SPECIAL TOWN BOARD MEETING
The Special Meeting of the Town Board of the Town of Cortlandville was held at the
Raymond G. Thorpe Municipal Building, 3577 Terrace Road, Cortland, New York, with
Supervisor Tupper presiding.
Members present: Supervisor, Richard C. Tupper
Councilman, Theodore V. Testa
Councilman, John C. Proud
Councilman, Gregory K. Leach
Town Clerk, Karen Q. Snyder, RMC
Absent: Councilman, Walter J. Kasperek
Others present were: Town Attorney, John Folmer; John McNerney, Director Cortland
Youth Bureau; Diana Meunier; News Reporter: Peter Blanchard from the Cortland Voice.
Supervisor Tupper called the special meeting to order.
There was discussion regarding the proposed contract with Market & Feasibilty Advisors to
complete an Economic Impact and Feasibility Study for the Town's proposed Multi -Sports
Complex on Route 13. Supervisor Tupper explained that the Board reviewed information regarding
the contract at the last Town Board Meeting on March 30, 2016. The cost of the study would not
exceed $35,600. The Board should receive a draft study by May 9, 2016.
Supervisor Tupper thanked John McNerney, Michelle Phelps, and Garry VanGorder for
reviewing the submittals and making a recommendation to the Board. Mr. McNerney informed the
Board that six submittals were received from the RFP that was put out. The company Market &
Feasibilty Advisors was recommended based on their experience. Mr. McNerney explained that the
next step would be to have a conference call with Market & Feasibility Advisors to set up a timeline
for the project. Representatives would come to the Town for 3-4 days to meet with key individuals
in the community who have athletic backgrounds, and to prioritize some of the information needed
for applying to grants. The company would also make a final presentation in regards to their
findings.
RESOLUTION #71 AUTHORIZE SUPERVISOR TO SIGN CONTRACT WITH
MARKET & FEASIBILITY ADVISORS TO COMPLETE AN
ECONOMIC IMPACT & FEASIBILITY STUDY FOR THE
TOWN'S PROPOSED MULTI -SPORTS COMPLEX ON
ROUTE 13
Motion by Councilman Leach
Seconded by Councilman Proud
VOTES: AYE - Tupper, Testa, Proud, Leach NAY - 0
ABSENT - Kasperek
ADOPTED
BE IT RESOLVED, the Town Board does hereby authorize and direct the Supervisor to sign the
contract with Market & Feasibility Advisors, dated March 31, 2016, to complete an Economic
Impact & Feasibility Study for the Town's proposed Multi -Sports Complex on Route 13, in an
amount not to exceed $35,600.00.
No further comments or discussion were heard.
Councilman Testa made a motion, seconded by Councilman Proud, to adjourn the Special
Meeting. All voting aye, the motion was carried.
The meeting was adjourned at 10:10 a.m.
