Minutes
Present; .IoEllen Bailey, Cynthia Waterman, InShik Lee, Tom Quinn, Tom Fuchs, Kris Bennett,
Linda Schoffel, Dave Hall, Tom Archibald
JoLllen called the meeting to order at 6:35 pm. Introductions were made and membership
updates done — Tom Quinn has been appointed by the Town to its remaining open seat. He
serves on the town zoning board and works as a sub in Dryden Schools. Tom Fuchs teaches
recreation, adventure activities & self - defense at SUNY Cortland. He is interested in being
appointed to the open Freeville seat. He and Kris Nvill follow up with Freeville about this.
Program Reports from Cornell Cooperative Extension Dave Hail spoke of his recently
completed programs as described in his recent program report. Primitives has 17 -18 attending,
the winter overnight was warm but wet. In the webpage design class the participants also had an
introduction to computer animation which was popular, he'll be offering a program on this later.
The first aid class yielded 7 new certified kids, youth employment funds were used for this. His
high school leadership program begins Monday, he'll report back to the DYC on this. Tom
Archibald's picture perfect program recently ended as did a super sitters class. The highlight of
the latter was a visit to the Ithaca Community Child Care Center. 7 (including 5 new)
participants attend the Food program. Linda reported that staff recently completed training in
® first aid and use of an emergency defibrillator. She distributed a year -end budget summary, they
were able to use all but $167 of the youth employment funds.
Minutes Minutes from December were approved without revision.
2007 Officers In December JoEllen was nominated as chair, Cynthia as vice - chair. Kris asked
whether there were additional nominations, there were none. 1nShik moved the slate, Tom Q.
seconded. The slate was approved unanimously.
Youth Conservation Corps Discussion DYC members reviewed the materials they'd received in
advance of the meeting (IYB's 2006 application and 2005 annual program swnmary and a
proposal submitted by Sue Rausch from Camp Earth Connection (CEC). Kris also distributed a
workplan description used the last few years to clarify responsibilities of CCE, IYB and the
Towm re. YCC. Members asked Kris about other ideas that had been explored. Kris reported
that she spoke with the Town and the 2 Villages and they are not interested or available to host
YCC. Even though there is funding to hire staff, Jeri Dube explained she does not have
sufficient time to supervise hired staff. Cornell Outdoor Ed. and Cayuga Nature Center did not
reply to several attempts to reach them. Kris reported that someone suggested TC3 to her but
without having a name or dept. to approach this was not pursued. SUNY Cortland might have
rec. dept. students interested in the staffing positions but would have to be hired and supervised
by some agency or municipality.
DYC members were concerned that the CEC proposal would not meet the needs of Dryden
families. No transportation is included and the site would be difficult for youth employees to get
® to. DYC members would like to engage in discussions with CEC to try to develop something for
2008 and continue to explore other possibilities (including connecting with the Cortland Youth
Bureau as a possibility and exploring use of college Nvork -study student employees to help
stretch the budget.) DYC members asked what would happen to the $13,044 +$2,000 set aside
last fall for YCC. Kris said DYC could allocate the funding to another purpose. Members had
the following ideas: support additional staff positions at Dryden and Freeville camps, fiend a
staff position at Brooktondale Camp, approve summer youth intern position at Police Dept.,
increase municipal jobs funding to CCE for the year, support youth employees to work on
skateboard park, fund surnmer lifeguard positions at DHS pool, used by summer programs, fund
another youth development program. Members asked about increasing Tom's time; Kris said
funding could be used for this purpose but Tom works half time in Danby at present and would
likely not be able to increase hours in Dryden.
DYC asked Kris to draft a proposal with more details for discussion at the Feb. meeting.
2007 Goals Members reviewed DYC goals adopted last year. All voted to adopt them as goals
for 2007.
Police & Community Teacher Feedback With Alan not present, no update was made.
Misc. updates Kris distributed a DYC roster; all information was check for accuracy with edits
done as needed. Kris will distribute at the next meeting. Kris sent out requests for 2006 annual
reports from all funded programs. Deadline is Jan. 26; she'll start working on a DYC annual
® report when all have been received. She shared a copy of an Ithaca Journal Laurel she'd sent and
that was printed Dec. 30, recognizing Tracy and Kristen's contributions to the DYC. DYC
members signed thank you cards which Kris will send.
Other? Plan for Feb. meeting We agreed to move our Feb. meeting to the second Tuesday to
avoid the school vacation week. So we will meet Feb. 13 at 6:45 pm at Dryden High School
Library Classroom.
