Sovocool, Councilman Verl Rankin, Jr., Councilman Francis P. Carey, Councilman Gordon C. VanBenschoten, Councilman Not Present: Benjamin J. Bucko, Town Attorney Also Present: Leland Cornelius, Nancy I11cGuerty, William S. Hilker, Lynn Shreve Mr. Rankin moved the minutes be approved as mailed., seconded by Mr. Van s Benschoten. Ayes - Carey, VanBenschoten, Rankin, Sovocool, Robinson. Claims #55 to #94 of the Highway Department and #39 to #=69 of the General Fund. were presented, for audit. Mr. Rankin moved that the balls be paid. as amended ($200 allowance each for Assoc. of Towns trip to NYC) and the clerk instructed to draw warrant for them. Seconded by Mr. VanBenschoten. Ayes - Caxey, VanBenschoten, Rankin, Sovocool, Robinson. Monthly reports from Fire Department, Town Justice, Zoning Officer and Town Clerk were reviewed. Mr. Frank Satterly reported that work will be continuous until completion on the new Nubia Bridge. Local projects are eligible for welfare work relief; Board of Representatives passed. CHORES program, available to all of Tompkins County. Contact an outreach worker to arrange for repairs. Correspondence was reviewed by Board members. David Flang was unable to attend meeting but left an estimate of $260 for inside storm windows for Torn Hall. Moved by Mr. VanBenschoten, seconded by i%ir. Sovocool to appoint the following election inspectors, custodians and re- checkers for 1981: (Vote - unanimous) District 1 Republicans Democrats Charlotte Rankin Patricia Seneca.]. Rockwell A special meeting of the Town Board will be held Wednesday, March 18, 1981 at 7 :30 P.M. to pass resolutions on ,jury fees and coverage on emergency use of highway equipment. Mrs. Robinson reported that the historic Nubia Bridge had been moved to its present location in the Village of Groton, behand the senior citizens housing. In July, it will be moved again to its permanent location. Mr. W. S. Hilker, a private dog contractor presented. his proposal to the Board of which all board, members have copies. Lynn Shreve, President of Tompkins County SPCA, presented certain points of their 1981 Town/County/SPCA contract and left copies for board members. Action will be taken to contract with eigher Mr. Hilker or Isis. Shreve at Special Town Board Meeting o:f: March 18, 1981. A letter to the Town Board from Frank Pierson was read. Mr. Pierson's term on the Appeals Board expires March 1981. He does not wish to seek another term. A letter of thanks from the Town Board will be written. The board was asked 't'o consider making another appointment from the West Groton area. There being no further business, Mr. Rankin moved to adjourn meeting at 9:30 PM, seconded by Mr. Sovocool. Laura Haughn Deputy Town Clerk MINUTES OF SPWIAL TOWN BOARD MEETING HELD WEDNESDAY, 101ARCH 181 1981 AT 7:30 P M Those present: Teresa M. Robinson, Supervisor Ellard L. Sovocool, Councilman Verl Rankin, Jr., Councilman Francis P. Care;, Councilman Gordon C. VanBenschoten, Councilman Benjamin J. Bucko, Town Attorney Also present: Leland. Cornelius, Colleen Pierson, George Totman, Nancy Ostrander, Lyle Raymond, Cecil Twigg, Roger Gleason, Ellen Alexander Purpose of meeting was to take action on a dog con't'ract for 1981 and resolutions on jury fees and emergency use of highway equipment. Mr. Rankin moved that the board recess for executive session at 7:35 P.M Mr. VanBenschoten seconded the motion. The Town board. meeting reconvened at 8:05 P.M. RESOLUTION NO. 3 _ - AUTHORIZING TOWN HIGHWAY SUPERINTENDENT TO PERFORM Moved by Mr. Frank Carey, seconded. by Mr. VanE enschoten Ayes - Sovocool, Rankin, VanBenschoten, Carey, Robinson RESOLVED, that the Town Board of the Town of Groton by- request of the Town Highway Superintendent and by such authority as extended by applicable sections of the Town Law of the State of New York, do hereby permit, authorize and, direct the Town Highway Superintendent to fulfill such additional responsibilities from time to time as circumstances necessitate, although such activities may not relate directly to the specific responsibilities of his department as specified by the Highway Law. 1. The 'removal of snow as required from all municipal properties and the maintenance of safety conditions thereon. 2. The offering of Emergency Assistance as may be requested. by the Chief or other responsible Officer of a local Fire Department in support of FIRE RELATED EMERGENCIES. 3. The maintenance and normal upkeep of Recreational facilities. 4. The rendering of such assistance as may be requested from time to time to cope with related, emergency situations of any Special District within the Town of Groton. 5. Any unforseen need and /or effort of the Town Highway Department resources as may be determined. by the Highway Superintendent to be necessary and in the best interest of the general populace of the Town of Groton. This resolution is hereby submitted in the interest of and for the protection of the Town of Groton, its' Highway Department and its' full compliment of personnel. Mrs. Robinson asked the board members if it was too soon to start getting quotations to have the roof redone on -the Town Building. There was some discussion betw9en the board and Town Attorney. Decision was for Mr. Cornelius, Highway Superintendent, to work up specs and start getting quotations as soon as possible so the job doesn't drag out into next fall.
