TOWN OF DANBY
TOWN BOARD MEETING MINUTES
January 13, 1986
The regular meeting of the Danby Town Board was called to order at 8:02 PM at the
Danby Town Hall, 1830 Danby Road, Town of Danby,, County of Tompkins, New York,
January 13, 1986, Supervisor Burdick led the pledge of allegiance to the flag.
Board members present:

Others present: Herb Engman, Don Graham, Frank Proto, Kenneth Coddington, Joan
Bordenet, Francis Wright, Edward Roberts, Roy & Mary Casterline, Pamela Clermont,
Councilperson Roberts moved to approve the December 9 special meeting minutes,
seconded by Councilman Dietrich, carried unanimously..
Councilman Dietrich moved to approve the December 9 regular meeting minutes, seconded
by Councilperson Roberts, carried unanimously.
Councilman Dietrich moved to approve the December 30 special meeting minutes, seconded
by Councilperson Tagliavento, carried unanimously,
Communications:
1. Letter from Gloria Benson, leader for Danby Bears 4 -H group requesting use of
town hall on February 15 for area 4 -H demonstrations.
2. Mrs. Erling is requesting use of town hall for aerobic classes during the
weekdays and some evenings starting in March.
3. Association of Towns announcement of the 1986 Annual Convention for all town
officers to held February 16 thru 19 in New York City. The town board will
need to appoint a voting delegate for the convention to represent Danby.
4. Memo from Frank Proto regarding County committee appointments. He is encouraging
Danby officials to serve on committees of interest.
Privilege of the floor:
Councilperson Roberts gave a brief report received from the American Community
Cablevision which consisted of the cablevisions 1985 Annual report and a listing of
all line extensions completed within the county during the fiscal year ended June
30, 1985.
The town clerk is requesting permission to attend the 1986 Annual Conference of
the Association of Towns February 16 -19. Due to the absense of Judd Leonard
she is requesting permission for him to also attend the conference.
Frank Proto gave a report for the County Board of Representatives. He is still
working on the contract between Danby and the Bookmobile.
Work on Jennings Pond by the state parks has ceased for the winter and will resume
again in the spring.
• Frank also mentioned there is additional youth aid available for this year.
Joan Bordenet requested permission for use of town hall by the Community Council
on Saturday's during the hours of 12:30 to 4 to hold movies and youth activities.
Francis Wright gave a brief report for the County Transportation Commission.
He mentioned the Parkit Ride program has not taken off successfully.
Mr. Wright has requested permission to attend the Association of Town Conference
in New York , February 16 -19,
Committee Reports:
EMC.: Herb Engman reported there will be an underground water educational program
to be offered sometime this spring. He said the EMC are working with the County
for siting of a new landfill site.
Herb said work on Jennings pond is moving along very will and should be completed
on time. He reminded the board it is the town's responsibility to clean the beach
area of weeds and prepare it for swimming.

Community Council: Joan Bordenet reported they are presently working on their
budget and programs for this coming year.
Highway: Pete reported the men are busy keeping roads clear. They are presently
working on widening Emery Road in West Danby.
Zoning: Annual report was read by Town Clerk as follows:
8 permits issued for Garages, value:. $46,500.
13 permits issued for Accessory (additions), value: $312,550.
15 permits issued for new homes, value $602,000.
3 .reconstruction permits were issued, value: $27,000.

Planning Board: Don Graham reported the planning board and town board have met
and discussed zoning ordinance revisions. Mr. Graham said there will be a meeting
by the County Planning Board February 12, 7:30 PM at the county planning office to
discuss garbage disposal in Tompkins County,
Water District : Annual report was read by the town clerk: George Armstrong was
appointed to another five year term on the board of Water Commissioners, effective
January 1, 1986. The town board must also approve his appointment. The inside
piping in the pump house is in need of cleaning and repainting and will be done
in the near future. The total water pumped for 1985 was 4,515,900 gallons.
BZA: Ed Roberts reported they are still in need of new members.
Pam Clermont said she received a letter from the health department regarding
Chuck Bruce's property 1) illegal mobile home set up, 2) illegal sewage system
installation. After brief discussion the board agreed to table the matter and
have town attorney review the situation and report back to the town board.
Old Business:
The-town attorney has drawn up a letter to Margaret Adams notifying her of town's
decision to bid on the destruction of the remains of her property. The town clerk
will mail the letter and advertise for bid one week after Mrs. Adams has received
the letter.

Councilperson Roberts moved to approve use of the town hall by the Danby
Bear's 4 -H group for demonstrations February 15, seconded by Councilperson
Tagliavento, carried unanimously.
Councilman Dietrich moved to approve use of the town hall for aerobics beginning
in March, seconded by Councilperson Roberts, carried unanimously.
Councilman Dietrich moved to approve use of town hall on Saturday's by the Com-
munity Council for youth activities, seconded by Councilperson Tagliavento, carried
unanimously.
Councilperson Roberts moved to authorize the supervisor, town clerk, zoning officer
and Justice Wright to attend the conference in New York City February 16 - 19,
seconded by Councilperson Tagliavento, carried unanimously.
Councilperson Roberts moved the appointment of.George Armstrong to serve on the
Board of Water Commissioners for a five year term, beginning Jan. 1, 19862
seconded by Councilman Dietrich, carried unanimously.

Councilperson Roberts moved to appoint Don Burdick as voting delegate to the
Association of Towns Conference and Linda Fetherbay as alternate, seconded by
Councilperson Tagliavento, carried unanimously.
Ed Roberts said the urinal in the men's room needs to be removed or repaired.
Councilman Dietrich moved to have a plumber give an estimate on what needs to
be done to improve the system, seconded by Councilperson Tagliavento, carried
unanimously.
Supervisor Burdick distributed a copy of a letter from the Health Department
regarding Charles Bruce's property on Danby regarding illegal mobile home set up
• and illegal sewage system installation. After brief discussion, the board members
were in agreement to have the town attorney send a letter to the Bruce's regarding
the violations.

Supervisor Burdick reported Roberts Rules of order will be followed except when
special roll call vote is necessary. Rollcall will be alphabetical with Supervisor
voting last. All meetings will begin at 8;00 PM. Method of claims for payment of
all bills will be by voucher. Vouchers may be submitted to the Town Clerk.
The town board, accordance with Town Law AT 103 will audit all bills. All personnel
matters will be discussed in executive session.

Councilman Dietrich moved to approve payment of warrant #1, General Fund in the
amount of $1,155.76, seconded by Councilperson Roberts, carried unanimously.
Councilperson Roberts moved to approve payment of warrant #1, Highway Fund in
the amount of $3,381.10, seconded by Councilman Dietrich, carried unanimously,
Councilperson Tagliavento moved to accept the Supervisor's reports as presented,
seconded by Councilperson Roberts, carried unanimously.
Councilperson Roberts moved to adjourn the meeting at 9:32, seconded by Council-
