RESOLUTION NO. 4 - APPEALS BOARD APPOINTAIENT Moved by Mrs. Robinson, seconded by Mr. Rankin Ayes - Sovocool, Rankin, Carey, VanBenschoten, Robinson RESOLVED, that Diary Decker be appointed. to serve on the Town of Groton Appeals Board for a term of five years, Frank Satterly reported on County projects - He supported bottle legislation; elevator will be constructed in south end of Court House; Transportation Interns were presented certificates and pins. Sovocool, Councilman Francis P. Carey, Councilman Verl Rankin, Jr., Councilman Benjamin J. Bucko, Tovm Attorney Also present: Leland Cornelius, Fred Muehlhauser, Frank Satterly Ail inspection of the Town Building roof wqs made by all board members. Specifications will be written for repairs and let f2or bid soon. Mr. Sovocool moved that the minutes of May 11 be approved as mailed. Seconded by Mr. Carey. Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson. Claim Nos. 161 to 177 of the Highway Department and #x134 to #150 of the General Fund were presented for audit. Mr. Carey moved that the bills be paid and the Clerk instructed to draw warrant for them. Seconded by Air. VanBenschoten. Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson. Monthly reports from the Tovm Clerk, Zoning Officer and Fire Department were rev=iewed. Zoning Officer's request that his letters be followed up by the Town Board and the Town Attorney was discussed. Board members agreed to take action. RESOLUTION N0. 5 - AUTHORIZATION FOR TOI -111 ATTORNEY TO INSTITUTE LEGAL ACTION AGAINST SHERRY O'BRIEN Moved by Mr. Rankin, seconded, by Mr. Sovocool Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson RESOLVED, that Attorney Bucko institute legal action against Sherry O'Brien for being in violation of Town Zoning Ordinance, Frank Satterly reported on county projects: McLean toll free resolution passed; Deck is being put on Nubia Bridge; Groton Local Board of Assessment Review is Wednesday, June 10, from 3 -7 PMO Supervisor Robinson reported on meeting with SPCA. SPCA won't be doing enumeration. Would like Tovms to do enumeration and. the SPCA proposes to reimburse the 10 *ern 750 per dog enumerated every two years. Supervisor Robinson feels $1.00/dog would be more realistic and will hold out for same. Board members agreed with the $1.00/dog reimbursement. A new election inspector will have to be appointed to fill vacancy of Shirley Walpole. Moved by 111r. Sovocool, seconded by Mr. VanBenschoten, designating West Groton Hall, McLean Community Hall and the Town Hall as polling places for 1981. Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson. u • Q Attorney Bucko will meet with George Totman Wednesday, June 10, to go over changes in Zoning Ordinance in preparation for legal notice of hearing. Mr. VanBenschoten will contact carpenters to build mezzanine in storage room. Moved by Mr. Rankin, seconded by Mr. Sovocool, approving Leland Cornelius' request to attend Highway Superintendents School at Cornell on June 7 - 10. Ayes - Sovocool, VanBenschoten, Rankin, Carey, Robinson. Leland Cornelius reported on McLean speed limit signs that are being erected. It is difficult to keep them up since motorists are constantly running them down. Supervisor Robinson stated it is the Board's responsibility to keep them up. Bucko, Town Attorney Also present: Leland Cornelius, Frank Satterly, Nancy McGuerty Mr. Carey moved that the minutes of June 8 be approved as mailed. Seconded by Mr. Sovocool. Ayes - Sovocool, Rankin, Carey, Robinson. Claim Nos. 178 to #1202 of the Highway Department and #163 to #€182 of the General Fund were presented for audit. h(r. Rankin moved that the bills be paid and the Clerk instructed to draw warrant for them. Seconded by Mr. Sovocool. Ayes - Sovocool, Rankin, Carey, Robinson. Correspondence and monthly reports from Town Clerk, "Town Justice and Zoning Officer were reviewed.. New census figures are 5,213 total population in Town frith 2,313 in village. The following zoning axeas were discussed.: 1 Status of proposed ordinance - Still working on it. Some changes needed. 2 Status of Sherry O'Brien violation - Served with notice, then court. 3 Status of John Anderson ,junkyard violation - Papers go to court on or about August 14. 4) Phil Shurtleff Building Permit - If trailer is licensed, no permit is necessary. If not licensed, he-must get permit. 5) Robert Brown's notice of vacation - Aug. 13, approximately 1 month - Tabled appointing someone until clarification on temporary appointment is received by County Personnel Department. Moved by Mr. Carey, seconded by Mr. Sovocool, to a:p ooint Diane Harrington as • Election Inspector in District f2 to replace Shirley Walpole, Ayes - Sovocool, Rankin, Carey, Robinson. Moved by Mr. Sovocool, seconded by Mr. Carey, to appoint Marty Conner as Youth Recreation Specialist pending approval by Tompkins County Personnel Department. Ayes - Sovocool, Rankin, Carey, Robinson. Some discussion was held on changing location of District #4 polling place from McLean Community Hall to Mclean Fire Station at the request of the Election Inspectors. McLean Firemen will build a ranp for access by the handicapped. District 91, West Groton Church Hall, will need a ramp also. Moved by Mr. Carey, seconded by Mr. Rankin, to designate West Groton Church, McLean Fire Station and the Town Hall as polling places for 1981, and also that Election Districts f'1, 2 and 3 be combined for Registration Day (Oct. 10) at the Town Hall with District #{4. being at the McLean Fire Station.
