HomeMy WebLinkAbout1984-04-09>r TOWN OF DANBY TOWN BOARD MEETING MINUTES April 9, 1984 The regular meeting of the Danby Town Board was called to order at 8:05 PM at the Danby Town Hall, 1830 Danby Road, Town of Danby, Tompkins County, New York, April 9, 19840 Board Members present: Councilman Ed Shay Councilperson Dorothy Roberts Councilperson Mary Oltz Councilman Ric Dietrich Supervisor Mildred Miller Others present: Richard Oltz, William Makepeace, Dave Mastroberti, Edward M. Roberts, Juddson Leonard, Pamela Clermont, Florence Starr, Roy Casterline, Donald Graham, Raymond Babbitt, Pete Coddington. Communications: 1. From Lucretia Bowles, secretary /tre The Board of Commissioners -of Danby should be useable for fire' �training a fire. They feel the hydrants should only be.used for routine line flushes and working structure fires. They request such resolu- tion be passed by the Town Board. 3. From Ithaca Agency. In review of Downes discovered they are not pr storage tank (West Danby). From Tompkins County Municipal Officers Association. The next municipal officers dinner /meeting will be April 25, 7 PM at the Party House in Ithaca. Robert Schwarting, Acting Executive Director of the Tompkins County Area Development Corporation will speak on nurturing of existing small businesses and coordination of infor- mation and referral among businesses, agencies and municipalities. 5. From Tompkins County Youth Bureau, Nancy Zahler. A total of $1,6500 in 100% reimbursable funds may be available from the New York State Division for Youth to enable municipalities to provide transportation for youth to participate in youth programs. Councilman Dietrich requested the March Minutes be corrected under correction of minutes; to read, "clerk mailed vouchers to Albany for matching funds on State Aid." Councilperson Roberts moved to accept March minutes as corrected, seconded by Councilperson Oltz, carried unanimously. Privilege of the Floor: Town Clerk made request from Dog Warden, Lori Bard, who was ill and unable to attend the meeting. Miss Bard would like board approval to purchase a dog trap which is designed to capture dangerous dogs. She presently has a dangerous dog situation in West Danby. She feels a trap for this purpose will aid her in future problems. The board members agreed that they would like an idea of price before approving this purchase. The decision will be tabled until May meeting. County Representative, Florence Starr reported Human Services Committee okayed summer jobs program for the youth. • • 1 Town Board Meeting Minutes - April 9, 1984 page 2 Privilege of floor continued. Dave Mastroberti voiced concern to the fact a trailer has been placed on Comfort Road, between William Makepeace and the Bogart property. He would like to know if a permit has been issued for this. Mr. Leonard said once the people have received health department permit he will issue a building permit. Mr. Makepeace said the people are already living in this trailer and there is no sewer /water hook up. Mr. Make - peace felt there was insufficient frontage as the trailer is situated very close to his property line. Mr. Leonard explained the trailer is situated this way to allow room for construction of the house. The land has been purchased by David Maycumber. Close to privilege of the floor: Old Business: Supervisor Miller reported payment to Tompkins County Trust Company in the amount of $5,218.57 (principal) & $1,774.31 (interest) on highway equipment (renewal bond) was made. She also took in Bond Anti - cipation.Note for legal approval for borrowing $65,500 for the new truck. Councilman Dietrich asked the board members to table a decision on water commissioners request that the hydrants only be used for working fires. He felt a reply back from the fire commissioners should be received first. Supervisor Miller said a resolution is needed to extend graduated income tax per annual income benefits to the Senior Citizens. RESOLUTION 418 EXTEND GRADUATED INCOME TAX BENEFIT TO SENIOR - CITIZENS AS PER SCHEDULE ADOPTED BY TOMPKINS COUNTY. THIS RESOLUTION SUPERCEDES ALL PREVIOUS RESOLUTIONS. UP TO $1031500 50% 10,500 to _.- but less than 11,000 - 45% 11,000 to but less than 11,500 - :40% 11,500 to but less than 129000 - 35% 12,000 to but less than 12,500 - 30% 12,500 to but less than 13,000 - 25% 13,000 to but less than 13,500 - 20% Moved by Supervisor Miller, seconded by Councilperson Oltz. Roll Call vote: Dietrich - aye Oltz - aye Roberts - aye Shay - aye Miller - aye Committee Reports: EMC - no report EOC - no report • Youth - Councilman Dietrich reported the committee met again in April to work out all the ideas people have for doing the summer program. It was suggested doing something for the younger children possibly at the Fire Station and for the older children a program at South Hill School. Councilperson Roberts said she attended the last Community Council meeting and the officers felt Danby Pond should still be maintained by community council, even though there will be no swimming at the pond. Supervisor Miller said when the pond was drained the State Parks Commis- sion broke the contract with Danby. She said she has taken steps to cancel insurance coverage for the pond. She said Community Council should not have to maintain the property there. This will now be the State Parks job. �z Town Board Meeting Minutes - April 9, 1984 page 3 Committee reports, continued. Senior Citizens - no report Highway - Mr. Coddington reported the men have been busy cleaning up from high waters from heavy snow received. They have also been cleaning up fallen trees. The man Mr. Coddington hired has now finished his 90 day probation period and is doing a good job. Planning board: Mr. Graham reported planning board will be holding a public hearing April 18, 7:30 PM to consider a special permit proposal that has been submitted by Mr. Gene Johnson for a hunting lodge on Hill Road. Mr. Graham has contacted Paula Camratta by letter and she has replied by informing Mr. Graham that she would like to have the town map with updated flood hazard boundary lines and copy of town law for her inspection prior to the August 30 deadline to initiated the Flood Hazard Program. BZA: Mr. Roberts reported BZA chairman, Frank Muzzy has returned from vacationing in Florida. Mr. Roberts asked if the board has come up with a replacement for Mr. Muzzy. Supervisor Miller said they are still searching. New Business: Supervisor Miller asked Councilman Dietrich to file application for mini -grant for youth transportation for the summer program by April 19 deadline. Motion made by Councilperson Roberts, seconded by Super- visor Miller, carried unanimously. Supervisor Miller said she would like to invite William Downes, of Ithaca Agency to attend the May Meeting to discuss the town's insurance program. The board was in agreement to have him attend the next meeting. Supervisor Miller said the annual clean up weekend in Danby will be May 5 and 6. Highway crew will pick up on May 7. Abstracts: Supervisor Miller made the motion to pay the CHIPS Warrant in the amount of $2,590.00 when she recieves next CHIPS payment, seconded by Council- person Oltz, carried unanimously. General Fund Warrant #4 in the amount of $995.95 was approved to be paid. Motion made by Councilperson Roberts, seconded by Supervisor Miller, carried unanimously. Highway Warrant #4 in the - amount of $4,132.49 was approved to be paid. Motion made by Councilman Shay, seconded by Councilperson Oltz and carried unanimously. West Danby Water District Warrant #4 in the amount of $164.89 was approved to be paid. Motion made by Supervisor Miller, seconded by Councilperson Roberts and carried unanimously. • Zoning report was presented. Councilperson Roberts made the motion to approve the Supervisor's Report • as presented, seconded by Councilman Shay, carried unanimously. Supervisor Miller said next Agenda meeting will be April 30, 6:30 PM. Ed Roberts introduced Raymond Babbitt to board members. Mr. Babbitt is interested in running for position of highway superintendent in November elections.
