Robinson, Supervisor Verl Rankin, Jr., Councilman Gordon C. VanBenschoten, Councilman Ellard L. Sovocool, Councilman Francis P. Carey, Councilman Also present: Leland Coxnelius, All Highway Employees Purpose of meeting was highway negotiations for 1981. Highway employees asked for .$1.00 per hour increase for 1981. Board discussed request and decided to offer them 400 per hour increase. Offer was not acceptable and Highway Employees asked for 550 per hour increase. After some discussion board offered 500 per hour. Highway employees indicated they would accept 500 per hour plus one (1) sick day per month. Board discussed and. made firm offer of 500 per hour only. Agreeing were: T. Robinson, V. Rankin, F. Carey, G. VanBenschoten, E. Sovocool. Highway Employees agreed to accept board's offer of 50¢ per hour increase. There being no further business, Air. Rankin moved to close negotiations, seconded by Air. Sovocool. Colleen D. Recessed for public hearing.on Proposed, uses of Federal Revenue Sharing Funds. Clerk read Public Notice which was published in Groton Journal & Courier on September 10, 19800 No one was present and no written comments were received on proposed uses of Federal Revenue Sharing Funds. Board discussed :proposed FRS uses as follows: Machinery - $10,000 Oil - 140000 Day Care 19800 Signs - 19200 Gadabout - 11000 Closed hearing at 7:50 P.Mo Reconvened Board Meeting to work on Budget. RESOLUTION NO. 18 - HIGHWAY NEGOTIATIONS FOR 1981 Moved by Mr. Rankin, seconded by Mr. VanBenschoten Ayes - Sovocool, Rankin, VanBenschoten, Robinson RESOLVED, that the Town of Groton Highway Association Employee's be granted a 500 per hour increase for their 1981 Agreement. 11 I _.m5 RESOLUTION N0. 19 - DrERNIS VA-`i BERKOM HOURLY RATE INCREASE Moved by Mr. VanBenschoten, seconded by Mr. Sovocool Ayes - Sovocool, Rankin, VanBenschoten, Robinson RESOLVED, that Dennis VanBerkom will receive 500 per hour raise as a permanent part -time employee in 1981. There being no further business, Mr. Rankin moved to adjourn meeting, seconded by Mr. Sovocool at 9:15 P.M* Colleen D. Bucko, Town Attorney Also present: Leland Cornelius, Nancy McGuerty, Frank Satterly, Barbara Hoffman Mr. Sovocool moved. that the minutes of' September 8, 15 and 22 be approved as mailed. Seconded by Mr. VanBenschoten. Ayes - Sovocool, VanBenschoten, Carey, Robinson. Claims #237 to #262 of the Highway Department and #Z44 to #273 of the General Fund were presented for audit. Mr. VanBenschoten moved that the bills be paid and the Clerk instructed to draw warrant for them. Seconded by Mr. Carey. Ayes - Sovocool, VanBenschoten, Carey, Robinson. Correspondence: Town Board members invited to Firemans Clambake on October 12 at 1:00 P.M. at the Groton Rod and Gun Club. Letter from Richard Wiess, Tompkins County Youth Bureau, stating .Donald Palmers term as Grotons representative on the Youth Board expires December 31. Moved by Mrs. Robinson to re- appoint Donald Palmer to serve on Youth Board for 1981, seconded by Mir. Sovocool. Ayes - Sovocool, VanBenschoten, Carey, Robinson. Moved by Mr. Sovocool, seconded 'by Mr. Carey giving permission for Teresa Robinson and Colleen Pierson to attend Comptroller's Regional Seminar on Financial Management Systems in Syracuse on October 21. Ayes - Sovocool, VanBenschoten, Carey, Robinson. Superv=isor Robinson discussed status of.' Nubia Bridge. County wall. be removing bridge by first part of November. From a historical aspect, the Groton Historical Society would like the bridge moved in one piece to be used at a site as yet undetermined in Groton since it was built in Groton as the first Bow String Truss Bridge. Moving bridge can possibly be funded through grants. SCM has offered a temporary site near senior citizens complex to store bridge until it can be errected. Highway Superintendent reported that Bond Plan has been approved by county. Lick Street is to be done in 1981 and Town Line Road in 1982. Road plan is $379000 plus $12,000 Town funds for a total of $50,000. Donovan plan is good for next year - -cost has not been updated since 1972. There are now four different highway programs which hopefully will be consolidated into one. Frank Satterly, County Representative, reported on county projects: Route 96 - rebuild with overpass; fence around airport didn't come up at meeting; working on budget; will bet clarification on Nubia bridge removal. Discussed Human Services Contract. Consensus was that the coalition was very benefical to town and. - should continue to support it. Ceracche TV has a new manager, Fir. Bradley Dusto, who will be in charge of the Ithaca office. Monthly reports from the Town Clerk and Zoning Officer were reviewed by the Board. r.
