You are empowered and recommend to your municip should be funded, appointed as a member of the Dryden Youth member involves real responsibility and to look into the needs of youth in your area ality programs that meet these needs and Here is a short history of the Dryden Youth Commission: Dryden, one of the fastest growing communities in the county, is home to more youth under 18 than the City of Ithaca. For many years, the Town of Dryden and the Villages of Dryden and Freeville have offered a wide range of sports and recreational opportunities. Over the last ten years, the Villages and Town have independently developed youth service programs such as an Officer friendly program, a summer employment service and a summer jobs program in Freeville. In 1989, Youth Board members from Dryden and Freeville co- sponsored a community forum on youth issues with the County Youth Bureau. A number of citizens wanted to keep the discussion about youth needs alive and turn their ideas into improved services for youth. With help from the County Youth Board and Bureau, the municipalities organized the joint Dryden Youth Commission in 1990. During the next year, the Commission evaluated and redirected the Dryden Youth Pride Program {now operated by Cornell Cooperative ExtensionF and the Conservation Corps toward programming for middle school youth and helping youth to prepare for employment, find summer jobs and use their leisure time well when not working. To implement their vision, the Youth Commission decided the Town needed a paid youth worker to help plan and co- ordinate local programs. In 1990 they contracted with Family and Children's Services for a half time youth worker. In 1996 this contract ended and they contracted with Cornell Cooperative Extension for a full time Youth Worker and added a half time worker who was also employed by the Liberty Partnership Program at Dryden High School. In 1998 the Youth Commission has worked to expand programs during the summer with a special focus on job skill development and a youth employment program. A Ice'skating projeci, operaied by the Dryden School Age Program, reached about SO grade school youth who might not have had the opportunity to participate. AUTHORITY: OPERATING GUIDELINES FOR TOWN OF DRYDEN YOUTH COMMISSION The Town of Dryden Youth Commission was created by resolution of the Boards of the Town of Dryden and Villages of Dryden and Freeville in 1990 pursuant to Articles 95 and 13 of the General Municipal Law. Article 95 charges Youth Commissions with the responsibility for coordination of youth programming within the municipalities and Article 13 enables municipalities to create joint recreation commissions which may include youth service programming as well. PURPOSE: The purpose of the Youth Commission is to recommend plans and procedures to the sponsoring municipalities the development, implementation and coordination of programs that meet the recreational and development youth. RESPONSIBILITIES: The Youth Commission is empowered to: policies, to enable effective needs of 1. Assess the needs and priorities of the youth of the community and develop programs to meet these needs; 2. Analyze the existing youth service system, determine the gaps in services and design programming to avoid duplication and to enlist the participation of youth who are normally not attracted to existing programming; 3. Review all requests for municipal funds for youth programs and shall recommend to the Town and Village Boards programs to be operated directly by the municipalities or through contracts with qualified agencies; 4. Reassess programming periodically to assure that it is, in fact, meeting the needs for which it was originally designed; 10 5. Inform the public of the existence and goals and duties of the Youth Commissa.ort, ao as to enlist maximum participation and support for youth programming; b. Encourage the active participation of young people through the appointment of youth members to the Youth Commission and /or the creation of a Youth Advisory Council; 7. Explore and evaluate a variety of sources for the funding of youth programs, Maintain a direet line of cornrnuna.cation between the commission and the Municipal Boards; 9_ Participate in the Tompkins County Comprehensive Youth Service Plan to ensure coordination with other youth service providers and to maximize utilization of available resources; ] - Recommend potential County Youth Board members to the mnicl.palities when vacancies occur. j a51L'L'iGi31 F. i 1, The Youth Commission shall be romprlsed of 7 voting members The Town Board shall at all times be represented by three members on the Youth Commission. One member shall be appointed annually by the Town Board to a three -year term. Each of the Tillage Beards shall at all times be represented by two members on the Youth Commission. One membex shall be appointed annually by the Village Boards to a two -year term. In the event of it appropriate municipality will appoint a member to fill the unexpired term. 10 5. Staff from each program funded by the municipalities shall attend Commission meetings regularly to report to and advise the Youth Commission and to assure coordination of commission - sponsored programming; 6. From the three municipal representatives to County Youth Board, one shall serve as a liaison to the Youth Commission. It will be the responsibilities of the three representatives to determine who the liaison shall be. The liaison shall receive a copy of all minutes of the Youth Commission. OFFICERS: ].. The officers of the Youth Commission shall consist of a Chairperson and a Vice Chairperson /Secretary; 2. Additional offices may be established by the Youth Commission if needed to ensure the proper functioning of the Commission; 3, The Chairperson shall preside at all the meetings and discharge the duties pertaining to the office. The Chairperson shall appoint all committees and committee chairs; 4. The Vase Chairperson /Secretary shall perfrom the duties of the Chairperson in the absence of that officer; 5. The Vice Chairperson /Secretary shall keep an accurate record of all meetings of the Commission to be kept on file in respective municipal offices; 6. The Term of Office shall be for one year, commencing at the first meeting of the new calendar year where the first order of business shall be the election of new officers nominated by the members of the Commission; 7. FISCAL AND PROGRAMMATIC AFFAIRS: 1. The Municipal Boards have the general power and control over the fiscal affairs and expenditures of the Youth Commission. The Town of Dryden will be designated as the disbursing municipality and will be responsible for entering into contracts, payment of authorized expenditures, submissions of applications and claims; 2. The proposed annual program description and operating budget of the Youth Commission shall be adopted by the Youth Commission by October 1, signed by the Chairperson, and recommended to the Municipal Boards for consideration as part- of the Municipal budgets; 3. The Youth Commission shall determine the nature and frequency of program reports to be required of Commission sponsored programs; 4. The Youth Commission shall report annually to the municipal boards. COMMITTEES: 1. Shall be appointed as needed and may include non- commission members; A. Joe 0 Draft Dryden Youth Commission minutes September 15,1998 Freeville Village Hall Attending: Steve Kirsch, Nita Baldwin, Dave Hall, Jean Simmons, John Lampman, Tracy Kurtz, Karen Coleman • Steve gave a brief overview of the roles and responsibilities of the Youth Commission. Each participant was given a copy of the operating guidelines. • Dave gave a program report including a summer program report which was successful. Fall programs being considered: Self Defense with Kathleen Garrity, or Adam Crown, Cooperative Extension Community Garden Project perhaps in conjunction with Sr. Citizens. Currently recruiting middle school youth for the Outings group, there are b openings. Monica will be working in Dryden again this school year. Will explore leadership activities for youth , Primetime information and Channel 13 video project. ® Discussion of membership: Marcia and Scott Sheavly who were appointed by the Village of Freeville have resigned. Steve Kirsch appointed by the Village of Dryden has handed in his resignation, he will meet with us in October to make budget recommendations to the Town. We will need to appoint a new chair. We will need two Village of Dryden reps.,, One Town Rep and another from the Village of Freeville. The Village of Dryden also has a vacancy on the County Youth Board. • Requests for funds will be distributed with the agenda for the October 20 meeting. We expect that we will receive applications from the, some programs as we did last year. The October meeting will be discussion and recommendation meeting.
