Rankin Ayes - Sovocool, Walpole, VanBenschoten, Rankin, Robinson RESOLVED, that the Town of Groton fund the :1979 Human Service Coalition request of $283.22 to be paid from Federal Revenue Sharing Funds. 'T'own Board members read unsigned letter from Tom Hughes offering his services as a Youth Officer to work with Groton Youth and their problems. After some discussion, the following,resolution was presented: RESOLUTION YiO. 47 - NOT TO APPOINT YOUTH OFFICER Moved by Air. Walpole, seconded 'by Mr. Sovocool Ayes - Sovocool, Walpole, VanBenschoten, Rankin, Robinson RESOLVED, that the Town of Groton does not appoint a Youth Officer • at this time as recommended in letter dated. Pierson Town Clerk MINUTES OF TOWN BOARD MEETING HELD MONDAY, DECEMBER Those present: Teresa M. Robinson, Supervisor Ellard L. Sovocool, Councilman Gordon C. VanBenschoten, Councilman Robert P. Walpole, Town Justice Benjamin J. Bucko, Town Attorney Absent: Verl Rankin, Jr., Councilman 1979 AT 7:30 P3018 Also present: Leland Cornelius, Mary Evelyn Dempsey, Nancy McGuerty, Roger. Gleason Moved by Aix. Walpole to accept minutes of previous meetings (1115 & 11/13) as mailed. Seconded by Mr. Sovocool. Ayes - Sovocool, tiralpole., VanBenschoten, Robinson. . Claims #287 to #306 of the Highway Department and 11287 to #344 of the General Fund were presented.for audit. Mr. Sovocool moved that the bills be paid and the clerk instructed to draw warrant for them. Seconded by Mr. VanBenschoten. Ayes - Sovocool, Walpole, VanBenschoten, Robinson. ( Monthly reports were reviewed from the Fire Department, Town Clerk and Zoning Officer, Discussed Dog Contract for 1980 - Must con t-maet with Village. We must set up what we want them to cover. It was felt 'that fine money should 'be kept here for dog control protection. Appearance tickets written' by village- -fines should. go to village under their leash law. Our contract would be with County and County contracts with SPCA. It was suggested village should be named in our contract. Attorney Bucko will clarify gray areas and get a memo out to Town Board members in a couple days. Discussed further what coverage we want -- West.Groton, McLean, Peruville, etc, One might be handle all complaints; 2) drive through area once a week; 3} monthly reports from SPCA as to activities; 4) Teresa will get information to SPCA. Discussed whether Robert Chapman should be compensated for mileage in addition to 50¢ /dog he receives from the County. Dog courit'for 1980,was 1168. Mr. Walpole moved that the Town Clerk contact Mr. Chapman and ask him to submit a voucher for mileage during enumeration at the rate of .12 /mi. Seconded. by Mr. VanBenschoten. Ayes - Sovocool, Walpole, VanBenschoten, Robinson. Supervisor Robinson noted. a request that we need a representative on the Environmental Management Council. tie have appointed Russell DeP9ond but he is not active. Board asked Supervisor to contact 19r. Delplond and see if he will attend meetings, if not ask for his resignation. Supervisor Robinson requested the boards permission to transfer funds to meet expenses for the following accounts: RESOLUTION NO. 48 - TRANSFER FUNDS TO MEET EXPENSES Moved by Mr. Walpole, seconded by Mr. Sovocool Ayes - Sovocool, Walpole, VanBenschoten, Robinson RESOLVED THAT the Supervisor transfer funds to meet expenses for the following: From B8020.4 to B8020.1 - :500 for secretarial work. From A1450.1 to A1450.4 - $100 to cover election rental. Supervisor Robinson also requested to amend the 1979 Town Budget to include appropriation of 1979 Dog Fund A1530.4. RESOLUTION NO. 49 - AMERD 1979 'TOWN BUDGET TO INCLUDE DOG FUND APPROPRIATION ACCOUNT Moved by Mr. Walpole, seconded. by Mr. Sovocool Ayes - Sovocool, Walpole, VanBenschoten, Robinson RESOLVED THAT the 1979 Town Budget be revised to include Dog Fund Appro; riation Account No. A1530.4 Supervisor Robinson also requested motion to move Deputy Clerk's fees charged