The meeting was called to order at 7s35 P.M.
Privilege of the Floors Charlie Robinson, who lives on the main road,
asked the Board to consider noise in its revision of the. Zoning Ordinance.
He thought there should be some sort of limit on both the volume and
the time of day for noise generated by businesses, especially where
residences exist nearby, The Board agreed that this should be a con-
sideration. So far it has been recognized in our revision only by
restricting certain characteristically noisy businesses to areas not
near residences. We agreed to give it further thought.
Regular Agendas Richard Yunge was present on behalf of the School of
the Ffngerlakes. The School would like to conduct a wholesale baking
operation in the kitchen area of the ITL building on Gund.Prman Road
(the ^rmer Danby School). Doing so requires a change in the Planned
Deve opment District regulations governing the�TTL property. A request
to amend. those regulations in order to permit the bakery and also to
Permit ITL to sell the property and then lease it back had been made to
the Town Board and had now been referred to us. We agreed that the
district regulations apply to the property regardless of ownership, and
so the request for a change in order to sell the property and lease it
back was not necessary. A change is necessary to permit the bakery
operation, though. The Board asked for an outline of the operation.
In briefs This would be a food processing facility liscensed. by the
New York State Department of Agriculture and Markets. The group intends
to produce a variety of baked goods, including bread, cookies, granola,
and knishes. This would be done using volunteer labor. Equipment
would include sink, oven, tables, a refrigerator, and racks. There
would be no retail traf'ic. Sale of the goods would help support the
School. The Board's concerns were:
Is the septic system adequate? The volume Of wastes generated
would be far less than when the school was used by the City School
District and hence the system should be amply large.
What is to prevent this operation from growing into a size that
would adversely affect the neighborhood? Since tha is a. volunteer
activity, it would be unlikely to get very large. Board members pointed
out that there is no assurance that it will remain a volunteer effort
in the future, or that a change in ownership might not result in a
different operating philosophy.
What is to keep this operation from disturbing the neighbors at
night? Volunteer parents of school children will not work at 2 A.M.
The board felt that while the proposed operation was unlikely to deviate
from the operating scenario described for us by Mr. Yunge, it was none-
theless desirable for the Town to include some restrictions in the
district regulations in order to protect the neighborhood in the event
Of a change in management or ownership. We therefore recommended to
the Town Board (unanimously) that the requested. change in district re-
gulations be granted, but with the following restrictions: that no more
than five people work at a time, and that hours of operation be limited
to betweem b A.M. and 10 P.M. We noted that the School was currently
leasing from ITL more space in the building than the district regula-
tions allowed, and so we recommended that the regulations be changed
to allow ITL flexibility in deciding how mt.ch space to lease to the
School.

Don reported that the budget hearing had gone smoothly, and that the
Town Board had voted to :change the Highway Superintendent's salary
to 18,500 dollars. The Town Board had also agreed to schedule, before
the December Town Board fneeting, a presentation by the SPCA of the options
for dog control available through that organization. Donafo reported
that the County had informed the Town Board that a new communication
tower for the emergency network is to be constructed on DurfPP Hill.

revision. We decided in
the end that
with a
new
Town Board in place
It would be well to meet
with them and
see if
we
couldn't agree on a
future course of action
on our part.
