Sovocool, Councilman Gordon C. VanBenschoten, Councilman Francis P. Carey, Councilman Verl Rankin, Jr., Councilman Also present: Leland Cornelius, Timothy carrell of ABCOR Purpose of meeting was to discuss $7000 payment to ABCOR for roof materials. The $7000 is a progress payment for work in place which is a proper charge and okay for board to approve according to Town Attorney. The $7000 should be stipulated. for materials and final payment will be made according to contract. Chimney flashing will. be checked by Tim Farrell and Leland Cornelius for proper installation. ABCOR will install a 2" drain instead. of 6" as originally stated at game cost since there is very little difference in price. Drain will be completed this week. Moved by Mr. VanBenschoten, seconded by Mr. Sovocool, that $7000 be paid to ABCOR for roof materials in place. Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson. A discussion was held. on rather -to change board meeting from October 12 to October 13 since it is a holiday and Post Office and Clerk's Office are closed and bids axe being received for screening plant. It was decided to leave meeting as scheduled on the 12th of October since all board members could make it. Bidders should be reminded of Post Office and Clerk's closings. Supervisor Robinson brought to the boards attention that caulking around windows and cracks in Toem Building need to be painted tip to prevent moisture from getting in behind bricks. Tim Farrell of ABCOR will price caulking per case and possibly our employees could make repair. Supervisor Robinson reported on dog meeting. Delinquent list is now sent to SPCA. SPCA also is requesting Towns to extend from 5 days to 10 days the time allowed to keep a dog for adoption before euthanizing to give people more time to claim or adopt animals. Consensus of board was to leave it as is to avoid further costs. The Board will meet with Highway Employees for 1982 highway negotiations on Thursday, September 24th at PFoon if it rains or on Monday, September 28 at Noon. Robinson, Supervisor Ellard L. Sovocool, Councilman Gordon C. VanBenschoten, Councilman Francis P. Carey, Councilman Verl Rankin, Jr., Councilman Also present: Leland Cornelius, John Walpole, Harold Cargill, Wayne Wheeler, Calvin Bush, Judson Holl, Frank Miner, Kenneth Iolarks, Frank Parker Purpose of meeting was for 1982 Highway Negotiations and to discuss compensation for jury duty and military funerals. Highway employees asked for 10% pay increase for cost of living and possibly having their :retirement upgraded, i i ' 40 Some discussion was held on upgrading retirement plan noting that highway employees would have to contribute to plan. Also discussed was present policy on jury duty adopted on December 1, 1980 and. policy needed for military funerals. Highway employees would also like two personal days per year in addition to their sick days. Board discussed request and decided to offer 400 per hour and no personal days. Offer was not acceptable to highway employees since it ment only a six or seven percent increase. Board discussed and offered 50t across the board to mechanics, motor equipment operators and. laborers; 354 to temporary help (VanBerkom); no increase to new help; Military time off - 2 hours for local funerals with an exception made for out -of -town funerals. (All board members agreed to this offer.) Highway employees agreed to accept board's offer. Colleen D. Pierson ':Gown Clerk MINUTES OF TOWN BOARD MEETING HELD MONDAY, OCTOBER 12, 1981 AT 7:.30 P.M. Those present: Teresa M. Robinson, Supervisor Ellard. L. Sovocool, Councilman Francis P. Casey, Councilman Gordon C. VanBenschoten, Councilman Arrived Late: Vexl Rankin, Jr., Councilman Absent: Benjamin J. Bucko, Town Attorney Also present: Leland Cornelius, Nancy McGuerty, Lloyd Detrick of Syracuse Supply P9r. Sovocool moved that minutes of September 14, 22 and 24 be. approved as mailed. Seconded by Mr. VanBenschoten. Ayes - Sovocool, VanBenschoten, Carey, Robinson. Claim Nos. 256 to 273 of the Highway Fund and #244 to #258 of the General Fund were presented for Audit. Mir. Carey moved that the bills be paid and the Clerk instructed to draw warrant for them. Seconded by Mr. Sovocool. Ayes - Sovocool, VanBenschoten, Carey, Robinson. Board members and Leland Cornelius discussed new roof and drain. Job has been satisfactorily completed. Moved by Mr. Sovocool, seconded by Mr. VanBenschoten to pay ABCOR $13,337.00 the remaining 'balance of contract for roof plus the $1200.00 for Office Roof Drain and Plubming. Ayes - Sovocool, VanBenschoten, Carey, Robinson. Monthly reports from Town Clerk, Zoning Officer and Fire Department were reviewed. Supervisor Robinson again mentioned that caulking of building must be done. Highway men can do caulking. Step cracks in brick should be done by a mason, possibly Art Freelove. Supervisor will also contact Dave Flang to see what happened to our windows, Town Clerk reported on Cable TV meeting. Community Cablevision will get quote to residents on Locke Road, Old Stage Road and Chipmans Corners Road as soon as they receive a fast of people who intend to hook up to cable. A uniform monthly cable rate of $7.50 per subscriber is in the works with Groton corning up for an increase next year. • C,
