HomeMy WebLinkAbout1985-05-13• TOWN OF DANBY TOWN BOARD MEETING MINUTES May 13, 1985 The regular meeting of the Danby Town Board was called to order at 8:02 PM at the Danby Town Hall, 1830 Danby Road, Town of Danby, County of Tompkins New York, May 13, 19850 Board Members present Absent: Councilperson Mary Oltz Councilperson Dorothy Roberts Councilman Edward Shay Supervisor Mildred Miller Councilman Ric Dietrich Others present: Don Graham, Roy Casterline, Joel Gagnon, Marianne Pampuch, Pamela Clermont, Herb Engman, Frank Proto, Raymond Babbitt, Communications: 1• Letter from Glenn Grossmann requesting year round maintenance of John Hill Road. 2. Letter from Federal Emergency Management Agency acknowledging receipt of town's adopted local law on flood damage prevention. The program will become effective May 15, 1985 3. Letter from Tompkins County Division of Assessment announcing June 12 as assessment review day for Danby. 4.. Letter from Ithaca Theatre Lighting Company announcing A "May Faire" at the former Danby School, being put on by the School of the Finger Lakes. 5. Letter from American Community Cablevision announcing installion of cable service to residents in West Danby, Councilperson Mary Oltz moved to approve the minutes of April 8 and Public Hearing minutes of April 8, seconded by Councilperson Roberts. ADOPTED: Oltz - aye Roberts - aye Shay - aye Miller - aye Privilege of the floor: The town clerk would like permission to attend a tax collectors seminar in Albany, June 17 & 180 Frank Proto gave a report for the County Board of Representatives. He said there will be no salary increase among the members for two years. He reported on the Federal Revenue Sharing cuts for 1986 and 1987. Mr. Proto has been selected to review the SPCA contract with the County. Marianne Pampuch asked when a school bus turn around will be completed on Comfort Road Extension, Herb Engmann questioned if Ithaca Theatre Lighting Company has supplied to the town board a list of chemicals they use in their business. Mr. Engman gave his envirnomental management report. He discussed the increase in traffic on Michigan Hollow Road for area municipalities use of Landstrom landfill. He also discussed salt contamination and suggested the highway department consider a proper storage facility for the salt they use. Don Graham reported for the County Planning and the Town Planning Board. He said Frank Liguori will be having an informational meeting June 12 regarding the Rte. 96 plans. Human Services Coalition will be having an orientation meeting May 17 to discuss who will be seeking funds in Federal Revenue Sharing. d] 72 Mr. Graham also recommended the zoning fee schedule and building fees be unified in the clerk's office. Pam Clermont reported there will be a foreclosure very soon the the Charles Bruce property. She recommends letting the banks handle the foreclosure and do nothing on her part. She did send a letter to their attorney reminding them of the zoning laws in the town. Ray Babbit reported the men have been adding gravel to Michigan Hollow Road and salt brine and have been patching black top roads. The clean up day. took three days and they took thirLy loads of refuse to the dump. The men have started working 10 hour days. They have started repaving East Miller Road and hope to widen Comfort Road Extension soon. He said they can no longer get salt brine free at Hartford. Ray would like permission to attend Highway School at Cornell University June 10 & 110 New Business: Councilperson Roberts moved to allow the highway school atCornell University June Oltz. ADOPTED: Oltz - aye Roberts - aye Shay - aye Miller - aye highway superintendent to attend 10 and 11, seconded by Councilperson Councilperson Roberts moved to aliow town clerk to attend Tax Collector's seminar in Albany, June 17 & 18, seconded by Supervisor Miller. ADOPTED: Oltz - aye Roberts - aye Shay - aye Miller - aye Supervisor Miller said she would like to attend Supervisor's & County Legislators' conference June lb Councilman Silay mov, School, seconded by ADOPTED: Oltz Roberts Shay Miller thru 19 in Sullivan County. ad to authorize the Supervisor to attend the Supervisor's Councilperson Oltz. aye aye aye - aye Supervisor Miller reported Donald Wright and Stanley Lis will distribute Memorial Day Flags to area cemeteries. Supervisor Miller said she received the bill for audit of the town's books for the year 1984, as well as the bill for appraisal of the highway building and property and Ric Dobson's property. A resolution is needed to transfer funds to pay these bills. RESOLUTION #27 TRANSFER FROM CONTINGENCY ACCOUNT A1990.4 IN THE AMOUNT OF $1350.00 TO PAY AUDIT BILL TOTALLING $1100.00 TO ACCOUNT A1320.4. TRANSFER FROM CONTINGENCY ACCOUNT A1990.4 TO A1310.4 IN THE AMOUNT OF $250.00 TO PAY NORTHEAST APPRAISAL. AUDIT WAS D014E BY CIASCHI, DIETERS- HAGEN, SCHAUFLER &MICKELSON. Moved by Councilperson Oltz,seconded by Councilperson Roberts. Roll Call Vote: Oltz - aye Roberts - aye Shay - aye Miller - aye Absent: Councilman Dietrich • • Supervisor Miller said a resolution is need to transfer monies to pay an additional $208.00 due on the retirement bill. This amount is over the budgeted figure. RESOLUTION #28 3 TRANSFER FROM A9040.8 TO A9010.8 IN THE AMOUNT OF $208.00 TO PAY ADDITIONAL AMOUNT DUE ON THE RETIREMENT BILL AS PER LETTER RECEIVED APRIL 165 19850 Moved by Councilperson Oltz, seconded by Councilman Shay. Roll Call Vote Absent: Oltz - aye Roberts - aye Shay - aye Miller - aye Councilman Dietrich Supervisor Miller received a request from Danby Federated Church to allow the Koin -o -nia Group use of the Town Hall June 21, 7:00 PM. Councilman Shay moved to approve use of the town hall by the group, seconded by Supervisor Miller, ADOPTED: Oltz - aye Roberts - aye Shay - aye Miller - aye Supervisor Miller would like a special meeting to be held May 16 at 4:15 PM to discuss the results of the town audit, highway housing and summer recreation youth jobs. The board members were in agreement. WARRANTS: Councilman Shay moved $15,388.38 , seconded ADOPTED: Oltz - Roberts - Shay - Miller - to approve the highway by Councilperson Oltz, aye aye aye aye warrant #5 in the amount of Councilperson moved to approve payment for the General amount of $6,320.03, seconded by Supervisor Miller, ADOPTED: Oltz - aye Roberts - aye Shay - aye Miller - aye Councilperson Roberts moved #5 in the amount of $859.90, ADOPTED: Oltz - aye Roberts - aye Shay - aye Miller - aye Councilperson Roberts moved seconded by Councilman Shay, ADOPTED: Oltz - aye Roberts - aye Shay - aye Miller - aye Fund warrant #5 in the to approve payment of West Danby Water District warrant seconded by Councilman Shay, to approve the Supervisor's reports as presented, At 8:55 PI'S Councilperson Oltz moved to adjourn the meeting, seconded by Councilman Shay.
