Commissioner Richardson called the meeting to order at 11:50 am.
Is the Senior Plan Examiner a Supervisor, or is it not?
Commissioner Abrams made a motion to suspend the agenda to discuss the issue for which
the Building Division staff was in attendance. Seconded by Commissioner Richardson.
Motion carried 3-0. A lengthy discussion then ensued about the Senior Plan Examiner
position and whether the position has supervisory responsibilities. At the end of the
discussion, the question as to whether the Senior Plan Examiner is a first-line supervisor
with assigned subordinate staff remained unresolved. The Commission requested that the
Director of Planning and Development review her departmental supervisory structure, make
a decision as to where the Senior Plan Examiner position fits within the supervisory
structure, and provide the Commission with a definitive answer by the next meeting.
APPROVAL OF MINUTES
Commissioner Abrams made a motion to approve the minutes from the September 4, 2019
meeting. Seconded by Commissioner Thompson. Motion carried 3-0.
NEW BUSINESS
New Position Duties Statement: Planning Department – Historic Preservation and
Neighborhood Planner
The Commission reviewed and discussed a New Position Duties Statement from the
Planning Department. Commissioner Richardson made a motion to classify the position as
Historic Preservation and Neighborhood Planner. Seconded by Commissioner Thompson.
Motion carried 3-0.
New Position Duties Statement: DPW – Fleet Manager
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works. The position will overlap with an existing position that will be
vacated due to retirement in 2020. The overlap will allow the current incumbent to train his
successor. Commissioner Thompson made a motion to classify the position as Fleet
Manager. Seconded by Commissioner Richardson. Motion carried 3-0.

Revision of Special Requirement: Electrician
The Commission reviewed and discussed a request to amend the special requirements for
the Electrician position to allow comparable electrical licenses issued by other municipalities
to be accepted in lieu of a City of Ithaca Electrician license. The Examining Board of
Electricians permits the substitution of comparable licenses in accordance with the
provisions of the City Code. Commissioner Abrams made a motion to amend the special
requirements for Electrician to read as follows:
“SPECIAL REQUIREMENTS:
1. Candidates must either obtain certification from the City of Ithaca as a Licensed
Electrician within twenty-four (24) months of appointment, or possess a valid
Electrician license comparable to a City of Ithaca Electrician license, and must
maintain said license for the duration of employment.
2. Candidates must obtain a New York State Class B Commercial Driver License
(CDL) or a valid Commercial Driver License equivalent to a New York State Class
B Commercial Driver License within twelve (12) months of appointment and must
maintain said license for the duration of employment.”
Seconded by Commissioner Thompson. Motion carried 3-0.
Revision of Minimum Qualifications: Tenant Relations Assistant
The Commission reviewed proposed revisions to the minimum qualifications for Tenant
Relations Assistant. The revisions expand the qualifying degree fields for the position. The
revised minimum qualifications will read as follows:
“MINIMUM QUALIFICATIONS:
A. Graduation from a regionally accredited or New York State registered college with
an Associate's Degree in Human Services, Psychology, Sociology, Education,
Business, Economics, Finance, Public Administration, or a closely related field with
similar course curriculum; or
B. Graduation from high school or possession of a high school equivalency diploma
and two years of full-time paid experience, or its part-time volunteer equivalent,
working in a human service agency, community agency, financial institution, or
financial agency in a capacity involving interviewing, examining, evaluating or
investigating claims or applications for financial assistance, benefits, loans or similar
programs operating under established criteria for eligibility; or
C. Graduation from high school or possession of a high school equivalency diploma
and two years of full-time paid experience, or its part-time or volunteer equivalent,
working in a human services agency or educational environment in a capacity which
involves interviewing, counseling, mentoring, teaching, tutoring or similar direct
service work; or

D. Graduation from high school or possession of a high school equivalency diploma
and two years of full-time paid experience, or its part-time or volunteer equivalent,
working in rental property management or housing placement in a capacity which
involves the approval, evaluation or coordination of rental agreements, leases,
assessments of habitability or similar work; or
E. An equivalent combination of training and experience as defined by the limits of (A),
(B) and (C) above.”
Commissioner Thompson made a motion to revise the minimum qualifications as proposed.
Seconded by Commissioner Abrams. Motion carried 3-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0.
During executive session, the Commission took the following actions:

Commissioner Richardson made a motion to approve the Rosters of Candidates for
Examination listed below. Seconded by Commissioner Abrams. Motion carried 3-0.

Commissioner Thompson made a motion to add candidates to the continuous recruitment
eligible lists. Seconded by Commissioner Abrams. Motion carried 3-0.
Approval of Personnel Transactions
Commissioner Thompson made a motion to approve the monthly personnel transactions.
Commissioner Richardson. Motion carried 3-0.
The next Civil Service Commission meeting will be held Thursday, November 14, 2019 at
11:30 am. With no further business, the meeting was adjourned at 1:20 pm.
