HomeMy WebLinkAbout1985-03-11TOWN OF DANBY TOWN BOARD MEETING MINUTES March 11, 1985 The regular meeting of the Danby Town Board was called to order at 8:06 PM at the Danby Town Hall, 1830 Danby Road, Town of Danby, County of Tompkins, New York, March 11, 19850 Board Members present Absent: Councilperson Mary Oltz Councilperson Dorothy Roberts Councilman Ric Dietrich Supervisor Mildred Miller Councilman Edward Shay Others present: Edward M. Roberts, Walt & Carol Sczepanski, Fred Woodin, Ray Babbitt, Donald Graham, Frank Proto, Councilperson Roberts moved to approve the February 11 minutes as presented, seconded by Councilman Dietrich, vote of four ayes and no noes. Councilperson Oltz moved to approve the February Special Meeting minutes as presented, seconded by and carried by a vote of four ayes and no noes. Privilege of the floor: regular meeting and carried by a 27 Public Hearing and Councilperson Roberts, 249 Councilperson Oltz reported the Fire District will not be required to monitor the Danby Pond Dam. The Fire District met with engineer Jesse Miller from the State Parks Commission, and the fire district will only be required to alert area residents in case of flooding. Walter Sczepanski asked if there Councilman Dietrich said there is however the Council has not been interest in doing the directory, is going to be a new Danby Directory printed. money available thru Community Council, in touch with Joan Barber who had shown Carol Sczepanski reported there will be cheese distribution in Danby on March 20 at the Fire Station, Communications: 1. The Department of State will conduct a series of one day seminars this spring in surrounding municipalities. The sessions will cover such matters as State & Federal budgetary and legislative implications for local government. Workshops will cover self help strategies for real property tax assessment issues and enforcement of Uniform Fire Prevention and Building Code. 2. Letter from Ithaca City School District requesting use of the Danby Town Hall for their annual school elections, to be held May 7, 12 - 9 PM. The District is requesting the board approved the use of the town hall for and indefinite period of time, so they .need not sent a letter each year. • 3. Letter from accountants Ciaschi, Deiters - Hagen, Schaufler & Mickelson proposing their services to audit the town books for the calendar 1984. Their fee for these services is between $700 and 1,100. 4. Letter from Harris Dates, Chrm. of Board of Representatives commenting on Frank Pro-to doing a great job so far as representative for the towns of Danby and Caroline. Frank Proto gave his report on what's happening at the County Rep level. He had spoken with Matt McHugh this evening on agricultural issues. He mentioned the Service Delivery Area - PIC program are going to provide farmers with youth to help their during the summer. This will give the farmers a tax break and most of the wages will be paid by the government 250 Frank said Tompkins Community Hospital has been give the okay to make a proposal for the old hospital. There will the be a hearing resume in Spencer on March 12 regarding.the Landstrom Landfill site as handling of Tompkins County trash. Committee Reports: Planning Board; Don Graham reported the board will need to take action on enacting a law for the National Flood Insurance program in order for residents to become eligible for-low cost flood insurance. Action needs to be taken before May 15, 1985. He mentioned instead of.there being flood hazard boundary maps there will now be flood insurance rate maps. Highway: Ray Babbitt said he attended the associations of town's conference in New York in February and learned a great deal. He reported the mein have been busy working on the roads doing repairs. Don Graham also reported the planning board are hoping to present a newly revised zoning ordinance to the board within a few months. Don also presented copies of the January planning board minutes. Senior Citizens: Councilperson Roberts reported the group is planning a four day trip in June to New York City. New Business: Councilperson Oltz moved to approve use of the school elections to be held the first Tuesday each year, seconded by Councilperson Roberts, four ayes and no noes. town hall for the annual after the second Monday and carried by a vote of Supervisor Miller approved the appointment of Sylvia Hiney to serve on the Economic Opportunity Council from April 85 to April '86, seconded by Councilman Dietrich, carried by a vote of four ayes and no noes. Frank Proto reminded the board Mrs. Hiney will need to submit a one page resume to the County Board of Representatives. Youth: Councilman Dietrich community council is working with Ithaca Theatre Lighting Company on using part of their building for the summer recreation program. Supervisor Miller turned over six copies of the application for funding for the summer recreation youth program. The town is eligible for $350. towards transportation. She also has applications for the mini - grant program. Councilman Dietrich said the mini grant could. be used for possibly transporting kids the from the South Danby Road Trailer Park or in West Danby for transpo;rting.of kids. Councilman Dietrich reported the community council is looking for someone to take over putting notices on the town sign. They have a.couple of people who are interested. Supervisor Miller said a public hearing is needed for the :proposed Flood Insurance Program General discussion followed and the board agreed to hold the public hearing prior to the April 8 Town Board meeting. RESOLUTION #23 AUTHORIZE TOWN CLERK TO ADVERTISE FOR PUBLIC HEARING ON LOCAL LAW REGARDING FLOOD DAMAGE PREVENTION. HEARING TO BE HELD APRIL 8, 7:30 PM. Moved by Supervisor Miller, seconded by Councilperson Roberts. Roll Call Vote: Dietrich - aye Oltz - aye Roberts - aye Miller - aye Absent: Shay • 251 Councilperson Oltz moved to allow accountants Schaufler, & Mickelson complete the audit of year 1984, seconded by Councilperson Roberts, four ayes and no noes. Ciaschi, Dieters - Hagen, the town books for the carried by a vote of Supervisor Miller explained to Ray Babbitt the appointment of a deputy highway superintendent of a new pick up truck. 1985 budget does not allow with a raise or for purchase Warrants: (General Fund) Councilperson Oltz moved to approve payment of Warrant #3 in the amount of $1,514.40, seconded by Councilperson Roberts, carried by a vote of four ayes and no noes. is Councilman Dietrich moved to approve payment of Warrant #3 for West Danby Water District in the amount of $86.90, seconded by Supervisor Miller, carried by a vote of four ayes and no noes. Councilperson Roberts moved to approve payment of Warrant #4 for Highway Fund in the amount of $5,567.25, seconded by Councilman Dietrich, carried by a vote of four ayes and no noes. Councilman Dietrich moved to approve the Supervisor's reports as presented seconded by Councilperson Roberts, carried by a vote of four ayes and no noes.
