Minutes
Present: DYC members Tracy Kurtz, Alan Macomber, Kristen Blackman, inShik Lee, Eric
McConnell, .Lyndsi Prignon; CYS Kris Bernnett, intern Megan Quinlan; T.Dryden liaison Nita
Baldwin; visitor (potential rep. from V. Dryden) Jo Ellen Bailey
Tracy called the meeting to order at 6:30. Introductions were made, Tracy welcomed Lyndsi to the
DYC and introduced Jo Ellen who is interested in the vacant V. Dryden seat.
Minutes from June were approved unanimously. Minutes from July were approved unanimously.
Reports on monitoring of summer programs YCC — InShik, Tracy and Kris attended end of season
recognition dinner; Kris shared Ithaca Journal article and photos re. YCC's summer bridge building
project and a written monitoring report, CCE - Alan visited several of Dave's and Tom's programs
this summer, there were usually 4 =7 youth participating per session, all had fun and Alan felt Tom
was especially great with the kids. Jr. Police Academy — Kris visited and shared a written
monitoring report. Brooktondale Camp — Kris visited and shared a written monitoring report. V.
Dryden Camp — Tracy said the program enjoyed using the high school location for camp this
summer, they could use the pool and cafeteria. She thinks they'd like to return to the HS next
summer.
40 Overview of projected 2006 budget Kris reviewed the projected revenue for 2006. The County
Youth Services Dept. has requested 2 over target requests (OTR's) that would provide additional
funds for 2006. The County Administrator has recommended the OTR's and so far the outlook is
good but until the county legislature adopts a 2006 budget we won't know our exact budget for
sure. One OTR is to help absorb the increasing costs of youth employment (MJP) because of rising
minimum wage, it will go up to $6.75 in 2006 and to $7.15 in 2007. The second OTR would raise
the base salaries of the CCE. program managers. (This came in response to a study done by CYS in
2005 to compare CCE salaries with other comparable jobs and a recortuilendation to raise the
salaries.) There are slight decreases expected in NYS aid.
Scenario 1 shows the anticipated additional funds for MJP. Scenario 2 shows the additional funds
for MJP and the additional funds for the CCE program manager salaries. Kris stressed that if the
OTR for the CCE salary increase is approved that it must go for this purpose. Kris asked the DYC
to use the Scenario 1 amount for planning its 2006 allocations, $79,764.
Review of 2006 funding requests, discussion K. vote on funding to be recommended to Town of
Dryden Board Kris gave a brief rundown of programs and their requests. She apologized that DYC
members did not receive many of the funding requests before the meeting, many programs were late
with their applications. Freeville is requesting $6000, $28 less than 2005. Some requested
increases for 2006 are because minimum wage is increasing (YCC, V. Dryden Jobs). Brooktondale
Camp has requested an increase of $250 to cover rising costs. CCE's requested increase is for 2
main factors: 3% COLA for program managers and not anticipating any fund carryover from 2005.
0 (In a conversation today with Linda Schoffel, Kris learned that there may be approximately $500 in
carryover funds.) V. Dryden Police has increased its request: it wants to add a summer youth
employment job plus it showed higher costs to continue with the current classroom visits and Jr.
Police Academy. (DYC members expressed misgivings about an increase in the Police &
Community budget. It looks like the DYC is being asked to fund police salaries more and more.
We should set a goal for the next 6 =9 months to work with Mayor Reba Taylor and Chief Ryan to
resolve concerns of DYC members about the Police & Community program.) No request was
received by Coddington but Kris believes they would like funding for 2006 to remain the same,
$800. After discussion, In Shik moved, and Lyndsi seconded, the following allocations for 2006:

There was no additional discussion. Tracy asked for a vote, the motion carried unanimously. Kris
will communicate the request to Steve Trumbull.
Transportation Stud, Pins The County Youth Services Dept., as part of its service plan, will
undertake a web based student survey this fall of youth transportation needs. Kris shared a flyer
that will be shared with school officials and others soon. Eric suggested sharing the info with the
Dryden Youth Opportunity Fund which had identified transportation as a need in its recent needs
assessment. Kris will do so.
Recreation Updates Tracy said that Pop Warner football and cheerleading are underway. There
was recently a battle of the bands at the frehall. The parents of Chris Ackley (who died in June) are
spearheading an effort to bring a skateboard park to Dryden. The firm Parkitects will set up mobile
skateboard equipment for a one -day event at the tennis courts at Montgomery Park to gauge interest
in the community for a park. The Town may look into buying or leasing the mobile equipment and
setting it up twice a week. They face the challenge of where to put it, the Village of Dryden is not
interested in housing this permanently but the Town would like a central location. Finally, the Rec.
commission is looking to do another Club Dryden event soon.
Other, plan for Oct. meeting Tracy said she has made her new, centrally located classroom at DHS
available to Dave and Tom for their programs this year. Tracy has talked with Cynthia Waterman
who may be interested in joining the DYC in Jan. when Eric's term expires. Kris has sent her the
application. Jo Ellen asked Kris to also send one to her. Next DYC meeting will be Tues. Oct. 18,
6:30 pm. Liaisons will contact YCC and CCE to confirm their presence. The meeting was
adjourned at 8:30 pm.
