Pamela Clermont, Judd Leonard The Meeting was called to order at 7s4O P.M. Minutes of the December meeting were approved as amended. Privilege of the floor: Carol suggested that zoning procedures should be writ-,ten up in the Danby Area News to cut down on confusion. She said she had people talking to her about zoning problems which should have been taken to the Town Board, Zoning Officer, or BZA. Jim expressed concern that the Town Board had hired a salaried building inspector instead of paying the inspector a piece rate. He asked Gary Wood, the building inspector for Dryded, Lansing, and Groton,to come to this meeting to give us dome insight into the job. Gary reviewed his job for us, tolling us how he came to it, and some of the interesting aspects. One item he mentioned as taking up a. lot of time which he had not forseen was the code requirement for a building insbection following any fire in which there by is structural damage, and of chimneys after all chimney fires. Chimneys proposed and following chimney fires are not supposed to be used until inspected and declared safe. Gary said this is just one example of how the job is full of surprises. It is still so new that no one'reall.y knows how much time is going to be spnt.and 'now it will be proportioned. Zoning Officer non - attendance at Planning Board meetings was again brought, up. Don and Walt talked to the Town Supervisor about it, but could not report that any action had been taken. 4Ie again agreed that non- attendance hampers our work. Attendance by the Town Attorney would also be desirable. It was proposed and accepted. that in the future the minutes would indicate the absence of these officials as well as of any non - attending Planning Board members, and that both the Zoning Officer and Town Attorney would get conies. Regular agenda: Don reported that at the January Town Board meeting he had been reappointed Chair for another year. Judd Leonard had been reappointed Zoning Officer and had been appointed the Building Official, whose job it will be to keep records of building inspections as well as supervise the Building Inspector. Ed Hughes was appointed Building inspector. Don also reported that the Town had adopted the National Electrical Code as its own and named the Electrical. Underwriters i'ne official electrical inspectors for the Town. .Ed Roberts said the BZA needs members and said that at one time there was a policy of pulling them from the Blanning Board. We pointed out that that would not be in the interests of continuity or competence, since the Planning Board is already short one member. Several people volunteered to serve on the BZA at the hearing on the junk law, and Ed s.31d he would pursue that now that he knows we are content to let 2 others -.go there. Don reported that a committee was looking at possible sites for a new Town Barn. Land across from the Town Hall on the main road has been offered for sale to the Town by Rick Dobson. The Town would prefer a site on a Town road.Mfchigan Hollow was mentioned as a. pos- sibility. Anyone who wants to be part of this process should contact Ric Dietrich. There was a discussion of the future thrust of the Board. After review - ing the last year and discussing our options, it was agreed to base the process of revising the Zoning Ordinance on a draft document which Gary Evans of the County Planning Office is willing to prepare for us. This document would be based on the current ordinance, but with as many of the problems worked out as possible. We will then modify that Insofar as we can agree to. Meeting adjourned 10:20 P.M. submitted by Joel Gagnon r
