HomeMy WebLinkAbout1984-05-14I II TOWN OF DANBY TOWN BOARD MEETING MINUTES May 14, 1984 The regular meeting of the Danby Town Board was called to order at 8:12 PM at the Danby Town Hall, 1830 Danby Road, Town of Danby, Tompkins County, New York, May 14, 19840 Board members present: Councilman Ric Dietrich Councilperson Dorothy Roberts Supervisor Mildred Miller Absent: Councilperson Mary Oltz Councilman Edward Shay • Others Present: William Downs, Kurt Bogart, Judd Leonard, Roy Casterline, Pete Coddington, Donald Wright, Frank Haskins, Florence Starr, Helen Mundel, Donald Graham, Sandra Strong, Joan Bordenet, Judy Tagliavento, Mr. & Mrs. Steve Rider, Communications: None Councilperson Dorothy Roberts made the motion to accept the April 9 minutes as presented, seconded by Councilman Ric Dietrich, and carried unanimously. Privilege of the Floor: Sandra Strong requested $6200 for the summer recreation program, and to ask supervisor to submit application to State for aid. Kurt Bogart read a letter to t existing on southern boundary sanitary regulations. There i are living here without proper Judd Leonard said legal action wn board voicing concern for situation if their property (Comfort Road) in regard to a'trailer located on this property and people septic /water hook -up. has been taken to clear up this matter. Donald Wright voiced complaint over resident in West Danby, Joel Gagnon, finding fault with the residents over such issues as dog matters or trailer situations. Mr. Wright felt Mr. Gagnon is making a public nuisance of himself. Close to privilege of the floor. Supervisor Miller introduced Mr. William Downs, from Ithaca Agency, to explain the Town's insurance program. Ithaca Agency is providing $70,000 coverage for the Town Garage, contents is $6,000., exclusive of trucks/ vehicles. The Town Hall is insured for $105,000, contents is $5,000. The Water Pump Station in West Danby is insured for $75,000 and $75,000 on the Water Tower. These buildings are all -risk coverage with $100 deductible, per loss. The Company is also providing coverage for the two voting machines under a Floater policy, which covers the machines -no._ .....v 4.1'tin matter where they are located. The machines are covered for $2,500 each `: . ,r, Equipment at the highway garage is insured for $166,900, scheduled and $6,460 on other miscellaneous equipment, ie CB radios. In addition, there.is liability protection for $1;000,000. which protects Town in the event of a loss resulting from Bodily Injury, Property Damage, and Personal Injury. As for recreation /youth programs, there is coverage for the town which includes any recreation the town is providing for. The coverage for Jennings Pond had been deleted as the Pond is temporarily not usable. The State will be notified of this situation. In addition to the above, there is insurance for the trucks /vehicles and workman's compensation. Mr. Downes explained the Town has been receiving dividend checks from work- man's compensation as a result of the Town's excellent loss experience. Councilman Dietrich asked if there is coverage for recreation program wherever it is located. Mr. Downes explained if the Town is providing this program, then there is insurance protection. Donald Graham questioned if $1,000,000 liability is sufficient coverage fora municipality. Mr. Downes felt the Town should probably have more, but this decision is up to the Town. 12 Town Board Meeting Minutes - May 14, 1984 Page 2 Supervisor Miller said a resolution is needed to submit application for State Aid to New York State Division for Youth. RESOLUTION 419 AUTHORIZE SUPERVISOR TO SUBMIT APPLICATION FOR $1600. STATE AID TO NEW YORK STATE DIVISION FOR YOUTH. Moved by, Councilperson Dorothy Roberts, seconded by Councilman Ric Dietrich Roll Call Vote: Dietrich - aye Roberts - aye Miller - aye Supervisor Miller reported the State of New York may be charging $250.00 fee for transporting salt brine over the highways. The salt brine is helpful in controlling dust on dirt roads in the summer. The salt brine is free from Arco.. Supervisor Miller said a resolution is needed to authorize town clerk to purchase a new typewriter. RESOLUTION # 20 AUTHORIZE TOWN CLERK TO PURCHASE A NEW TYPEWRITER FOR $799.006 Moved by Councilperson Dorothy Roberts, seconded by Supervisor Mildred Miller Roll Call Vote: Dietrich - aye Roberts - aye Miller - aye Supervisor asked if the new truck had been delivered. Mr. Coddington reported it was delivered today. Supervisor Miller reported the interest the truck is 7 %% for the first year. It anniversary. Committee Reports for the anticipated borrowing for will be subject to change each Youth: Councilman Dietrich reported plans for summer program have been completed and waiting for approval. Highway: Pete Coddington would like permission to attend highway school at Cornell University, June 4,5,6. He has also received a $10.00 rebate check from Black and Decker Company for a grinder and would like permission to cash the check and use it for petty cash. Mr. Coddington reported the crew has been widening East Miller Road. Clean