The purpose of the hearing was to hear all interested persons in regard to adoption of Local Law No. 2 of the year 1985, Adoption of Electrical Code. The hearing was called to order at 7 :30 PM. The town clerk read the notice of advertisement as advertised in the Ithaca Journal. Joel Gagnon asked if the town board has appointed an individual to the position of building inspector. Supervisor Miller said the appointment will be announced at their regular meeting following the hearing. No other comments were made in respect to the electrical code, so Supervisor Miller closed the meeting at 7:40 PM. New York. The purpose of the hearing was to hear comments from residents in regards to amendment to zoning for purchase of property at 1820 Danby Road. Children's Community of Tompkins County have made a purchase offer for this property and plan to have a group home for behaviorally and emotionally disturbed children between the ages of 6 and.18. The meeting was called to order at 7:30 PM. Mr. Loehr explained the Corporation (Children's Community) w11 purchase the property and the corporation will be legally bound to pay taxes. They will lease the property to the not- for profit corporation which is a legal instrument by which the town is assured.of taxes on the property being paid. Letter from American Community Cablevision announcing appointment of Michael Withiam as Assistant General Manager. 2. Letter from Frank Proto thanking the Town Board for their vote in appointing him as replacement of Florence Starr to the County Board of Representatives. 3. The Annual Association of Towns training conference will be held February 17 thru 20 in New York City. Councilperson Roberts moved to approve the December 10 Public Hearing and December 10 Town Board minutes as presented, seconded by Council- person Oltz, carried by a vote of five ayes and no noes. Councilperson Oltz moved to approve the December 27 Public Hearings on Local Laws 2,3 &4, seconded by Councilman, Dietrich, carried by a vote of five ayes and no noes. Councilperson Roberts moved to approve the December 27 Special Meeting minutes as presented, seconded by Councilman Shay, carried by a vote of five ayes and no noes. Privilege of the Floor. The Town Clerk requested permission to attend the Association of Town's Annual Conference, February 17 - 200 Frank Proto reported for the County Board of Representatives: 1. He will be serving on the following committees: Human Services Coalation, Education & Public Safety & Corrections. Frank was asked by Harris Dates to serve as alternate to Chamber of Commerce. 2. The 1985 Agenda at Board of Reps will be a decision on sale of the old Hospital. The Board of Reps have proposed to the State by resolution to have the County support Veteran's Exemption thru state income tax. Frank reported there is one opening on the Human Rights Committee. The Board of Reps passed Local Law #1 for 1985 granting money for public water safety feasibility study. $15,000 in matching funds will be granted if feasibility study is done -and water works is put into effect. This only applies to new water systems. Frank also plans to put brief summary in the Danby Area News on the happenings at the County Reps level. 63 M141. Mr. Proto said the deal had fallen thru. Joan Bordenet reported for Community Council. The officers for 1985 are, Judy Tagliavento - President, Darwin Geuther - Vice President, Joan Bordenet - Secretary, Bill Center - Treasurer. The Community Council will be sponsoring movie nights for children at the Town Hall, Friday's and Saturday's during the month of January and February. The money raised will go toward the Community Center. They have also begun planning for the summer recreation program. Walter Sczepanski reported there is an error in last month's fee schedule that was passed as resolution 454 and would like it corrected. The correction pertains to the notation on non residential farm buildings. Supervisor Miller said this will be corrected later in the meeting. Prudence Bentley asked if the town could invest in a bulletin board at the town hall so that important notices and hearings could be posted for the residents' information. Supervisor Miller said the board will look into this. Marianne Pampuch asked if Jennings Pond will be available for swimming this summer. Supervisor Miller said she will have the committee in charge of the dam repair check into this. Ray Babbitt gave his highway report. He is requesting Kenneth Coddington be named as his deputy highway superintendent and to increase his salary by 59(,s per hour. Ray is requesting permission to attend the Association of Towns Conference in New York City in February. He reported he spoke with Rick Dobson about the 10 acres for sale across from the Town Hall. The town can have this property for new highway building for a price of $22,000, and the other 40 acres at a later date for $1.00. Ray also requests the town consider purchasing a new pick up truck. The present truck has 110,000 miles on it. He said thru a state bid the town could purchase a new truck, 3/4 ton, with plow for $11,300. Juddson Leonard requested permission to join the Building Officials Association. The annual membership fee is $15.00. Supervisor Miller said the following appointments are made by resolution. Supervisor Miller explained the Roberts Rules of Order will be followed except when special roll call vote is necessary. Roll call will be alphabetical with Supervisor voting last. All meetings will begin at 8:00 PM and terminate no later than 10:00 PM. Method of claims for payment of all bills will be by voucher. Vouchers must be submitted no later than Thursday preceeding Town Board Meeting. Vouchers may be submitted to the Supervisor or Town Clerk. The Town Board in accordance with Town Law AT 103 will audit all bills. All personnel matters will be discussed in executive session. Supervisor Miller moved to appoint town clerk as voting delegate at the Association of Towns annual conference, seconded by Councilperson Oltz, carried by a vote of five ayes and noes. Councilman Dietrich moved to authorize Judd Leonard to join the Building Officials Association, seconded by Councilperson Oltz, carried by a vote of five ayes and no noes. Judd Leonard would like a letter sent to the fire district to inform the district they are to notify the building official of any chimney or structural fires. The town clerk will do this. WARRANTS: General Fund #1 in the amount of $11,813.00 was approved to be paid. Moved by Councilman Dietrich, seconded by Councilperson Roberts, carried by a vote of five ayes and no noes. Highway Fund #1 in the amount of $7,774.98 was approved to be paid, moved by Councilperson Oltz, seconded by Councilperson Roberts, carried by a vote of five ayes and no noes. West Danby Water District Fund X61 in the amount of $412.00 was approved to be paid. Moved by Councilman Dietrich, seconded by Councilman Shay, carried by a vote of five ayes and no noes. Councilperson Roberts moved to approve the Supervisor's reports as presented, seconded by Councilman Shay, carried by a vote of five ayes and no noes. The Board agreed to table the requests made by Ray Babbitt until the February meeting. Councilman Dietrich reported a committee is being set up to look into the matter of purchasing property for a new highway building in addition to constructing a highway building. There will be meeting on this January 30, after the public hearing. Judd Leonard would like to meet with the town board to review the new fire and building code forms. It was agreed the board will meet with Mr. Leonard prior to the February meeting, 7:30 PM*' Councilperson Oltz reported the Local Law on Fire & Building Codes should reach the property owners to make them aware of this new law. The board agreed the town clerk will make available the law in her office. Announcement of this will be done in the Danby Area News. The matter of mailing copies of the law to property owners will be checked into further.
