Graham, seconded 'by Mr. Sovocool Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson RESOLVED, that notice be published pursuant to the requirements of Section 51.55 of the Revenue Sharing Regulations, as published in the Federal Register on October 17, 1983. Section 51.55 prohibits dis- crimination against qualified individuals because of their handicapped status, and FURTHER, RESOLVED that The Town of Groton, Groton, New York, advises the public, employees and job applicants that it does not discriminate on the basis of handicapped status in admission or access to, or treatment or employment in, its programs and activities, and FURTHER, RESOLVES that the Town of Groton has designated the Supervisor of the Town of Groton as the contact to coordinate efforts to comply with this requirement. Attorney Fitzgerald indicated he had not yet received any information from the State regarding procedure for Local Law and/or Resolutions pertaining to exemption for the elderly on Real Property, The Report of Examination made of accounts and fiscal affairs of the Town of Groton for the period. January 1, 1982 thru December 31, 1982, was reviewed by board members. Supervisor Robinson reported that our Mining Permit runs out in April. The renewal fee is $100.00 plus additional cost to prepare maps and report.. Moved by Mr. VanBenschoten to authorize Highway Superintendent to proceed with necessary requirements to apply for mining permit. Seconded by Mi:. Graham. Pierson Town Clerk MINUTES OF SPECIAL TOWN BOARD MEETING HELD MONDAY, MARCH 19, 1984 AT 7:00 PM Those present: Teresa M. Robinson, Supervisor Gordon C. VanBenschoten, Councilman Joseph H. Graham, Councilman Donald E. Cummings, Councilman Absent: Ella.rd L. Sovocool, Councilman Also present: Leland. Cornelius, Robert Walpole, George Carr, David Walsh Purpose of meeting was to make a decision on Excavator bids. Board members looked over three bids as submitted.. Moved by Air. Cummings to go into executive session to discuss bids with Highway Superintendent. Seconded by Mr. VanBenschoten. Ayes - Cummings, Graham,`!VanBenschoten, Robinson (Absent - Sovocool) 7 :22PM Board meeting reconvened at 8:40 P.M. Supervisor Robinson staged that they had gone over bids and specifications. RESOLUTION NO. 9 - AWARD EXCAVATOR, BID TO TRACEY ROAD EQUIPMENT, INC. Moved by Mr. VanBenschoten, seconded by Air. Graham Ayes -- Cuaunings, VanBenschoten, Graham, Robinson (Absent - Sovocool) RESOLVED that the Town of Groton award bid to Tracey Road Equipment, Inc. for a 1980 Badger Model 460 Hydro- Scopic Hydraulic Excavator at a price of $75,700 less trade allowance on 1959 Gradal.l Model 2460 in the amount of $15,800 for a total. Vlet bid of $.59,900, • 1 • Supervisor Robinson indicated that the Town has some unallocated monies in the Federal Revenue Sharing Fund that should. be allocated. Robert Walpole explained. to the Board. that the Groton Day Care Center had a zone open for alarm system. A $378.62 modular was installed about a year ago to meet State requirements but the Center has been unable to pay for it. The Fire Department and Village of Groton have agreed to pay one -third each of the cost and are asking the Town to pay the remaining one -third or $126.20. Moved by Mr. C wnmings, seconded by Mr. VanBenschoten, to hold. a public hearing on April 10, 1984, at 8:00 P.Mi. to allocate Federal Revenuing Sharing monies to Building repair odalthe remaining $126.20 to 'be allocated to the Child Developernent Center. Ayes - Cummings, VanBenschoten, Graham, Robinson (Absent - Sovocool.). Moved by Kr. Graham, seconded by Mr. Cummings, to go into executive session at 7:55 P.M. to discuss proposed acquisition of property. Ayes - Cummings, VanBenschoten, Graham, Robinson (Absent - Sovocool). Board meeting reconvened. at 9:10 P41014 Moved by Mr. VanBenschoten to authorize Robert Walpole to approach SCM, DEC and all others involved, including Highway Superintendent :I;,eland. Cornelius, regarding dumping SCM building remains at the Town Gravel Pit; and also provide the Town Board with soil test borings of any potential sources of gravel at the property owners expense. Seconded by Mr. Cummings. Ayes - Cummings, VanBenschoten, Robinson (Absent - Sovocool and Graham), There being no further business, Mr. Cummings moved to adjourn meeting seconded by Mrs. Robinson, at 9:15 P.P. Cummings, Councilman itzgerald, Attorney Also present: Leland Cornelius, Lyle Raymond Mr. VanBenschoten moved that the minutes of March 13 and 19 be approved as corrected. Seconded by Mr. Sovocool. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. Supervisor Robinson tabled payment of bills until later in meeting. Supervisor Robinson moved that the bill from Finger Lakes Communication System for installation of an alarm modular at the Groton Child Development Center in"the amount of $1.26.20 be paid from the General Fund and then reimbursed from Federal Revenue Sharing Fund after hearing. Seconded by Mr. Graham. Ayes - Sovocool, Va.nBenschoten, Cummings, Graham, Robinson. The Town is responsible for road name signs. The following are missing - 2 - Wood Road; 4 - Davis Road.; 4 - Stevens Road; 4 - Elrn Street Ext.; 2 - Clark St. Ext.; 4 - Old -Stage Road; 2 - Smith Road; 2 - : Ileasant Valley Rd.; 4 - Cobb Street; 4 - Brown Rd.; 2 - South Main St. Ext.; 2 - Lafayette Rd. Board reviewed monthly reports from the Town Clerk and Town Justice Heffron, Zoning Officer issued two building permits and is touring roads. The annual Town road tour was done on April 5. The following participated: Teresa Robinson, Gordon VanBenschoten, Joseph Graham and Leland Cornelius. Some highlights were two Junkyards on Pleasant Valley Road and John and Bill. Anderson on Brown Road. John Anderson has junk in area 'the Town cleaned up. Town Attorney, wants pictures before Highway Dept. goes in to finish cleanup job.
