Minutes
Present: JoEllen Bailey, Tracy Kurtz, Kristen Blackman, InShik Lee, Cynthia Waterman, Kris

JoEllen called the meeting to order at 6:40. Minutes from Oct. were approved with one
correction, P. 2, 9 3 — fix spelling from Caviato to Cavatio.
Nominate officers for 2007 inShik nominated , JoEllen as chair and Cynthia as vice -chair for
2007. Secretarial duties (minute taking) to rotate. Elections will take place at Jan. meeting.

Kris shared a draft working calendar with potential meeting dates and topics. A few adjustments
were made; Kris will email revised copy to all. DYC would like to return to meeting at Town
Hall when possible. Kris will contact Patty about availability for Jan. — March.
Membership Updates Kristen reported the Cavatios may be interested in a year but cannot do it
now. She had asked several others (McFall, Collins, Payne, Cestaro, possible in future) without
luck. JoEllen will follow up with Tom Fuchs. InShik had a few ideas and will follow up. Kris
sent a press release to the Ithaca Journal and Dryden Courier, neither has run yet. She will
contact Stephanie McConnell about the possibility of Freeville including a note about openings
in the Jan. sewer tax bill. Kris spoke with Steve Trumbull who agreed to bring it up at the next
Town Board meeting. JoEllen suggested that Kris contact Dave to see if a past program
participant might be interested; though he /she would likely be able to serve for only a short time
having a youth voice and perspective would be very good.
Updates from Kris — budget. CCE. update, communication with Town Kris reported the county
budget passed. She sent 2007 allocation award letters, based on Sept. DYC meeting. However,
Linda SchotTel called Kris to tell her an error was made in the CCE allocation, .(Their budget
pages showed 2 dilTerent requested amounts, Kris didn't catch the error, the DYC voted to award
$57,946 (plus $800 for municipal youth jobs) but CCE needs only $55,946 (plus $800 for M,JP).)
Cynthia moved, Tracy seconded, a proposal to reduce the CCE allocation to $55,946 ( +$800 for
MJP) and place this amount aside with a determination to be made by spring on how to allocate
it; all voted to approve. Ideas for $2000 could be to use for the proposed new youth conservation
corps program, use for additional municipal jobs through CCE, other.
Kris distributed Dave Hall's program report and directed DYC members' attention to 2 program
ideas he would like to offer and wants approval from the DYC for:
l) 6 -8 week high school leadership program — DYC members were not clear what leadership
skills will be developed and would like more details about the plan. Will it include outreach to
other high school students or involve planning or assisting with a larger event (such as
Envirathon or Primitive Pursuits Day ?) It would be acceptable for Dave and the youth to
develop a more detailed plan to share with the DYC in January, the DYC would also appreciate a
short presentation by participants about the program. Kris will communicate this to Dave.
2) Archery program at Kleins — DYC approved this request.
Kris spoke with Steve Trumbull and again asked that a liaison from the Town be assigned. She
will follow up.
Youth Conservation Corps Update Kris talked with both V. Freeville and T. Dryden, both would
like to see the program offered but cannot take responsibility for it. CCE made contact with
Cornell Outdoor Education, they are potentially interested (and have vans) but would like a
request for proposal with more details. In addition, SUNY Cortland and Sue Rausch (Camp
Earth Connection) may be interested. Kris suggested that in Jan. we develop a list of criteria for
a proposal. InShik asked that all DYC members receive copies of Sue Rausch's proposal and
copies of past Ithaca Youth Bureau proposals to help with this task. To be continued in January.
