HomeMy WebLinkAbout1984-03-12Town of Danby Town Board Meeting Minutes March 12, 1984 The regular meeting of the Danby Town Board was called to order at 8:05 PM at the Danby Town Hall, 1830 Danby Road, Town of Danby, Tompkins County, New York, March 12, 19840 Board Members Present: Councilman Edward Shay Councilperson Dorothy Roberts Councilperson Mary Oltz Councilman Ric Dietrich Supervisor Mildred Miller Others Present: Edward M. Roberts, Pete Coddington, Roy Hornbrook, Roy Casterline, Florence Starr, Juddson Leonard, Donald Graham, Pamela Clermont, Helen Mundel, Joel Gagnon, William Benjamin. Communications: 1. Tompkins County Municipal Officers Association announced there will be a work session for representatives of all interested Tompkins County municipalities on March 19, 7:30 PM, regarding State Fire & Building Codes. There will also be a workshop on Fire & Building code enforce- ment for Tompkins County from 7 to 10 PM, March 29 at the Court House. This will be put on by the New York Department of State. 2. Ithaca City School District are requesting use of Town Hall for their annual School elections, May 1, 12 to 9 PM. 3. Tompkins County Board of Representatives: Resolution #31: Apportionment of Dog Monies. Danby, amount remitted - $652.73. 75% of surplus apportioned, $300.19. 4. Members of Danby Senior Citizens expressed thanks to Danby Town Board for their generosity during the past years, in helping to finance their trips. Councilman Ric Dietrich asked to correct the February 13 minutes, under Committee Reports, Community Council, correction to read, Clerk mailed vouchers to Albany for matching funds on State Aid. Also, delete "Danby Pond will not be opened ", and put in "interested people who �.'�would like to learn more about youth and youth services". Councilman Ric Dietrich requested a correction on page 3 of same minutes, paragraph 3, correct to read, cost for transporting kids downtown will be determined at a future date. Correct Resolution 412 to correct wording to, permits granted will be signed by Supervisor and Zoning Officer or BZA chairman. Councilman Dietrich asked to change wording on Special Meeting Minutes of February 28 to read, after detailed discussion previously with Councilman Edward Shay and Pete Coddington, the board was in favor,of purchasing a 1983 Mack Truck and dump body. Councilperson Dorothy Roberts made the motion to accept the February 13 and February 28 Special Meeting minutes as corrected, seconded by Councilman Ric Dietrich, carried unanimously. Privilege of the Floor: Councilman Dietrich said he has met with interested people from Community Council for youth services and will be having additional meetings. Town Clerk reported she received complaint from residents on Comfort Road that there is a trailer on a piece of property between William Makepeace and IZurt Bogart, the neighbors are upset and want this matter investigated. • a 0 Town Board Meeting Minutes, March 12, 1984 page 2 Privilege of the floor, continued. County Representative, Florence Starr reported there will be a public hearing coming up soon on the Wetlands. Mrs. Starr would like Danby to pass a resolution to change income limitation for Senior Citizens on a sliding scale, as this was done in Ithaca. Attorney, Pam Clermont would like to know why there is a trailer situated on Chuck Bruce's planned unit development property. Edward Roberts said he noticed the trailer on Comfort Road, and as far as he knows, the people have not applied for a permit or had health department approval. Close to privilege of the floor. Old Business: Supervisor Miller reported the January 1984 minutes, Resolution 411 should be corrected to amend the amount to read 4136,205.00, this amount includes the Consolidated Highway Improvement Program money. Motion made by Councilperson Mary Oltz, seconded by Council - person Dorothey Roberts. RESOLUTION 415 AMEND RESOLUTION 411 TO READ $136,205.00, NOT $93,103.00 - yes Roll Call Vote: Dietrich - yes Oltz - yes Roberts - yes Shay - yes Miller - yes Supervisor Miller said the town will be receiving $4,933.00 more than budgeted last fall in Federal Revenue Sharing Funds. She suggests appropriating this additional money for purchase of a cinder spreader. RESOLUTION 416 AMEND 1984 FEDERAL REVENUE SHARING BUDGET TO INCLUDE THE $4,933.00 TO BE USED FOR PURCHASE OF A CINDER SPREADER. Motion made by Councilman Dietrich, seconded by Councilperson Oltz. Roll Call Vote: Dietrich - yes Oltz - yes Roberts - yes Shay - yes Miller - yes Supervisor Miller said Resolution 414 