HomeMy WebLinkAbout1981-07-28Frank Satterly, County Rep., would like input or boards position on proposed reapportionment of Towns within the County. Groton Rep would have approximately 500 Tom of Lansing residents to represent. An alternative to this would be weighted voting. Satterly also reported that cost of elevator in Court House is noe over $200,000. He voted against financing the Airport security fence at a cost of $280,000. Discussed Town providing gravel for use as fill for the Groton Nursing Home. Consensus was that our gravel bank is not that strong and we would not want to deplete our supply. An alternative source of gravel would be bank between Town and Village Buildings. Moved by Mr. Rankin, seconded by PIr. Sovocool that the Town cannot let gravel from our mane to out to anyone. However,. Highway Department will help dray #r gravel from bank behind Town and Village Buildings, time permitting. Ayes - Sovocool, Rankin, Robinson. Abstained - Carey since he is on the Nursing Home Board. Dennis Toolan was present to discuss enclosing entrance way. Will get a price on door and glass with sliding doors for counter. Moved by Mr. Rankin, seconded by Mr. Sovocool to let bids for Garage and. Office Roof Repair with bid opening to be held at a Special Town Board. Meeting on July 28, 1981 at 8:00 P.M. at the Tow; Hall. Ayes - Sovocool, Rankin, Carey, Robinson. Supervisor Robinson reported on meeting with SPCA. She is in favor of receiving $-1.00 per enumerated dog instead of the 750 that the SPCA purposed to reimburse each Town per dog enumerated. The board agreed reimbursement should be $1.00. Moved by Mr. Rankin, seconded by Mr. Carey, that the Town of Groton withhold payment of 1981 Dog Contract monies until the 1980 enumeration has been completed. Su:perv-isor Robinson reported she has ordered three microfilm storage cabinets at $22.00 per each. She also requested boards approval to purchase an air conditioner for the Town Hall which met with some opposition. After some discussion, permission was given to look. Ayes - Sovocool, Rankin, Carey, Robinson. Moved by Mr. Rankin, seconded by IlIr. Carey to purchase a used 1968 White truck for $3500 to be used for a cinder truck. Ayes - Sovocool, Rankin, Carey, Robinson. Moved by Mr. Rankin, seconded by Mr. Carey to purchase a one way plow for $2995 and a wing for $1600 to be used on the new Autocar truck. VanBenschoten, Councilman Verl Rankin, Jr., Councilman Ellard L. Sovocool, Countilman Francis P. Carey, Councilman Absent: Benjamin J. Bucko, Town Attorney Also present: Leland Cornelius, Timothy Farrell of ABCOR Purpose of meeting was to receive sealed bids on Garage and Office Roof Repairs, Supervisor Robinson opened. meeting at 8:00 P.Ma Clerk read public notice to bidders for garage and office roof repairs. Supervisor opened and read only bid submitted. ABCOR Contracting Co., Inc. submitted a bid of $15,465 for Garage Roof and $4,200 for Office Roof plus $3.00 per square foot for insulation (all insulation and roof mat replacement as designated. by owners representative). Board and Timothy Farrell, ABCOR Representative, discussed repairs to be clone to roof. A town representative will meet with Mr. Farrell at 9:30 A.M. on August 10th to re- evaluate extent of repairs. ® Moved by Mr. lla Benschoten, seconded, by Mr. Sovocool, to table awarding bid until August 10th board meeting. Sovocool, Councilman Also present: Leland Cornelius, Timothy Farrell of ABCOR Mr. Rankin moved that minutes of July 13 and July 28 be approved as mailed. Seconded by Mr. Carey. Ayes - Rankin, Carey, Robinson (VanBer,schoten - Absent). Claim Nos. 203 to 225 of the Highway Department and. Nos. 190 to 200 of the General Fund were presented for audit. Board wanted breakdown of Glenn Munsons' bill for typing services for Town Justice. Mr. Carey moved that the bills be paid, with the exception of Glenn P. Munsons, and. the Clerk instructed to draw warrant for them. Seconded by Mr. Rankin. Ayes - Rankin, Carey, Robinson (VanBenschoten - Absent). Moved by Mr. Rankin that George Totman be appointed as Acting Zoning Officer from August 13 to September 13 while Robert Brown, Zoning Officer, is on vacation. Seconded by Mr. VanBenschoten. Ayes - VanBenschoten, Rankin, Carey, Robinson. Monthly reports from the Town Clerk, Zoning Officer and Town Justice were reviewed. Report received from Frank Satterly on County projects: Passed fencing at airport; $500 was budgeted to reapportionment committee to 0 resubmit proposals; TC3 budget was passed with stipulations. Supervisor Robinson reported. on County dog meeting. It was agreed that $1.00 per dog license issued in 1982 be retained by towns for the purpose of enumeration to be. done at least once every two years, plus retain an additional 500 per dog license issued to cover town expenses relating to dogs. Supervisor Robinson will contact William Casolara to update our mining maps so that Spring Street Mining Permit can be renewed. Effective June 1, 1981, the State fee for issuing copies of birth, death and marriage certificates and the fee for isui s ng marriage licenses increased to $5.00 per copy.
