SPECIAL TOWN BOARD MEETING
The Special Meeting of the Town Board of the Town of Cortlandville was held at the
Raymond G. Thorpe Municipal Building, 3577 Terrace Road, Cortland, New York, with
Supervisor Tupper presiding.
Members present: Supervisor, Richard C. Tupper
Councilman, Theodore V. Testa
Councilman, Walter J. Kasperek
Councilman, Gregory K. Leach
Town Clerk, Karen Q. Snyder, RMC
Absent: Councilman, John C. Proud
Others present were: Town Attorney, John Folmer.
Supervisor Tupper called the Special Meeting to order.
Councilman Leach made a motion, seconded by Councilman Kasperek, to receive and file
the Cortlandville Planning Board minutes of February 21, 2017 as written. All voting aye, the
motion was carried.
RESOLUTION #60 AUTHORIZE PAYMENT OF VOUCHERS - MARCH

RESOLUTION #61 ACCEPT RESIGNATION FOR RETIREMENT FROM JACK
THORNTON FROM THE WATER & SEWER DEPARTMENT
EFFECTIVE MARCH 18, 2017

BE IT RESOLVED, the Town Board does hereby accept the letter of resignation for retirement
from Jack Thornton from the Cortlandville Water & Sewer Department, to be effective March
18, 2017, and it is further
RESOLVED, his letter of resignation for retirement is hereby received and filed with regrets.
RESOLUTION #62 DELARE THE MONTH OF APRIL AS FAIR HOUSING
MONTH IN THE TOWN OF CORTLANDVILLE
Motion by Councilman Kasperek
Seconded by Councilman Leach

ADOPTED
WHEREAS, in accordance with the Title VIII Fair Housing Policy of the Civil Rights Act of
1968 and the Fair Housing Amendments Act of 1988, and
WHEREAS, the month of April 2017 has been designated by the U.S. Department of Housing
and Urban Development's Office of Fair Housing and Equal Opportunity as Fair Housing
Month, now therefore
BE IT RESOLVED, the Town Board of the Town of Cortlandville hereby declares and
proclaims the month of April as Fair Housing Month in the Town.
RESOLUTION #63 AUTHORIZE HIRING BRIAN M. CLUKEY AS A WATER
TREATMENT PLANT OPERATOR TRAINEE
Motion by Councilman Leach
Seconded by Councilman Kasperek

BE IT RESOLVED, the Town Board does hereby authorize hiring a full time employee, Brian
M. Clukey of 4160 Crainsmills Road, Truxton, New York 13158, as a Water Treatment Plant
Operator Trainee for the Town's Water & Sewer Department, effective March 27, 2017, and it is
further
RESOLVED, the starting salary shall be $36,004.80.
In regards to hiring the new employee for the Water & Sewer Department due to a
vacancy, Councilman Leach questioned the need for this employee. He reasoned that with the
Town's new meters and the ability of the radio reads would it be necessary to hire a new
employee. Supervisor Tupper remarked how Councilman Proud is very involved in the Water &
Sewer Department. Councilman Proud agreed there is a need for the new employee.
Councilman Leach explained that in his business, with newer equipment and higher technology
has cut down on his labor costs. He recommends in the future the Town develop a system to
justify the hiring of new employees.

Councilman Testa and Town Clerk Snyder commended Superintendent of Water &
Sewer, Peter Alteri for his unwavering dedication to the town. Mr. Alteri proved to be of
invaluable assistance to Town Clerk Snyder and Councilman Testa during the snow storm on
March 14"' and March 15th that closed the Raymond G. Thorpe Municipal Building for two days.
RESOLUTION #64 AUTHORIZE SUPERVISOR TO SIGN RENEWAL
CONTRACT WITH SYRACUSE TIME & ALARM CO., INC.
Motion by Councilman Leach
Seconded by Councilman Kasperek

BE IT RESOLVED, the Town Board does hereby authorize and direct the Supervisor to sign the
renewal contract with Syracuse Time & Alarm Co. Inc., for fire alarm testing and inspections of
the Raymond G. Thorpe Municipal Building and the Municipal Garage (Water & Sewer
Building) in an amount not to exceed $1,040.00 for the year.
RESOLUTION#65 SCHEDULE PUBLIC HEARING FOR LOCAL LAW #1 OF
Motion by Councilman Leach
Seconded by Councilman Kasperek
VOTES: AYE - Tupper, Testa, Kasperek, Leach NAY - 0

ADOPTED
BE IT RESOLVED, a Public Hearing shall be scheduled for April 5, 2017 at 5:00 p.m. at the
Raymond G. Thorpe Municipal Building, 3577 Terrace Road, Cortland, New York, for Local
Law #1 of 2017, adding Chapter 75 to the Town of Cortlandville Code regulating gas stations
within the town.
No further comments or discussions were heard.
Councilman Testa made a motion, seconded by Councilman Kasperek, to adjourn the
Special Meeting. All voting aye, the motion was carried.
The meeting was adjourned at 10:20 a.m.
