always been difficult to pin down to an exact figure, because
of unknown problems that:could arise. The budget line has always been backed up by reserve
funds (which have now beets expended). Our main engine (602) needed unexpected repairs. Over
budget $3,292.00
Contractual services: Attorney's fees for 2007 $17,244.00. This can all be attributed to the
contract issues with the Town Board. There was also $5,000.00 paid in 2006 as a retainer
bringing the total cost to negotiate. the 2007 contract to $22,244.00. Accountant fees also went
from $800.00 a year to $1,600.00. Over budget $14,494.00.
Total Expenses for 2007; $257;250.00
We also ended the year with two additional large expenses. The 1996 Freightliner Tanker needed
a complete brake replacement at a cost of $3,000.00 and the fire alarm system -needed to be
upgraded to a phone dialer reporting system from the old radio reporting system. The County's
new radio system will not support radio reporting systems. The cost to upgrade was $2500.00.
The year 2007 was not a good year financially. First the Town Board cut the budget by
$20,000.00. The $18,684.00 reserve funds set aside for emergency repairs had to be used to cover
legal expenses. The purchase of the new pagers, which we had hoped could be funded separately,
had to be purchased from budget funds. Hose testing, self contained breathing apparatus, Jaws -of
Life and truck maintenance had to be reduced putting the chance of failure at a higher risk.
Firefighter physicals were limited to the required minimum of new members and interior
firefighters. This leaves the remainder of the membership at risk of undetected health problems
that could occur while serving with the EVFC. The EVFC will more than likely have to obtain
outside funding to at least cover the allocated monies ($8,566.00) borrowed from the firemen's- "
account. We may also need to finance the two end of the year big ticket expenses ($5,500.00) to
keep us from starting 2008 with a deficit.
The EVFC Board of Directors has been working hard the last few months to "find additional
savings to enable us to financially make it through another underfunded year. We will continue -to
work towards a solution, however at this point we've only been able to trim our operating
expenses to $236,501.00. This does not include the expenses related to the New York State Audit
requirements enacted for this year. In addition we will not have any reserve funds to cover any
unexpected expenses.

Dear Mark:
Please be advised that the Enfield Town Board has had the
opportunity to consider and discuss your letter of March 9, 2007.
Obviously, the Town Board is mindful of the adverse effect
of our failure to reach an agreement. I am sure the Enfield Fire
Company is equally aware of the financial disaster which would
befall it should we fail to reach an agreed upon resolution of
this matter.
The current contract provides for annual compensation of
$240,769.00. The Town has offered $200,000.00 for 2007.
We would ask that the Fire Company be mindful of the Town's
budgetary constraints and its own financial obligations, and
formulate a counter offer that reflects the reality of these
constraints and obligations.
The Town Board is, as a matter of goodgovernment, committed
to exploring any and all obligations for the providing of fire
protection for its residents, including the future formation of a
Fire District.
Please consult with your client and advise. The Town Board
of the Town of Enfield meets March 14, 2007, at 7:00 p.m.

In June of 2007 Tompkins County will be putting the new paging
system online. This system is a. UHF based frequency, the old system is low
band and the current pagers and monitors we posses are incompatible with
this updated system. Tompkins county has said that they will leave the old
system online as long as it still continues to operate, However, if that system
fails they will not fix it. The recent history is that the paging system fails on
a regular basis. My concern is if the old system fails we will not have any,
means of being alerted and we would have to make phone calls which would
not allow for a speedy response. After some research I have found that we
are one of two Fire Companies that has not purchased any pagers as of this
time.
The cost of an updated UHF band pager is about $425.00
each. The EVFC has around 40 active members, which would equal around
$17,000 total. The Board of Directors is currently discussing this matter and
we are unsure of how we will fund this project. As per our Procurement
policy we will put this project out to bid. We will assess the bids and try to
find the best price we can get.
