Trying to bring into court. 14 George Totman discussed new zoning. Planning board has seven appointed, people who were asked to rewrite and revanp zoning ordinance. They spent two to three years on this project and turned into Town Board and nothing has happened. Attorney Bucko stated that accept for a few changes it can be published, but he doesn't know how much has to be published. Also we have to include new building and fire codes. Moved by Mrs. Robinson to have Planning Board work on new ordinance that they constructed and try to incorporate into it the State Fire and Building Code. Seconded by A'ar. Vard3enschoten. Supervisor Robinson reported that Robert Dempsey, our Insurance Agent, has informed us that next year we can get workmen's compensation insurance cheaper if we went with New York State Workmen's Compensation. It is Mr. Dempsey's duty as agent and citizen -to tell us of this rate. Moved by Air. Sovocool to stay with local workmen's compensation insurance. Seconded by Air. VanBenschoten. Ayes - Sovocool., VanBenschoten, Carey, Rankin, Robinson. . Highway Superintendent, Leland Cornelius, reported on mine. It is slowly becoming depleted in the type of gravel we are looking for. There is a possibility of purchasing more gravel., possibly Tichenor's or Irma Lyons. Reclamation of current mine is a problem. Lyons would not be feasible. Tichenor has 40 acres across the road. He is asking $135,000 with building or $80,000 without building. Bucko will give gravel to won but gravel is fine, trees would have to go and village zoning would have to be changed. Town can have gravel but would have to regrade. RESOLUTION N0. 11 - 1982 YOUTH RE7CREATION AND YOUTH SERVICES PROJECTS Moved by Mrs. Robinson, seconded by Mr. Carey Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson RESOLVED, that the Town of Groton will participate jointly with the Village in the Youth Recreation and Youth Services (Learning Web) Projects for 1982 with Totem share being $3200 and $2800, respectively. Moved by Air. Carey, seconded by Mr. VanBenschoten authorizing Teresa Robinson to attend Association of Towns Supervisor's Fleeting in Owego on November 16. Ayes - Sovocool, VanBenschoten, Rankin, Carey. Those planning to attend the Association of Towns Annual Meeting in New York are Rankin, Totman, Heffron, Gleason, Walpole, Robinson, Pierson, Twigg. Others will be asked and reservations will be made. Towns 1982 Dog Contract was reviewed. Attorney Bucko will question Atty. Patte on statement of SPCA issuing licenses. 'Tabled until next board meeting. Preliminary budget was reviewed by the board. Supervisor Robinson indicated tax rate on budget as presented at hearing will be 4.603 per thousand for entire town, 2.460 outside, .783 Groton Fire, 1.374 McLean Fire, .570 McLean Lights, .734 Peruville Lights. She suggested board adopt as is since budget is not up that much. Mr. Rankin asked to see Groton Fire Budget which was reviewed by board. The only objection anyone had to the preliminary budget was made by fir. Rankin who felt the deputy clerk's wages should be reduced $500.
