HomeMy WebLinkAbout1985-10-14• I �' TOWN OF DANBY TOWN BOARD MEETING MINUTES October 14, 1985 The regular meeting of the Danby Town Board was called to order at 8:10 PM at the Danby Town Hall, 1830 Danby Road, Town of Danby, County of Tompkins New York, October 14, 19850 Board members present: Councilperson Dorothy Roberts Councilman Edward Shay Councilman Ric Dietrich Supervisor Mildred Miller Absent: Councilperson Mary Oltz Others present: Melvin Corlin, Dan Brown (representative from SPCA), Willie Pierce, Frank Proto, Pamela Clermont, Joel Gagnon, Sandy Strong, Julia Tagliavento, Edward Roberts, Roy Casterline, Judd Leonard, Ray Babbitt, Don Graham, Luke Carpenter, Paul Sharp, Lorraine Bard, Councilman Dietrich moved to approve the September 9 minutes with the correction of General Fund Warrant total changed to $432.90, seconded by Councilperson Roberts. Carried by unanimous vote. Communications: 1. Letter from Spencer- VanEtten Central School issuing a warrant to levy taxes in the amount of $88,981.52. 2. Memo from Don Barber, chairman, Solid Wast Committee. There will be a solid waste disposal information forum, Thursday October 24, 1985, 7:30 PM Court House, Discussion is on Landfills and DEC regulations and resource recovery options. 3. Memo from Frank Proto regarding an informational meeting in Danby to discuss with the townspeople the impact of the shift in County landfill operations. Informational meeting will be held October 28, 7:30 PM at the Danby Town Hall, 4. Resolution from County Board of representatives. Authorization to execute contracts with municipalities - hold harmless re: solid waste disposal. Privilege of the floor: Supervisor Miller reported the money received from Moses Peter for Town Historian use hast paced in a bank account for future use by her when needed. Supervisor Miller reported Councilperson Oltz, Pam Clermont, Frank Proto met with Scott Heyman on- liability insurance protection by the county for the town . The County will propose to the town liability protection at the County Landfill site. • County rep Frank Prot® gave a brief report from the board of representatives. Part.of the department of social services has been moved to the old hospital. Insurance premiums will be going up next year as a result of liability insurance coverages for municipalities. The bookmobile in Danby may only be in operation for one more year. Bids on Danby Pond repair have been received and work should begin sometime this fall. Lorraine Bard reported she sent a letter to the state and has been granted an extension of time to upgrade her dog kennels to comply with state regulations. Her facilities have been recently inspected by Dr. Dan and he is pleased with the work she has begun on the facilites and recommended she contact the state for the time extension. Miss Bard reported she is doing dog warden services for Caroline, in addition to Lansing and Danby. 9 L 51 Community Council president, Julia Tagliavento requested to the board use of the town hall October 30, for Halloween Party and December 7 for a holiday party. Willie Pierce from Ithaca Theater Lighting requested two changes be made to his present planned development. This consists of change in wording to item 2 and 2(d) of the planned development. Melvin Corlin from Beech Hill Road in West Danby requested help from the town in assisting his people to obtain electric to his homes. After brie'.'. discussion the board suggested Mr. Corlin work with his attorney on this V1 matter, ather the town he pi 40 1 Paul Sharp from Michigan Hollow Road expressed concern over increased use of Landstrom Landfill. He presented written material to the board regarding • facts about the misuse of the landfill. Judd Leonard reported issuance-of building permits has decreased for the month of September. There will be a Board of Zoning Appeals hearing scheduled for October 29 for variance.on a trailer in West Danby. Mr. Leonard asked of BZA board should act once again on the Margaret Adams case. Mrs. Adams was scheduled to appear in September and was postponed by her attorney so he could review her case. The town attorney suggested Mrs. Adams' attorney has had ample time to review her case and the BZA board should notify Mrs. Adams to appear before the board. The appearance will be held, October 29. Mrs. Clermont said there has been no decision from. ,the judge on the judgment of Klaus Holand trailer variance. Mr. Holand appeared before the BZA board in July and was denied a trailer variance. Mr Holand appealed the BZA's decision and is presently waiting for supreme court decision on the matter. Ray Babbitt reported the highway crew have been busy hauling cinders for winter. He has hired a new man to the crew bringing the total to five men. They have been working on Station Road and hope to oil and stone the road. Mr. Babbitt requested a road tour with the board members soon. Mr. Graham gave a brief report for the Planning Board. The board discussed the seasonal road situation in the town and the board is expressing their concern about the present status, use and need for upgrading of seasonal roads. The planning board met last month with representatives for the Lickbrook Natural Histroy center. Part of the history center will be in the Town of Danby.. _._ _ Mr. Graham reported the board 4e still working on the revisions of the Zoning Ordinance. Mr. Dan Brown, tr.easur.er for :the SPCA, requested the town possibly. set up a meeting with them to discuss SPCA working with the town again. Ed Roberts gave a brief report for the Board of Zoning Appeals. He mentioned he attended the hearing in Ithaca courts on Mr. Holand:'s appeal of BZA's decision to deny his variance for a trailer. Ed also expressed concern over excess speed on Bald Hill Road. There is a 35 MPH limit,..on section of this road. He asks._.a letter be addressed to the sheriff -!s department requesting they police this area. Town clerk will send a letter to.the sheriff's department. • Supervisor Miller reported there will be a budget workshop on October 24, 7:OOPM. Supervisor Miller said a resolution is needed for Spencer- .V.anEtten Central School to prepare and levy schooltax rolls for 1985. RESOLUTION #38 SPENCER- VANETTEN CENTRAL SCHOOL MAY PREPARE AND LEVY A SCHOOL TAX ROLL FOR TOWN OF DANBY IN THE AMOUNT OF $882981052 FOR 1985 TAX YEAR. Moved by Councilperson Roberts, seconded by Councilman Shay. Roll call vote: Dietrich - aye Roberts - aye Shay - aye Miller - aye Supervisor Miller moved to approve use of town hall by community council on October 30 for Halloween Party and December 7 for a holiday party, seconded by Councilman Dietrich, Adopted: Dietrich Roberts Shay; Miller After brief discussion Supervisor Miller announced the board will meet..with Mr. Babbitt for a tour of the town roads on October 26 and 1 PM. Supervisor Miller said a resolution is needed to transfer monies to pay Mr. Babbitt for his attendance at highway school held in Syracuse. RESOLUTION #39 TRANSFER FROM A5132.4 THE AMOUNT OF $119.03 INTO ACCOUNT A5010.4 FOR ATTENDANCE AT HIGHWAY SCHOOL AND MILEAGE IN SYRACUSE BY RAY BABBITT. Adopted: Dietrich Roberts Shay Miller After brief discussion the town board agreed to meet with the planning board on October 21, 7:30 PM to discuss the seasonal road situation and to review Mr. Pierce's planned development.