against Dog Fund back to Deputy Clerk Fund, RESOLUTION NO. 50 - TRANSFER DEPUTY CLERK'S FEES FROM DOG FUND BACK TO DEPUTY CLERK'S FUND Moved by lair. Walpole, seconded by lair. VanBenschoten Ayes - Sovocool, Walpole, VanBenschoten, Robinson RESOLVED that Deputy Clerk's Fees erroneously charged against Dog Fund be transfered back into Deputy Clerk's Fund.. On the matter of highway records being brought up to date, it was noted this was not a board matter since it was already budgeted. and Mr. Cornelius could call on Laura anytime. Leland Cornelius asked boards permission to let bids for a pickup truck. Moved by lair. VanBenschoten to advertize for bids on December 19 with bid. opening January 7, 1980 at 8:00 P.M., seconded by Mr. Walpole, Ayes - Sovocool, Walpole, VanBenschoten, Robinson. Town Attorney will draw up proper specifications with notation that all bid sheets be picked up at the Town Clerk's Office. Attorney Bucko reported briefly on SEQRA meeting he attended.. He has it taped and will send memo for board to consider at January meeting. must be adhered to. It affects Planning and Appeals Boards -- cannot be ignored. Possible amendment to ordinance or local law that we adopted.. Supervisor Robinson asked. Attorney Bucko what had been done about James Lockwood being in violation of Town Ordinance. Attorney Bucko needed ® resolution from board to institute legal action. RESOLUTION NO. 51 - BOARD AUTHORIZATION FOR TOWN ATTORNEY TO Ili STI TUTE LEGATE ACTION AGAINST JAMES LOCKWOOD Moved by lair. Walpole, seconded by Mr. Sovocool Ayes - Sovocool, Walpole, VanBenschoten, Robinson RESOLVED that Attorney Bucko institute legal action against James Lockwood for being in violation of Tom Zoning ordinance per numerous letters sent to Mr. Lockwood by Zoning Officer Robert Brown. All letters of his non - compliance have been ignored. Attorney Bucko advised principals in John Anderson Case 927 asking for a. permanent injunction to be held December 19, 1979 at 9:30 A.M. at Supreme Court Chambers in Court House in Ithaca, Either Anderson will clean up or go to jail. If he doesn't clean up, assess property and put on tax rolls and sell it for taxes. Attorney Aucko met with Village dousing Authoxi'ty and discussed Ca.dabout Bus. Bus will be stoxer? in Town shed. Bets will draw up contract indicating the ToTe�+n is not responsible for m<.intainance, vandalism or anything a.�L' all. Roger Gleason, Chairman of the Town Planning Board was present to discuss ;possibly revising Town Slab - Division Ordinance, They axe having problems on haw to Impliment Sub-Diyysian Ordinance which does not apply to rural areas in Grotan. Gary Evans of County PI ning Board, has been authorized by the County to do some work on revising Orotons Sub - Division Ordinance, Mr. Gleason would like board's feelings on whether we should go into it, Attorney Bucko indicated. there is no growth in Town of Groton and regulations geed modifications to simplify conveyance of land. Mx. Walpole moved that he was in favor of revaeWing Sub- Division regulations a,s to what j.s best for the Town and possibly updating oxdinar!ce . Seconded by Mr. Sovocool, Ayes - Sovacool, Wad-pale, VanBenschoten, Robinson. Mr. Gleason also noted that there should be some funds to defray expenses for Mr, Gary Evans. I1Lr. Gleason gave a brief ci!escription of possible categories for revised sub - division. A brieY discussion was held among 'board member, Mr. Gleason also noted Plaxming Board files were a mass with some 1976 minutes missing; or misplaced, He requested some assistance iii petting the files in order. Boards consensus was he contact Planning Board secretary and have her ar someone else arrange files but not to exceed, monies budgeted. Moved by Ir. Walpole to hold a Special Town Board meeting on December 27, 1979 at 1:00 P.M. to close out year rind business. Seconded by Mxw Sovacool. All ayes . There being no further business, hr.
