Kristen called the meeting to order at 6:05 pm.
Cooperative Extension Updates: Carissa elaborated on her previously mailed program report. Girls
Group made holiday gifts. Creativity Club created and sold its Teen 'Zine (copy was available at the DYC
meeting). Another issue is planned for Feb. or thereafter. They also want to plan a dance. The United
Way FOCUS group finished its 6t' grade youth & philanthropy project; 7 girls participated. A wrap up
awards event took place on Dec. 10, their photo collages showing their community strengths were on
display. FOCUS chose Catholic Charities and Family & Children's Service to be beneficiaries of its
funding. The girls learned to work as a group and compromise. Dave reported that Tim Drake has been
doing Primitive Pursuits with a group of home schoolers, mostly from Dryden. Outing's last day is Dec.
18; 14 are currently enrolled (but someone is always absent so the maximum of 12 is never exceeded,)
Two new groups of Teen Challenge will begin in Jan. Mission Wolf was a big hit; 192 attended. Cost
was 5600 but admission fees covered it. He is hoping to bring the Cornell Raptor program in the spring
for another community event. The Sciencenter event didn't happen. Dave clarified that sign ups for the
Summer Jr. Police Academy are voluntary but did say that some kids last summer were "strongly
encouraged" to attend. He wasn't sure if they were required to by the school. Dave and Carissa have
their winter program calendar almost ready and will print it in the Shopper soon. Amanda distributed a
budget update through November; CCE has spent almost all its 2002 Dryden funds. (A result of having
® program managers in place all year) One thing to be aware of Dave's Thurs. afternoon program has
been Outings which had no additional cost associated with it, If he substitutes another program in that
slot once Outings ends, there will be costs. Amanda is leaving her position at CCE at the end of the year
to take a job with BOCES. CCE will hire a new supervisor; in the meantime Karen Coleman from TCYB
will provide coordination and supervision of the program managers on an interim basis for up to 8 weeks_
DYC Budget: Nita had questions on a mailing she'd received recently from TCYB, showing unclaimed '02
funds. Kris explained that some are not likely to be claimed since the programs are done (YCC, BCC
Camp) but will follow up to see if they can be shifted to CCE which could use them by year's end. Walt
moved, Kristen seconded the transfer of funds if it can be done. All approved this motion.
IYB Outings, YCC: Allen presented costs for several Outings options for DYC to consider. Some
communities /commissions are committing funds for Outings for 2003. IYB will also be offering some fee -
based recreational programs of Outings activities. Reinventing the Outings program will have effects on
YCC, IYB is willing to discuss a "package° of some sort, linking Outings with YCC to minimize costs.
Allen reported briefly on the work done by YCC last summer. Kris told him that Mayor Taylor would
welcome more work next summer at the Cemetery. Allen said there will most likely be more work needed
at the Malloryville Bog as well as playground maintenance. The Commission told Allen that should they
finalize the YCC allocation for 2003 for the lower amount, they will want to discuss with him how the
program should be altered. DYC prefers to shorten the hours of the program rather than reduce the .
number of participants. Allen mentioned that when preparing the budget he uses a fringe rate of 10 %;
Kris will check to see what the Town pays and perhaps some savings can be found here.

2003 Calendar, Goals: Program Liaisons, Member Roster; Recent Outcomes Training: Kris distributed a
draft calendar for 2003; all agreed to use this as a guide for meeting dates. Times will need to be set for
April -Dec. Kris distributed a copy of the 2002 goals. Walt who had attended the recent Outcomes
Training suggested we review the goals more carefully with an eye to setting outcome goals for both the
DYC and its programs. All agreed to postpone setting goals so more time can be devoted to them. Walt
shared his copy of the notes from the training; also he received a book for the DYC; Jean took it to look at
and will pass it along to another member next month. Kris passed out a list of DYC members and
contacts for all to review and update. Members also signed up to be liaisons to funded program for 2003.
November Forum: Kris passed out a summary of information from the Dryden summary as well as a
compilation from all 6 forums. There will be a meeting on Jan. 11 to review the findings from all the
forums. She suggested that we postpone any further discussion until next month.
Discussion of Meeting with Village of Dryden: Jean and Russ updated the others on the Dec. 10 meeting
with Mayor Reba Taylor and Chief Margaret Ryan. Margaret subsequently clarified her budget which was
distributed to DYC members. Jean, Russ and Kris felt the meeting went well and that Reba understands
that the DYC is committed to supporting programs in the Village though it would prefer to support the
summer program more fully rather than the Police and Community classroom visits.
Finalize 2003 allocations and budget: Kris distributed a budget with the preliminary allocations made in
Sept. The total available including the Town match is $79,570. After discussion of making more equal
the allocations to the Villages of Freeville and Dryden these 2003 allocations were made:
Freeville Youth Jobs - $6,638
Village of Dryden Youth Jobs - $2,280
Village of Dryden Police & Community - $4,358
Brooktondale Day Camp - $1,000
IYB Youth Conservation Corps - $13,345
Cornell Cooperative Extension - $47,882
After School Skating through Dryden School Age Program - $800
Municipal Jobs (through CCE) - $3,267
Total - $791570
Kris will prepare and send letters to all.
Next meeting will be Tues. January 21 at 6:00 pm at Dryden Town Hall.
