HomeMy WebLinkAbout1985-07-0889 C7 TOWN OF DANBY TOWN BOARD MEETING MINUTES July 8, 1985 The regular meeting of the Danby Town Board was called to order at 8:12 PM at the Danby Town Hall, 1830 Danby Road, down of Danby, County of Tompkins New York, July 8, 1985. Pledge of allegiance was led by Supervisor Miller, Board Members present: Councilman Ric Dietrich Councilperson Dorothy Roberts Councilperson Mary Oltz Supervisor Mildred Miller Absent: Councilman Edward Shay Others present: Don Graham, Joel Gagnon, Ge -rald Catlin, Frank Proto, Roy Casterline, Ray Babbitt, Judd Leonard, Edward Roberts, Pamela Clermont. Councilman Dietrich moved to approve' the and the June 14 Special Meeting Minutes as person Oltz. Adopted: Dietrich - aye Roberts - aye Oltz - aye Miller - aye Absent: Shay Communications: None Privilege of the Floor: June lu Regular Meeting Minutes presented, seconded by Council- Councilman Dietrich reported the summer recreation program for children in Danby began this week. Frank Proto gave a brief report on happenings level. Mr. Proto said a survey is being done services in Danby. He also said plans for cut will be to discontinue services in West Danby, at the County Board of Representative for possibility of Tom Tran backs in the Bookmobile program Ed Roberts reported he has heard of no further trouble at the cemetery next to the highway barns with kids tampering with the head stones. He reported the Board of Zoning Appeals held three hearings in June. Two hearings consisted of trailer extension time periods. Danny Allen is requesting an extension of time to keep his trailer on his lot, he has begun building but needs more time. Alton Jackson requested extension of time to keep his trailer on his property for the same reason. Robert McCune would like to rebuild on a site where a former home once stood, there is already a one family dwelling on the property and he would like to build a second home. All three variances were granted. Don Graham reported for the town planning board. The board is still short • two members and Gerald Catlin from West Danby world like to serve on this board. Mr. Graham recommends the board appoint Mr. Catlin, Mr. Graham reported lots being sold on Steam Mill Road; but each lot does not have enough road frontage. The planning board would like the town board to notify the property owner who is selling these lots that they are being sold with improper road frontage. Supervisor Miller suggested the planning board send this request in writing to the town board. Joel Gagnon said he has spoken with Frank Liguori at the County Planning office regarding the Rte 96 alternate route to the hospital. Mr. Liguori felt the town did not need to act on their recommended plan until the Spring of 1986. Pamela Clermont said she has notic4someone living in an abandoned house on Troy Road (Gerald Baker property). The board recommended the Zoning Officer check into this matter. Ray reported he put a been preparing a section of East Miller part of Michigan Hollow Road for oil and large stone over an open well on the Awad property. Roy Casteriine reported he needed to order more meters for the Water District. Judd Leonard reported the deadline on the i4argaret Adams property to be cleaned up is set for July 15. If nothing has been done by the property owner the board will need to "follow thru on proceedings for the town to demolish Elie building. Councilman Dietrich feels too many trailers are being allowed in Danby and ones that were allowed for a hardship case have since been sold to new owner and longer constitut -es a hardship case. Supervisor Miiier said a resolution is needed to set the hourly wage for election inspectors. RESOLUTION # a,9 SET HOURLY WAGE FOR ELECTION I14SPECTORS AT $4.50 FOR 1985. Moved by Councilperson Roberts, seconded by Councilperson Oltz. Roll Call vote: Dietrich - aye Oitz - aye Roberts - aye Miller - aye Absent: Shay A brief discussion followed on the Rte 96 Alternate plan to the hospital. The following resolution was passed. RESOLUTION 4 30 THE TOWN BOARD OF THE TOWN OF DANBY RECOMMEND AND STRONGLY URGES THE ADOPTION OF ALTERNATE C WITH PARTICULAR ATTENTION TO INCLUSION OF ALL POSSIBLE SAFEY FEATURES, INCLUDING -TRUCK RUN -AWAY ZONES AND RAILROAD OVERPASSES. Moved by Supervisor Miller, seconded by Councilperson Roberts. Roll Call vote: Dietrich - aye Oltz - aye Roberts - aye Miller - aye Absent: Shay Supervisor Miller said the board will need to meet with the dog warden regarding dog kennel facilities as her present facilities do not comply with state regulations. Due to the absence of Lorraine from the meeting the board will discuss this matter at its August meeting. Supervisor Miller moved to appoint Gerald Catiin Sr. to the Town Planning Board, effective July 1 for a period of seven years(term to expire July 1 1992), seconded by Councilperson Roberts. Adopted: Dietrich - aye Oltz - aye Roberts - aye Miller - aye C� U Supervisor Miller said she attendedrwith the town of Ithaca and they want to build a natural history center at Lick Brook and part of this natural history center will be in the town of Danby and part in the town of Ithaca. Mr. Robert Beck will be making a presentation which will be held September 18, 7:30 PM at the town hall; this will be a joint meeting between the Planning Board and Town Board, and the public will be invited. Supervisor Miller explained she converted the Bond Anticipation Note for purchase of the 1983 Mack Truck in 19849 to a serial bond for $60,000.00 first payment to be made in June 1986 and matures in June 1990. The rate of interest will be 7.75 %. The board will need to budget $12,000 a year plus interest for payment on the serial bond. • After brief discussion regarding the Margaret Adams property, the board agreed to hold a public hearing prior the the regular town board meeting scheduled for August 12, hearing will take place at 7:30 PM. / o£ Warrants: i 11V a'� Councilman Dietrich moved to approve,, Highway CHIPS Fund #7 in the amount of $3654.76, seconded by Councilperson Oltz.
