TOWN BOARD MEETING MINUTES
July 8, 1985
The regular meeting of the Danby Town Board was called to order at 8:12 PM
at the Danby Town Hall, 1830 Danby Road, down of Danby, County of Tompkins
New York, July 8, 1985. Pledge of allegiance was led by Supervisor Miller,
Board Members present: Councilman Ric Dietrich
Councilperson Dorothy Roberts
Councilperson Mary Oltz
Supervisor Mildred Miller
Absent: Councilman Edward Shay
Others present: Don Graham, Joel Gagnon, Ge -rald Catlin, Frank Proto, Roy
Casterline, Ray Babbitt, Judd Leonard, Edward Roberts, Pamela Clermont.

Councilman Dietrich reported the summer recreation program for children in

an extension of time to keep his trailer on his lot, he has begun building
but needs more time. Alton Jackson requested extension of time to keep his
trailer on his property for the same reason. Robert McCune would like to
rebuild on a site where a former home once stood, there is already a one
family dwelling on the property and he would like to build a second home.
All three variances were granted.
Don Graham reported for the town planning board. The board is still short
• two members and Gerald Catlin from West Danby world like to serve on this
board. Mr. Graham recommends the board appoint Mr. Catlin,
Mr. Graham reported lots being sold on Steam Mill Road; but each lot does
not have enough road frontage. The planning board would like the town board
to notify the property owner who is selling these lots that they are being
sold with improper road frontage. Supervisor Miller suggested the planning
board send this request in writing to the town board.
Joel Gagnon said he has spoken with Frank Liguori at the County Planning
office regarding the Rte 96 alternate route to the hospital. Mr. Liguori
felt the town did not need to act on their recommended plan until the
Spring of 1986.
Pamela Clermont said she has notic4someone living in an abandoned house
on Troy Road (Gerald Baker property). The board recommended the Zoning
Officer check into this matter.

Councilman Dietrich feels too many trailers are being allowed in Danby
and ones that were allowed for a hardship case have since been sold to
new owner and longer constitut -es a hardship case.
Supervisor Miiier said a resolution is needed to set the hourly wage for
election inspectors.

A brief discussion followed on the Rte 96 Alternate plan to the hospital.
The following resolution was passed.
RESOLUTION 4 30 THE TOWN BOARD OF THE TOWN OF
DANBY RECOMMEND AND STRONGLY
URGES THE ADOPTION OF ALTERNATE
C WITH PARTICULAR ATTENTION TO
INCLUSION OF ALL POSSIBLE SAFEY
FEATURES, INCLUDING -TRUCK RUN -AWAY
ZONES AND RAILROAD OVERPASSES.
Moved by Supervisor Miller, seconded by Councilperson Roberts.

Supervisor Miller said the board will need to meet with the dog warden
regarding dog kennel facilities as her present facilities do not comply
with state regulations. Due to the absence of Lorraine from the meeting
the board will discuss this matter at its August meeting.
Supervisor Miller moved to appoint Gerald Catiin Sr. to the Town Planning
Board, effective July 1 for a period of seven years(term to expire July 1
1992), seconded by Councilperson Roberts. Adopted: Dietrich - aye

Supervisor Miller said she attendedrwith the town of Ithaca and they want
to build a natural history center at Lick Brook and part of this natural
history center will be in the town of Danby and part in the town of Ithaca.
Mr. Robert Beck will be making a presentation which will be held September
18, 7:30 PM at the town hall; this will be a joint meeting between the Planning
Board and Town Board, and the public will be invited.
Supervisor Miller explained she converted the Bond Anticipation Note for
purchase of the 1983 Mack Truck in 19849 to a serial bond for $60,000.00
first payment to be made in June 1986 and matures in June 1990. The rate
of interest will be 7.75 %. The board will need to budget $12,000 a year
plus interest for payment on the serial bond.
• After brief discussion regarding the Margaret Adams property, the board
agreed to hold a public hearing prior the the regular town board meeting
scheduled for August 12, hearing will take place at 7:30 PM.
