HomeMy WebLinkAbout2004-09-21Dryden Youth Commission ® September 21, 2004 Minutes Present: InShik Lee, Kristen Blackman, Eric McConnell, Tracy Kurtz, Kris Bennett, Nita Baldwin Excused: Alan Macomber Tracy called the meeting to order at 7:07 p.m. Minutes were approved with one correction on p. 2. Kris shared the following: Photos from summer Youth Conservation Corps 2 cards for signing - Walt Matyjas - to thank him for his work on the DYC, Bridget Gaines - to congratulate her on her recent marriage Copies of the Ithaca Parent & Teen Magazine, which contains the County Youth Services OJ Guide to Teen Services, and Activities. Tracy took extra copies for the school; Nita took extras for Town Hall. Dates for the Youth Horticulture Apprentice Program which will be a part of Bridget's Green Thumbs program Notice of upcoming parenting classes in Dryden Copies of Bridget's August program report Budget update - NYS Assembly failed to override Governor's veto of budget cuts so the anticipated 2005 revenue from NYS will most likely not increase. In a recent conversation with Spvr. Steve Trumbull, Kris asked that the Town keep its contribution for 2005 the same as for 2004, even if there are cuts from the State and/or County. He said he is a supporter of youth and would bring this to the Town Board for consideration. Even if this is approved, it still means a decrease in funding from 2004. Tracy reported that that a new Rec. Coordinator has been hired: Jennifer Staton. She will start in Oct. pending ®approval by the Town board. Also, a SUNY Cortland Rec. class has contacted the Rec. Commission about doing a survey of Town Rec. needs for a class project. We agreed to discuss this further in Oct. to see how Youth Commission could benefit from this, too. Discussion of 2005 Funding Requests Freeville Youth Jobs - Kris passed out a budget sheet that took the info submitted by Village Clerk Patty Mooney and put it in the way the DYC is used to looking at it. Kris also spoke with Patty to clarify their request. They are hoping to expand their CIT program next year and propose providing $300 stipends each to 5 CIT's. The CIT's would also participate in baby sitter training and receive Red Cross certification. Eric reported that the program has asked to use his church for next summer since the school will be undergoing renovations. The church would require some sort of insurance or deposit to cover any possible damages. Dryden Youth Jobs - Same basic proposal as last year. DYC members wish the program could provide more youth jobs or CIT experience. Kris reminded all that allocations to V, Freeville and V. Dryden should be equal. (V. Dryden allocation can be split between Dryden Youth Jobs proposal and Police & Community.) Dryden Police & Community - Proposal is for 2 components: Summer Jr. Police Academy, in- school police presentations. A question was asked about the youth ages 04 to be served, Kris said this was for presentations in Head Start classes. Kristen said the McLean HS is no longer operating though the Dryden one is. Tracy reported that the police officer does not always arrive at school for scheduled presentations; sometimes a police matter arises that takes precedence. DYC members questioned the value of the in- school presentations - how much do youth get out of a lecture format a couple times a year? This is not youth development! How can we ask the Police Dept. to expand the Jr. Police Academy component - perhaps twice a year? Or encourage other youth development focus, such as mentoring at Police Station? DYC members requested that Kris set up a meeting ®between Mayor Reba Taylor, Chief Margaret Ryan, Kris and DYC members to discuss the commission's goals and concerns. Kris will make arrangements and notify all when it's scheduled. Brooktondale Camp - Proposal is basically the same as in past years, Youth Conservation Corps - Proposal is pretty much the same as in past years. Kris had requested from IYB more breakout of the budget, showing detail of the IYB contractual portion, and attached it to the proposal. Nita shared a copy of the invoice IYB had sent to the Town for payment and reported that Steve Stelick was very concerned about the high 'IYB administrative" cost. Kris will call him to see if she can clarify. Nita shared a parent evaluation form that had been received at Town hall for Youth Conservation Corps, Cooperative Extension - Kris reported that the budget request is higher this year in large part for 3 reasons: 1) Last year Bridget's position was vacant at the beginning of the year and DYC projected savings until it was filled 2) 3% raises for all CCE staff 3) large increases in unemployment insurance. Program budget is otherwise pretty lean. Will NYSEG be making grants available again? Kris has both called and emailed the contact from last year but gotten no response; she'll follow up. Tracy reported that Dryden will not have a Liberty Partnership person in the school this year so CCE should request funding from the school from this source. Kris will notify Linda Schoffel. Could CCE apply to the United Way Youth and Philanthropy for funding? Kris clarified that there are 2 components: a high school one, available countywide to not - for - profits, they'll have $20,000 to distribute, And a middle school one, available this year in Enfield (the Dryden project 2 years ago was a pilot; they are rotating the community in which they work.) Kris will forward info about this to Linda and also to Tracy and InShik. Coddington Road Community Center CIT Program - Requesting $800, $200 more than last year to further expand CIT program. Finding Our Strength, Finding Our Voices - Had not applied initially but after speaking with Kris did submit an application to repeat the program next year. They are starting up this fall. Horticulture Apprentice Program - Decided not to apply. After the above discussion, InShik moved and Eric seconded the followinq allocations: 'Scenario 1 - If Town of Dryden reduces its contribution to match State and County funds. 'Scenario 2 - If Town of Dryden does vote to keep its contribution the same as 2004. All voted yes to approve the above. Kris will prepare a request and set a time to meet with Spvr. Steve Trumbull, Other Updates - Kristen shared her monitoring report for the Freeville Summer Rec. Program. She also reported that she had received a complaint call from a parent about CCE - she had signed her child up for Archery with Dave and was not notified that her child was on a wait list in advance. Her child showed up for the program only to be told he wasn't in, Since the bus had left, it meant scrambling to get the child picked up. The same thing happened with "Animal Helpers" - had too many kids, parent did not receive notification. This parent had made a "donation" and was very annoyed. All were surprised since Dave is usually very good about notifying parents in advance when classes are full. Kris will contact Dave or Linda to double check on procedures for these situations and to find out what accommodations are made for kids who were wait listed - do they move to the top of the list for the next session? Tracy also asked that CCE flyers be spell checked before being posted. Next meeting will be Oct. 19, 6:30 p.m. In addition to items on the 2004 Working Calendar we will discuss the SUNY class survey project, and hopefully be able to report back on the discussion with V.
