Minutes of the April meeting were approved, as amended. The subject of land being advertised for sale (6 acre plots on Steam Mill road offoof a "private road ") was raised. Concern was expressed that these might be construed as building lots, which they are not, since 150 feet of frontage on a public road is required for a residen- tial building permit in Danby. An unwary buyer might get stuck with a lot they thought they could build on, only to find out when they applied for a building permit that they could not. We agreed that the seller of the lots should be told of these restrictions, on the offhand chance that he doesn't know about them. Don agreed to take to the Town Board our recommendation that this be dbne (since we agreed it was not our jolt to do it). Don reported that there would be a couple of informational meetings in June (one (3ounty, one City) on the west end. iloute 96 options. Regular agenda: We turned our attention once more to the regulations section of the Zoning ordinance. There was some discussion of how to proceed.. We. decided to wade through the regulations and see if we can agree. Before proceeding further, we will run those by the Town Board to get feedback from them. Some of the points we agreed on: Water and sewerage disposal systems will not require a zoning permit (although a Health Department permit is required), except in flood hazard areas, where a special permit is required. Civic, commercial, or industrial buildings will be. allowed by special permit only, except in the business district, where a zoning permit will suffice. One and two unit residential buildings will require a zoning permit only, except in flood hazard areas, where a special permit will be re- quired. Three or more unit residential buildings will require a a special permit in R1 Ind in flood hazard areas -- otherwise just a zoning permit. Mobile homes are a sticking point. We are considering allowing these if they conform to the State. 'Building Code , are mounted on a permanent foundation, and meet the minimum square footage requirements of the new ordinance 4750 square feet for a residence). We would welcome comments from the public on this. "Experimental residential buildings" are to'be treated than more conventional housing, I.FF., so long as they State Building Code they are OK. "Group fuarters residential buildings" fraternities, etc.) will be allowed in only. Some of the points agreed on theres Material storage buildings or structures (like. yvood sheds) will not require a permit unless bigger than 150 square feet or if there are to be more than 2 of them. Household production buildings and structures (greenhouses, animal sheds, etc.) will be similarly unrestricted. Landscaping (plantings) will require no permit. Utility accessory facilities (like mailboxes, trash can enclosures, well houses , windmills) will require no permit if under 100 square feet and less than 20 feet tall. Otherwise, they will require a special permit. Recreational buildings or structuress If less than 150 square feet no permit; if larger than 150 square feet, a zoning permit will be required (except in flood hazard areas, where a special permit is needed). Paved driveways and walks will require no permits. Garages and carports do require a permit (special permit in flood hazard areas). Receive,. /transmit towers will require a special permit in all zones. Dish antennas will require no permits. None of this is engraved in stone ,yet- if you disagree, let us know, submitted by Joel Gagnon
