Medical Waste Collection – Ed Gottlieb Ed gave a presentation on the highly successful Pharmaceutical Waste Collection day that was held on March 6th at the TCAT facility and noted that another event may be planned for the fall. The SJC formally thanked Ed for his role in the success of this project. Energy Audit Study – Johnson Controls The audit so far shows that the items identified to date would result in a 69% reduction in energy usage. Sixty five percent of the plants energy requirements would be supplied by renewable energy (digester gas). This would take us from a current 24% renewable energy usage to 65% renewable energy usage. The total cost of measures identified and recommended is $8.2M. This cost includes $7M worth of equipment that is either non-functional or has reached the end of its useful life. The savings over 20 years pays for 86% of the work and the economical stimulus benefits calculations indicate that this project would either retain or create 85 “green collar jobs” and would have a total economic impact to the total area of approximately $15.5M (payroll, taxes, 1 contractor meals, lodging, etc.). Also, the project would decrease greenhouse gases by close to 1000 tons per year. Financial Report – Steve Thayer Steve distributed the current financial activity for the past month and the preliminary 2009 year end activity. The first quarter payments have been received from The Town and City of Ithaca. The Town of Dryden has been invoiced. Expenses for 2010 are within budget. Currently, revenues over expenses total $485,000. The final numbers for 2009 are still being finalized. Some expenses have not yet been received and posted. This would include our fuel usage report. Excess revenues over expenses are $314,000 for 2009. The only Capital Project expenditure for the past month is $15,000 to Stearns & Wheler for CP416J (Miscellaneous Plant Improvements). Operator and Engineering Report Summary – Dan Ramer/Scott Gibson Energy Reduction Study – Project cost evaluation is completed and summarized and ready for review. Cornell Hydrolysate – Reports and data submitted regarding uncontrolled release of hydrolysate. Discharge did not cause environmental or operational problems for the plant. Actiflow – Staff is working on the blades that have fallen off and documenting information for Kruger to assist in the failure analysis. Staffing – Jeremy Giordano (Operator Trainee/Instrumentation Technician) received the number one ranking on the Civil Service test administered for his position. We still have one open position on the roster resulting from Dave McGeever’s retirement which took effect on February 27th. This position will be placed on hold to allow the current trainee’s to complete their training and obtain their licenses. Three of the five trainees on staff should be eligible to take the NYSDEC Operator’s Exam administered in the fall of this year. We plan to hire two interns during the summer months to fill in the gaps. Miscellaneous Plant Improvements – The design phase for the septage receiving facility is 60% complete. Pre-Treatment – Staff has met with Cornell University Environmental Compliance personnel regarding various pretreatment issues. The main purpose was to discuss upcoming modifications to Stocking Hall which houses dairy manufacturing facilities. 2 3 Pharmaceutical Waste Collection – Ed Gottlieb will present statistics from the first event of this kind in our community. Headworks Loading Study – Bill Davis from MRB Consultants will have a draft of the study completed for staff review in the coming week. He is expected to present the findings at the April SJC meeting. On a motion, the meeting adjourned. The next meeting is scheduled for April 14, 2010 at 12:30PM.