needs to be amended to borrow $65,500.00 for purchase of Mack Truck /Dump Body. RESOLUTION 417 AMEND RESOLUTION 414 TO NEGOTIATE • A BOND ANTICIPATION NOTE FOR $65,500.00 TO PAY FOR THE MACK TRUCK /DUMP BODY. Motion made by Councilperson Roberts, seconded by Councilman Shay. Committee Reports: Councilman Dietrich said all reports from towns must be in by March 27, as required by County to participate in the project to hire youth for the summer. He also said County is requesting statements from any interested people in answering small question - aires about where towns would like to go with youth and youth programs. He has set up a meeting March 22 at 7 :30 at the Town Hall for all interested people. Fire District: no report Senior Citizens: Councilperson Roberts said Senior Citizens would like to offer their help in the upcoming Danby Field Days. She also said two long trips are being planned by the group. Highway: Pete Coddington reported the crew has been busy cutting trees, patching pot holes and cleaning ditches from the high waters in February thaw. EMC: no report Planning: Donald Graham reported on the February planning board meeting. The members voted to change their meeting time to 7 :30 PM. The Board also agreed to begin revision of present zoning ordinance per recommendation of the town board; this will include revision of fee schedule and planned unit development revision. Mr. Graham mentioned he received a letter from Paula Camaratta from Federal Emergency Management Agency regarding national flood insurance program. If town wants to participate, they should let her know within thirty days. The town will then have several months to enact a local law that would administer the National Flood Insurance Program and secondly to bring the flood hazard boundary maps up to date. Mr. Graham said if the town wishes to participate, they will need to let Miss Camaratta know by March 23. Mr. Graham said the planning board has put together a proposal on preventative maintenance of Buttermilk Creek tributary to reduce flooding. Supervisor Miller asked board members if they are in favor of her filing an application and proposal with County for this project. Motion made by Councilman Dietrich, seconded by Councilman Shay and carried unanimously. Attorney Clermont spoke with Gary Evans in regards to revision of the Zoning Ordinance and he mentioned he has on a word processor a full ordinance used by Groton that could be used in updating our ordinance. Discussion followed on flood insurance program regarding designating and defining our flood hazard boundary line. Mr. Graham pointed out if a letter is sent, it does not bind us to anything. Mr. Graham will send a letter to Miss Camaratta and will begin work on updating our flood hazard boundary map. New Business: Supervisor Miller reported several resumes were received for position of a part -time zoning officer. After interviewing, the board agreed to appoint Juddson Leonard to serve until December 31, 1984. The Town Board will review with Mr. Leonard in December to determine reappointment conditions. Supervisor Miller would like Mr. Leonard to attend the workshop March 29, on Fire & Building Codes at the Court House. The Town Board approved use of the Town Hall, May 1, 12 to 9 PM for the Ithaca City School Elections. c: L D • 1 Town Board Meeting Minutes, March 12, 1984 New Business, continued. A final Supervisor Miller said they will have a meeting April 2, 6:30 PM to discuss the agenda for April town board meeting. Warrants: General Fund.Abstract, #3 in the amount of 4875.60 was approved to be paid. Motion made by Councilperson Roberts, seconded by Council- man Dietrich, carried unanimously. Highway Fund #3 in the amount of $4,816.35 was approved to be paid. Motion made by Councilman Shay, seconded by Supervisor Miller and carried unanimously. West Danby Water District #3 in the amount of $180.69 was approved to be paid. Motion made by Supervisor Miller, seconded by Council- person Oltz, carried unanimously. Councilperson Oltz made the motion to accept the Supervisor's reports as presented, seconded by Councilman Dietrich, carried unanimously. Councilman Dietrich made the motion to adjourn the meeting at 9:12 PM, seconded by Councilperson Oltz, carried unanimously. Helen Mundel, reporter, questioned why no motion and vote were done for appointment of Zoning Officer. Supervisor Miller reopened the meeting and Councilperson Roberts made the motion to appoint Mr. Leonard as Zoning Officer, seconded by Councilman Dietrich, carried unanimously.
