Minutes

JoElten called the meeting to order at 6.40. Minutes from July were approved with no revisions.
Budget update Kris reported a small increase in projected state, aid; when matched by town will mean
$137 more than we projected in July, Budget cannot be flnalized until County Leg isIa (ure passes its
budget. The over - target request for additional youth employment funding for rising minimum wage was
recotmnendcd by county administrator. 'total projected as available for 2.007 is $85,044, In a separate
update, the Village of 1"reeville anticipates not using .$1 865 of its 2006 allocation_ The funding Caanot be
carried over to next year but could be reallocated .Cor use by 12131/06.
Discussion of 2007 funding requests decision on allocations Kris gave some background on the Ithaca
Mouth )3ureau's decision to not apply to run Youth Conservation Corps. Kids met with Allen and for a
combination of reasons (difficulty in finding appropriately skilled stag, insufficient funding for
organizational work done in the spring) IYB is unable to offer this program any longer. Kris has had
meetings acid discussions with several others about the possibility of another agency taking over this
program if the DYC wants to pursue tllis. All agreed yes. Kris asked what components ofYCC are core
that should be a part of a potential new program. All agreed that it he a work sett ing in which al I youth
I as a corps, there he appropriate supervision, that the focti�s is on youth building job shills and
having a successful first paid job experience, that the work be provided in Dryden in an Outdoor setting,
that the }youth feel that they're making a Contribution to their community through the project. Kris inet
with CCE, they are not able to offer it; Kris hW ill be talking With town/ v pages, ,Ien Dube, Sue
Rausch, Cornell Outdoor Education, One big challenge is a vary. for transportation, if work could be all at
one site it would open other possibilities. Other ideas? JoEllen will talk 1xit'h SUNY Cortland. Kris
suggested that if DYC wants to try to offer a YC:C =like program next summer, funding should be set aside
for this purpose and work be done over the coming months to arrange it. If DYC is not successful,
funding can be reallocated to other funded probrams (including the Police Community Youth Intern).
Other clarifications — CC:E has asked for a small increase to cover staff COLA and the program support
fee_ No change in program description for 3rooktonclale Camp, Free v9He Youth Jobs, Dryden Youth Jobs
(though Dryden's financial request is slightly higher due to rising minimum wage.) Police 8e, Community
requests has 4 components, 2 of which are new, Existing — In- schoo[ component at Freeville and Dryden
elementary schools, Summer ,k. Police Academy, New — 'Peen Program (monthly meetings) and Youth
Intent (summer job for teen). Kris reported that Alan still has no feedback from teachers at Dryden
Elementary School, he. will foI low up with the. principal. DYC members had concerns that the Police &
Community budget shoves that .DYC; is paying for a lot of officers' time, especially for prep, time,

The allocations were approved unanimously, .1cEl Ieai asked to add the follorwring proviso with regard to
the allocation for a Youth Conservation Corps -type program — "$1 3,044 is earmarked for a comparable
youth conservation corps type program to be explored in the coming months. If none is found by spring,
2007, the funding will be reallocated to other funded programs." All approved of this clariflication.
Updates from Cooperative Extension Iris distributed Dave's and Tam's program reports and the fall
program offerings.
Monitoring Updates JoEIIen, Kristen and Cynthia shared info about their monitoring visits this summer;
Iris has copies of written reports for V - Dryden Youth Jobs and V. Freevi[Ie Youth Jobs. In addition,
Karen Coleman monitored 13rookton dal e camp and Kris has a cope of that report. In hik reported that
Brooktondale had a large number of bays this summer.
Recreation Updates 'T'racy said there has been much discussion about the Rec. Partnership and asked Kri

to give details. In order to meet the legislature's instruction to present a budget wltlh no tax rate incxease,
the County administrator's proposed budget climinates county funding for the lee. Partnership.
Currently the RP is funded by County, 11A by City of Ithaca,' 4 by Town of Ithaca and' split between
other towns (except Lansing which is not a member)- RP bylaws regture that any partner give 14 months'
notice before withdrawing so the proposed county budget wiII fund RP with one -(true money for 2.007 and
end after that. Ulysses gave notice that it may withdraw, Tracy reported Dryden is considering this too.
But without County funding, tliere is a greater risk of the entire RP ending. Question — do we know loin
many Dryden residents participate in RP programs? Kris said yes, but it's Trot unduplicated- She did not
bring those tutr bers but wi11 let everyone know. The IYB has begun usuig a swi

) pation. It's not in use I'or all aspects at this time, however. Those who are
concerned should share their thoughts with their county ]egislators. 'Tracy also reported that football and
Pop 1 arner cheedcading are gettig off the ground. The l ec. Dept. is looking to expand program mi

local community centers, including for adults. Tracy has resigned her recr cm
omission seat, she will be
going back to school.
Other We passed around a card to thank Nita B al dqwi n [or her contributions and wish her well in her
retirement. In hik has moved, her new home is in the Town. She is interested in being appointed to fill a
Town seat on the DYC, Because of going back to school, Tracy wil l not ask to be reappointed when her
term ants tick Dec, Kristen also will not be asking For reappointment. Jol�llcn is killing to be reappointed
by - Dryden when her term ends 12/3)1/06. This will ieave� 2 seats open for the V. Fareevilie and one for
T- Dryden. DYC members shared suggestions (Melanie Fuchs, town, Katie Coffe, Freeville) andowill
follow up and repoil back at next meeting-
Next meeting will be on Tuesday, October 17, 2006 at 5:30 pm at Town Hall. Tracy will confirm
availability of the space with Patty MiIIard, our new town liaison, and arrange to get a key.