up day in Danby took three days to do as there was so much trash.to be picked up. Councilman Dietrich suggested a better explanation of what is to be put out for pickup next year would help. Mr. Coddington reported the crew are now working their summer hours; 6:00 to 4:30, Monday thru Thursday. RESOLUTION 421 AUTHORIZE HIGHWAY SUPERINTENDENT TO ATTEND HIGHWAY SCHOOL AT CORNELL UNIVERSITY, JUNE 4,5,6 Moved by Supervisor Miller, seconded by Councilperson Roberts. Roll call vote: Dietrich - aye Roberts - aye Miller - aye Councilman Dietrich moved to authorize Mr. Coddington to cash the rebate check, for $10.00, from Black and Decker for use as petty cash, seconded by Cotkcilperson Roberts, carried unanimously. Councilman Dietrich felt petty cash for highway superintendent be put in the budget for 19850 Mr. Coddington also presented building plans to Town Board and would like the Board to look seriously into purchasing land to put a new building up for the highway department. Senior Citizens: Councilperson Dorothy Roberts reported the group is planning a one day trip on May 25 to Clarence, NY to Mumford NY to Canandaigue NY. u • • Town Board Meeting Minutes - May 14, 1984 r :- Supervisor Miller asked Paul Smith to give a brief review of the meeting of the Hospital Board of Directors.. He reported the purpose of the meeting was to elect a new Board of Trustees and approval of the By -Laws. Planning Board: Don Graham reported on last town planning board meeting they passed a recommendation to the BZA board for a. special permit to Gene Johnson for the hunting camp on Hill Road be granted with stipulations. Planning Board is working on two town laws to submit to town board for review on'eligibility in the National Flood Insurance Program and a law regarding governing regulations on town junk cars. . At County Planning Board meeting, Mr. Graham reported Tom Tran is still growing. It has presently extended to Trumansburg and Danby will be next. This transportation is provided by private individuals as a business, usually by means of a van type vehicle. Zoning: Judd. Leonard reported there are five violations pending court appearance. Mr. Leonard would like permission to purchase a polaroid camera for use in violation cases. Supervisor Miller said there would not be money in the budget this year for this purchase. Supervisor Miller reported Stan Lis and Don Wright will put flags at area cemeteries for Memorial Day. Councilman Dietrich would like permission to use Town Hall to show movies to youths May 25, June 1, & June 8 from 6:30 to 9:30 PM. The purpose for this is to raise money for a new community center. Community Council is putting on the movie program. Councilman Dietrich moved to approve use of the Town Hall to. show movies, seconded by Councilperson Dorothy Roberts and carried unanimously. Supervisor Miller said a resolution is needed to use the $4500. appropriated for life guard fees to be used for other staff costs in the summer recreation program. RESOLUTION 4622 BUDGET OF $4500. FOR LIFE GUARDS BE RE- APPROPRIATED FOR STAFF COSTS FOR THE SUMMER PROGRAM FOR TOWN OF DANBY YOUTH TO TAKE PLACE AT SOUTH HILL SCHOOL AND CASS PARK FOR 19840 Moved by Councilman Dietrich, seconded by Supervisor Miller Roll Call Vote: Dietrich - aye Roberts - aye Miller - aye Supervisor Miller said a resolution is needed to appropriate monies earned in interest for highway machinery account. RESOLUTION 4624 Moved by .Supervisor Miller, Roll Call Vote: Dietrich - Roberts - Miller - APPROPRIATED MONIES EARNED IN INTEREST FOR HIGHWAY MACHINERY ACCOUNT. MOVE $1633.00 FROM A247$ to DA 5130.2 I)A2'tol seconded by Councilperson Roberts. aye aye aye Dog Warden, Lorrie Bard, reported she has been dog warden for Danby for 18 months and in that time she has dealt with people more than dogs. She would,like the board to consider offering a spaying /neutering clinic periodically for the town. Funding for this would come from the adoption and impoundmant fees that she recieves. Miss Bard would also like permission to attend school for dog control officers at Cornell University for four days, sometime in June. Councilman Dietrich moved to allow dog warden to attend school at Cornell University in June, seconded by Councilperson Roberts, carried unanimously. Highway Warrant 465 in the amount of $3612.40 was approved to be paid. Moved by Councilman Dietrich, seconded by Councilperson Roberts, carried unanimously. m Town Board Meeting Minutes - May 14, 1984 Page 4 General Fund Warrant #5 in the amount of $1299.55 was approved to be paid. Moved by Councilperson Roberts, seconded by Supervisor Miller, carried unanimously. Federal Revenue Sharing #5 in the amount of $4592.38 was approved to be paid. Moved by Councilman Dietrich, seconded by Supervisor Miller, carried unanimously. West Danby Water District #5 in the amount of $779.54 was approved to be paid. Moved by Councilperson Roberts, seconded by Supervisor Miller, carried unanimously. Councilperson Roberts moved to approve Supervisor's reports as presented, seconded by Councilman Dietrich, carried unanimously.
